The Prime Minister requested to ensure the safety and objectivity of the 2020 High School Graduation Exam and University Admissions
Prime Minister Nguyen Xuan Phuc has just issued Directive No. 26/CT-TTg on strengthening the direction of the 2020 High School Graduation Exam and University and Vocational Education Admissions.
Implementing the 2019 Law on Education, the Law on Amendments and Supplements to a Number of Articles of the 2018 Law on Higher Education, the 2014 Law on Vocational Education, the roadmap for innovation of general education programs and especially responding to the impact of the COVID-19 pandemic, the 2020 High School Graduation Exam (referred to as the Exam) to consider recognition of high school graduation, providing reliable information for assessing the quality of general education and is one of the bases for university and vocational education admissions (referred to as admissions).
Ensuring the safety, honesty and objectivity of the Exam
The Directive clearly states that, in order for the 2020 High School Graduation Exam and University and Vocational Education Entrance Exam to be implemented seriously, honestly, fairly, safely, practically, effectively, creating the most favorable conditions for candidates in conditions where the risk of the epidemic is still present, the Prime Minister requests the Ministry of Education and Training, ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities (provincial People's Committees) to focus on implementing key tasks.
In particular, the Ministry of Education and Training and the Minister of Education and Training are responsible for the Exam and issue directive documents, regulations, instructions and implement plans for organizing the Exam and enrollment; proactively and promptly handle arising issues; create exam questions that meet the requirements of the Exam; provide accurate, complete and timely regulations and necessary information about the Exam and enrollment; promptly answer questions and concerns of candidates and people about contents related to the Exam and enrollment.

At the same time, guide universities and teacher training institutions to carry out enrollment work in the spirit of autonomy and accountability; analyze national data on exam results and learning outcomes of students nationwide; organize inspection and examination of all stages of the Exam to ensure safety, seriousness, honesty, and objectivity; prevent fraud, negativity, and violations of regulations.
Fully prepare conditions to organize the Exam locally
The Prime Minister requests the People's Committees of provinces and centrally run cities, directly the Chairman of the People's Committee of the province or city, to be responsible for organizing the Exam in the locality, including: registering for the exam, printing and copying exam papers, invigilating the exam, grading the exam (for multiple-choice exams, the exam is graded on computers using the common software of the Ministry of Education and Training), inspecting, checking, announcing the exam results and reviewing the exam papers; analyzing data on exam results and learning outcomes of local students; considering and recognizing high school graduation, ensuring safety, seriousness and quality.
Fully prepare human resources, facilities, and equipment to organize the Exam locally; arrange funding from the local budget to organize the Exam; ensure regulations on epidemic prevention, hygiene, food safety, security, and order.

Organize inspections and checks of the preparation and organization of the Exam according to the instructions of the Ministry of Education and Training, ensuring absolute safety and honesty, without errors, negativity, or violations of regulations.
The Ministry of Information and Communications directs media and press agencies to provide timely, complete and accurate information about the Exam and admission work; directs Vietnam Post Corporation, telecommunications and information technology enterprises to ensure postal and telecommunications infrastructure conditions to facilitate the announcement of exam results, adjustment of admission registration wishes and delivery of admission documents of candidates.
The Prime Minister also requested the Ministry of Public Security to direct professional units and the Public Security of provinces and centrally-run cities to deploy measures to ensure security and safety for the exam, especially the work of securing exam papers, transporting exam papers, invigilation, and grading.
The Ministry of Transport directs its affiliated agencies to create favorable conditions for the transportation of exam papers and exam papers, especially by air, to be convenient and safe; ensure traffic safety, and prevent traffic jams that could affect the organization of the exam.
The Ministry of Health directs medical facilities to prepare essential supplies and appropriate medicines to promptly meet medical examination and treatment requirements; have plans to prevent and contain COVID-19 and other epidemics, and support the assurance of food hygiene and safety.

Universities and vocational training institutions shall publicly announce the Scheme and admission methods before candidates register for the Exam; comply with the assignment of the Ministry of Education and Training on mobilizing university staff and lecturers to participate in the inspection and examination of the Exam in localities; and prepare conditions to ensure fair and transparent admission in 2020.
