Implementing cultural infrastructure criteria: Effectiveness from resource mobilization in Tang Thanh commune (Yen Thanh)

Our impression when visiting Tang Thanh commune of Yen Thanh district is not only the clear change in the appearance of this countryside, but also the synchronous and complete system of cultural and sports institutions, equipment for playgrounds, training grounds... in the hamlets.

Standing in front of the hamlet cultural house which has been invested in and built spaciously, majestically, with full living facilities, Mr. Phan Van Son - Head of hamlet 5, Tang Thanh commune said that to have a hamlet cultural facility like this, the people in the hamlet agreed to contribute by household, calculated from birth to 75 years old, at the rate of 500,000 VND/person. In addition, the hamlet 5 Party Cell has 46 party members, each party member agreed to contribute from 500,000 to 1 million VND. Another part of the resources is mobilized from socialization to call on children in the hamlet who are working and studying far from home. The amount of people's contributions is stipulated to be implemented within 1 year.

Construction started in October 2021, on a total planning area of ​​3,300 m2, to date the entire hamlet cultural house and other ancillary works have been completed, with a total cost of 1 billion 229 million VND.

According to Mr. Phan Van Son, of the total budget, the commune supported a part of the construction of the surrounding fence, the remaining items were contributed by the people and socialized. In the future, the hamlet will continue to build a sports field in the hamlet cultural house for people to participate in sports and other activities.

Coming to the cultural houses of other hamlets in Tang Thanh commune, we can see that the cultural houses of every hamlet are built spaciously on a large campus. In particular, some hamlets have also invested in building a mini soccer field with artificial turf right in the hamlet cultural house, creating a useful playground for children in the hamlet to practice physical exercise and sports.

According to Mr. Dao Van Khai - Chairman of the People's Committee of Tang Thanh commune, the locality has 7 hamlets, and up to now, all hamlets have invested in building standard cultural houses. In the process of implementing the criteria for cultural facilities in hamlets, the main source of funding is the contribution of the people, the commune only supports a part depending on the scale of each hamlet, at least 370 million VND, most is nearly 500 million VND/hamlet. The criteria for the local cultural facilities to meet the standards is the basis for Tang Thanh commune to be recognized by the Provincial People's Committee as having completed the advanced new rural commune.

Mr. Le Van Hong - Head of the Department of Agriculture and Rural Development of Yen Thanh district said that localities in Yen Thanh district are on the way to building advanced new rural communes, after many years of reaching the new rural target. However, many localities are currently facing difficulties with the criteria of cultural facilities. The way of doing things in Tang Thanh commune is an effective model that needs to be replicated.
