HIGH FOCUS ON TWO SPECIALIZED SUPERVISION CONTENTS

At the meeting, the Standing Committee of the Provincial People's Council heard a report on the results of activities in March and tasks for April. Accordingly, in the coming time, it will coordinate with relevant agencies and units to prepare the content of the explanation at the meeting of the Standing Committee of the Provincial People's Council.

In April, the Standing Committee of the Provincial People's Council submitted to the Standing Committee of the Provincial Party Committee the Project "Improving the quality and efficiency of the Provincial People's Council's operations for the 2021-2026 term"; implementing the Provincial People's Council's thematic supervision plan on "suspended projects, slow-progress projects and projects using land for the wrong purpose in the province" and "Training and development of human resources in Nghe An province from 2015-2020".

The Department of Culture and Society collects information and develops a plan to monitor the implementation of legal policies for teachers and educational administrators at all levels in Nghe An province from 2018-2021.

The Legal Department develops a thematic survey plan: Implementation of legal regulations on ensuring traffic order and safety.

The Ethnic Committee continues to survey the implementation of the National Target Program on Sustainable Poverty Reduction for the 2016-2020 period in ethnic minority areas in Nghe An province.

Regarding this content, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy emphasized that the thematic supervision of the Provincial People's Council on "suspended projects, projects behind schedule and projects using land for the wrong purpose in the province" and "Training and human resource development in Nghe An province from 2015 - 2020" are two very important areas. Therefore, the two supervision delegations need to focus highly, carefully study the practice, and strictly implement so that the recommendations and proposals after supervising these two areas are accurate.

AGREEMENT ON PREPARATION CONTENTS FOR SPECIALIZED MEETINGS

At the meeting, the Standing Committee of the Provincial People's Council reviewed and agreed on the contents of preparations for the 5th Session (Special Session) which will take place on the morning of March 25.

Accordingly, up to this point, the contents have been implemented, such as: issuing notices of convening, invitations, meeting agenda; drafts of opening and closing speeches, detailed meeting agenda; official dispatch on Covid-19 testing, instructions on using the People's Council Meeting software; draft submission and resolution on the election of the position of Deputy Head of the Ethnic Minorities Committee of the Provincial People's Council;...

On March 17 and 18, 2022, the Economic and Budget Committee and the Social and Cultural Committee reviewed 7 submissions and draft resolutions submitted to the session. The basic contents were accepted and explained by the drafting agencies at the review session.

The 5th session of the Provincial People's Council will be a "paperless session"; accordingly, the Organizing Committee will not issue paper documents at the Hall for each delegate; instead, information technology and digital transformation will be applied to the activities of the session.

The delegates were provided with Ipad tablets and given user manuals. All documents were also sent via email and fully updated on the People's Council Meeting software.

The meeting will vote on the meeting agenda and resolutions; register speeches and discussions using the software system on the iPad.

12 contents will be voted through the software on Ipad including 11 contents on the meeting program; 4 contents on election; 7 resolutions. The election of the Deputy Head of the Ethnic Committee will still use secret ballot.

Regarding the preparation of content for the 5th Session, the Standing Committee of the Provincial People's Council listened to and discussed issues with different opinions on the draft Resolution on changing the purpose of using rice-growing land according to the provisions of Clause 1, Article 58 of the Land Law to implement works and investment projects in the province to be submitted to the 5th Session of the Provincial People's Council.

Regarding this content, after listening to the report of the Economic - Budget Committee, relevant departments and branches analyzed the suitability based on legal regulations, Provincial Party Secretary Thai Thanh Quy - Chairman of the Provincial People's Council emphasized the viewpoint that the conversion of land use purposes for auction must be carried out methodically, scientifically, to improve the efficiency of use, not for short-term benefits, so the advisory work must be strategic and long-term.

Regarding the list of specific projects requesting to change the purpose of using rice-growing land, the Chairman of the Provincial People's Council requested to review the projects and submit them to the Provincial People's Council for consideration at the meeting scheduled to be held in July 2022 when ensuring strict grounds according to the provisions of law./.
