The Provincial Party Standing Committee directed sectors and localities to develop scenarios to forecast and assess the current situation, prepare human resources, material resources, and medical equipment to be ready to respond in all situations, especially preparing a plan for large-scale isolation.to receive tens of thousands of workers and laborers from epidemic areas in the country and abroad to the locality, ensuring good working conditions, safety, and health for medical staff, doctors, military forces, police... performing epidemic prevention and control tasks. In that process, attaching responsibility to the head, implementing epidemic prevention and control work must supplement plans close to the practical situation of the locality and unit.

Party committees and authorities at all levels, especially wards, communes, villages, hamlets, residential groups... focus on screening and detecting suspected cases and high-risk cases as quickly as possible to have appropriate isolation measures; strictly and effectively manage medical declaration information and detect early to quarantine cases coming from epidemic areas. Pay attention to quarantine at hospitals, in quarantine areas and at home to prevent cross-infection, promote the role of the Provincial and District Steering Committees in directing and urging the implementation of quarantine procedures.

Continue to monitor and limit contact with people returning from 14-day quarantine at the quarantine point; limit contact with people who directly examine and treat patients and have contact with infected cases from Bach Mai Hospital during the outbreak.

All levels regularly provide information and direct timely propaganda through many forms such as: grassroots loudspeaker systems, newspapers, social networks, mobile propaganda teams at markets, crowded places... reminding people about disease prevention and control awareness and strict compliance with Government regulations; paying attention to epidemic prevention and control hygiene at home, offices, units, markets, supermarkets... at the same time fighting, preventing and handling false information, distortions, and rumors about disease prevention and control work and the epidemic situation.

Authorities coordinate with sectors and localities to strengthen inspection and strictly handle organizations and individuals who do not seriously perform their duties and tasks in disease prevention and control, including the smallest issues, such as not wearing masks in public places, in markets, crowded gatherings, shops, restaurants, food and beverage services, entertainment; medical declaration... not in accordance with Government regulations; promote the role and responsibility of the whole community, especially in residential areas, blocks, hamlets and each citizen.

In addition, it is necessary to promptly implement Resolution No. 37/NQ-CP, dated March 29, 2020 of the Government on a number of special regimes in the prevention and control of the Covid-19 epidemic to ensure essential working conditions and promptly mobilize functional forces on the front line of disease prevention and control.

All levels and sectors must be proactive and flexible, have appropriate policies and measures to develop the economy and society, stabilize people's lives, and prepare conditions for the successful organization of Party Congresses at all levels, the 19th Provincial Party Congress, and move towards the 13th National Congress of the Party.
