The water level on the Ca River through Tam Quang Commune, Tuong Duong District at noon on August 31 was equal to the peak of the recent flood No. 4. National Highway 7 continued to be cut off in many sections such as the section through Bai Xa Village, Lang Nhung, Khe Bo... Many sections were cut off for nearly 1km. Forces such as Border Guards, Traffic Police, district and commune officials and neighbors joined hands to move belongings to a safe place.

Many household items were very heavy and bulky, so the traffic force had to mobilize specialized vehicles to transport people to safety.

Faced with the traffic disruption, hundreds of passengers and people stuck on the road tried to find a way to cross the mountain and walk dozens of kilometers through the forest to get home.

Mr. Do Van Manh - Deputy Director in charge of Khe Bo Hydropower Plant said that on the morning of August 31, Khe Bo Hydropower Plant discharged flood water with a flow rate of 4,500 m3/second. At 1:00 p.m. on August 31, the hydropower plant raised the flood discharge level to 4,700 m3/second because the upstream of Nam Non river is having heavy rain.

Flooding in many places in the area has caused many localities in Tuong Duong and Ky Son districts to lose power since the morning of August 31.
