Actively train and recruit female party members from ethnic minorities
(Baonghean) - In recent years, local Party committees and authorities have paid attention to the development of female party members from ethnic minorities with many specific solutions. Thereby, contributing to discovering, training and fostering female cadres, building a nucleus for grassroots movements.
Efforts to discover and create sources
In Quy Chau district, thanks to good propaganda, mobilization, discovery, and resource creation, the number of female party members has gradually increased in 146/146 rural party cells, mainly ethnic minority women.
For example, in Chau Hoi commune, in the first 6 months of 2017, the commune Party Committee admitted 6 party members, including 3 female party members. Many party cells in the area maintain and develop the annual rate of female party members. Notably, the Hoi 1 village Party Cell has 13 female party members out of a total of 33 party members.
Ms. Lu Thi Thao, born in 1986, was admitted to the Party in 2016. She shared: “Thanks to my active participation in mass activities, I was discovered, educated, and trained by the Party cell to join the Party. This is a great honor, pride, and motivation for Thai ethnic women like us to continue to strive to affirm our role and position in the community.”

Comrade Lang Van Xuan - Head of the Organization Board of Quy Chau District Party Committee said: Every year, the district admits 150-170 party members, of which female party members account for over 60%, mainly Thai ethnic people. Not only are they the core of grassroots movements, many female party members of ethnic minorities are also good economic models, party cell secretaries, and village chiefs who are trusted by the Party and loved by the people. Currently, the whole district of Quy Chau has up to 74 female party members who are party cell secretaries...
In Que Phong district, if in 2015, out of a total of 231 admitted party members, there were only 59 female party members, then in 2016, out of a total of 211 admitted party members, there were 92 female party members (accounting for 43.60%).
In the first 8 months of 2017, out of a total of 140 newly admitted party members in the district, there were 60 female party members, mainly discovered and trained in grassroots party cells. Typically, the Thong Thu Commune Party Committee has 13 village party cells, developing an average of 3-5 female party members each year. Currently, there are 93 female party members out of a total of 367 party members in the entire Party Committee.
According to Ms. Luong Thi Hong - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Thong Thu commune: "In addition to assigning exemplary, experienced, enthusiastic female cadres and party members to directly discover and find sources from the elite female masses, the Party Committee and government also direct organizations such as the Youth Union, Women's Union, and Farmers' Association to promote movement activities. Thereby, selecting positive factors to nurture and create sources".
"In 2017, up to this point, Thong Thu Commune Party Committee has admitted 2 female party members, Ms. Ngan Thi Nang, born in 1993 in Muong Phu village and Lo Thi Hoan, born in 1986 in the kindergarten party cell..." - Ms. Hong said.
Reality in many localities in the province shows that to do a good job of developing party members from the active masses of ethnic minority women, the most effective solution is to use female party members to propagate and mobilize. To do so, we must first build truly exemplary female party members as "nuclei", especially in remote areas.
For example, in Nam Can commune (Ky Son), the Party Committee of the commune has built up "seed" factors as female cadres, notably Ms. Ho Y Nhia, born in 1985, who is the President of the Women's Union of the commune and was elected to the position of Deputy Secretary of the Party Committee of the commune, and also a member of the Executive Committee of the Party Committee of Ky Son district.
Currently, the Nam Can Commune Party Committee has 9 female Mong Party members, of which 5 are cadres. Thanks to the method of using female Party members as "examples" to propagate and mobilize the female masses, along with many other practical solutions, the Ky Son District Party Committee has a large number of female Party members, including 463 comrades, of which 45 are Mong female Party members...
Need to continue changing perceptions
Despite many efforts, in general, the work of developing female party members in general and ethnic minority female party members in particular still faces many difficulties. There are party cells that have not been able to develop ethnic minority female party members for many years.
The reason is the heavy prejudice of "male superiority over female" in many localities, especially in remote areas, ethnic minority areas, and the mentality of resignation and inferiority in the face of social barriers of women in the highlands.
On the other hand, according to Mr. Lim Duong Sinh - Secretary of the Chau Hoi Commune Party Committee (Quy Chau): "Women in the highlands suffer many disadvantages, have few opportunities to study, have limited qualifications and capacity to participate in social work, and have limited awareness of the Party, so it is difficult to meet the standards to create a source for Party development."
Those with enough qualifications and abilities are content with their lot, lack the will to strive, or are busy with family work and do not receive family support, so their motivation to strive is "eliminated".

Reality shows that, in order to do a good job of developing female party members from ethnic minorities, Party committees at all levels need to strengthen propaganda, education, enlightenment of revolutionary ideals and awareness of the Party for the masses, including ethnic minority women, to create trust and motivation for them to actively participate in social activities and strive to join the Party.
Besides, it is necessary to raise the sense of responsibility and awareness of Party committee members, cadres, and Party members at all levels, especially Party cell secretaries of villages and hamlets, about the importance of developing Party members in general and developing female Party members of ethnic minorities in particular.
At the same time, strengthen the organization and improve the quality of activities of socio-political organizations, especially the Women's Union and grassroots youth unions to attract female members to participate.
Through the practical movement, we aim to discover and introduce outstanding people for the Party to consider admitting; we focus on assigning experienced, prestigious, and knowledgeable Party members to help outstanding people in their efforts and training.
Comrade Lang Van Xuan - Head of the Organization Board of Quy Chau District Party Committee emphasized: "We must find a way to change the concept of "male superiority and female inferiority" that is still deeply rooted in the community and boldly arrange and assign work to help female Party members in the highlands have an environment to promote and affirm their role and position in the family, community and society".
