On the afternoon of December 29, the Ministry of Home Affairs held a national online conference to review the work in 2022 and deploy tasks for 2023. Prime Minister Pham Minh Chinh attended and directed the conference.

In 2022, reduce 17 general departments, 8 departments and 145 cases
In the difficult and volatile context of 2022, the Home Affairs sector, together with the entire political system, has built and perfected institutions, proposed amendments and supplements to many important policies to remove difficulties and clear bottlenecks in the process of organizing and implementing policies. At the same time, it has strongly focused resources to complete the tasks assigned by competent authorities according to the work program of the Ministry of Home Affairs.
Accordingly, in 2022, the Ministry of Home Affairs proactively advised the Steering Committee for innovation in restructuring the organizational apparatus of ministries, ministerial-level agencies, and government agencies to restructure the organizational apparatus towards streamlining, effective and efficient operations, and reducing intermediary units.

In 2022, in central ministries and branches: reduce 17 general departments and organizations equivalent to general departments; reduce 8 departments under general departments and ministries; reduce 145 departments/committees under general departments and ministries. At the local level, continue to reduce 711 divisions and organizations under specialized agencies of provincial and district People's Committees.
To date, 63 provinces and cities have reduced 2,159 departments and equivalent organizations, basically completing the organizational arrangement according to Decree No. 107/2020 and Decree No. 108/2020 of the Government.
In addition, to date, the country has reduced 7,469 public service units (13.5%) compared to 2016. In 2022 alone, ministries and branches have reduced 22 public service units under the organizational structure of ministries and branches. At the local level, 1,020 public service units have been reduced.

Regarding streamlining the payroll associated with restructuring the team of cadres, civil servants and public employees, the Ministry of Home Affairs has advised the Prime Minister to approve the Plan to implement the Politburo's regulations on payroll management.
To date, the total number of subjects receiving the policy of streamlining the payroll in ministries, branches and localities is over 79,000 people; of which, ministries and branches have over 5,500 people and localities have over 73,500 people. Typical provinces are: Thanh Hoa (4,615); Quang Nam (3,148); Nghe An (3,011); Lang Son (2,898); Binh Phuoc (2,648). At the same time, the Government's staff submitted to competent authorities to supplement 65,980 educational civil servants for the entire period of 2022 - 2026.
In the period of 2020 - 2022, ministries, branches and localities have recruited more than 18,800 civil servants and more than 125,100 public employees. Of which, 258 excellent graduates and young scientists were recruited. The recruitment results have basically promptly overcome the situation of nearly 40,000 civil servants and public employees quitting or leaving their jobs.
The Ministry of Home Affairs has focused on developing a project to reorganize district and commune-level administrative units for the 2022-2025 period, with a vision to 2030, to report to competent authorities for consideration, to agree on policies and resolutions for implementation. Actively advising the Government and the National Assembly Standing Committee to establish urban administrative units and to reorganize and expand the space of district and commune-level administrative units in many localities.
The sector has proactively advised on promoting the implementation of the Government's overall administrative reform program, creating positive changes in institutional reform, administrative procedure reform, and promoting national online public services from the central to local levels. Activities are associated with promoting e-Government, promoting digital Government, digital government, actively improving the effectiveness and efficiency of state administration.
Emulation and reward work, state management of beliefs, religions, documents and archives and other tasks continue to have changes, contributing positively to the completion of the sector's tasks in 2022.

In addition to the important results achieved, the Home Affairs sector also pointed out the shortcomings, difficulties and problems in practice that need to be seriously and urgently overcome, especially the construction and completion of institutions for state management fields of the Home Affairs sector.
The arrangement of the apparatus and administrative units at district and commune levels is still limited in some aspects; many cadres, civil servants and public employees have quit their jobs; there are still many limitations in streamlining the payroll associated with restructuring and improving the quality of the cadres, civil servants and public employees, etc., and in some aspects, it does not meet the requirements and tasks of the industry and locality.
Continue to improve the administrative apparatus
On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh acknowledged, highly appreciated and commended the efforts, endeavors and responsibilities of the collective leadership, cadres, civil servants, public employees and workers and the results achieved by the entire Home Affairs sector in the past year, contributing significantly to the overall success of the country.
In addition, the Prime Minister also pointed out shortcomings and limitations such as the work of building institutions and policies that have not met practical requirements and demands; the arrangement of organizational apparatus and streamlining of staff have not really been associated with restructuring and improving the quality of staff and job positions.
Entering 2023, the Prime Minister requested the Home Affairs sector to focus on accelerating progress and improving the quality of work on building and perfecting institutions and policies in the home affairs sector; innovating and perfecting the mechanism for managing cadres, civil servants and public employees in a synchronous and unified direction; building a mechanism to connect cadres and civil servants at the commune level with the district and provincial levels.

Along with that, the Prime Minister requested the industry to continue to perfect the streamlined State administrative apparatus, operate effectively and efficiently; effectively implement the overall administrative reform program until 2030. Strongly and substantially innovate emulation and reward work to truly be the driving force to promote the political system and the entire people to unite, promote the will of self-reliance, self-reliance, national pride, and the aspiration to develop a strong and prosperous country.
In addition, the sector must improve the effectiveness and efficiency of state management of beliefs and religions, mobilize religious dignitaries and followers to actively participate in economic and social development, ensure national defense and security and promote the good cultural values of religions. Continue to do well in document and archive work; state management of associations, funds and non-governmental organizations; strengthen the inspection of public services and civil servants, contributing to improving discipline and ethics in public service; promote digital transformation to make the most of digital resources to serve the state management of the Home Affairs sector.
The Prime Minister requested the Home Affairs sector to focus on building a team of professional, capable, qualified, prestigious cadres, civil servants and public employees who are up to the task and meet the country's development requirements.
On this occasion, the Ministry of Home Affairs officially put the national database system on cadres, civil servants and public employees into operation.
