Responding to Vinh City voters' petitions on projects that are behind schedule, affecting the environment and urban landscape
(Baonghean.vn) - Voters of Le Loi ward, Vinh city reported that currently in the area, there is a Townhouse Project of Nghe An Road Design Consulting Joint Stock Company and a High-end Housing and Service Project of Hanoi Housing Investment and Development Joint Stock Company No. 30 which has been planned for many years.
However, these projects have not been implemented yet, causing waste of land, affecting the environment and urban landscape. Voters requested the Provincial People's Committee to direct the continued implementation or withdrawal of these projects.
Reply:
*The project of the Townhouse Area in Le Loi Ward, Vinh City, invested by Nghe An Road Design Consulting Joint Stock Company, has been approved by the Provincial People's Committee in Decision No. 4709/QD-UBND dated September 28, 2016; and the detailed construction planning at a scale of 1/500 was approved in Decision No. 5852/QD-UBND dated November 24, 2016.
The above project is behind schedule, the project is no longer in accordance with the provisions of the Housing Law, so the Provincial People's Committee has revoked the legal documents related to the project in Decision No. 832/QD-UBND dated March 29, 2023.

* The project of high-end housing, trade and services (the exact name is the project of high-rise apartments associated with trade and services in Le Loi ward, Vinh city) invested by Hanoi Housing Investment and Development Joint Stock Company No. 30, approved by the Provincial People's Committee in Decision No. 5866/QD.UBND-DT.C dated December 25, 2008; has completed compensation and site clearance.
Because the construction area of the above project is located in an old residential area, the surrounding traffic system and drainage ditches are narrow, continuing to implement the project with the scale and purpose of using apartment buildings will increase the population density in the residential area, causing cracks in the surrounding residential buildings; at the same time, putting great pressure on the technical infrastructure system of the area, so the Investor has proposed to adjust from high-rise housing to low-rise housing.
The Provincial People's Committee issued Official Dispatch No. 1157/UBND-CN dated February 24, 2022 agreeing in principle and extending the project implementation progress until the fourth quarter of 2022.
Because this project has not yet been inspected by the Departments and branches for compliance with the laws on investment, construction and land; the Department of Construction will propose to add the project to the list of slow-progress investment projects in 2023 for inspection and reporting to the Provincial People's Committee for handling in accordance with regulations.
