Responding to voters' petitions on removing difficulties and obstacles in motor vehicle registration
(Baonghean.vn) - Voters in Con Cuong district reported that currently, vehicle inspection is very difficult because the Inspection Centers are always overloaded. To get the inspection done, some vehicles take 3-4 months, even 6 months.
Voters believe that while the vehicle is not registered, it is not allowed to be on the road, but after the registration is completed, the vehicle owner is charged back the previous road traffic fee, which is unreasonable. Voters recommend direction and handling to ensure the rights of vehicle owners.

* Regarding the problem of overload at inspection centers:
In late 2022 and the first 6 months of 2023, when the police force of many provinces and cities across the country investigated and discovered violations in vehicle inspection activities, many Vehicle Inspection Centers were forced to temporarily suspend operations for investigation. This has had a significant impact on vehicle inspection activities. In some localities, at the end of the year, people gathered at vehicle inspection centers that were still operating for vehicle inspection, including Nghe An, causing congestion.

However, in recent times, the Government, the Ministry of Transport, and the Vietnam Register have paid attention to leading and directing the implementation of many solutions to remove difficulties in motor vehicle inspection, specifically:
- For the Government:Decree No. 30/2023/ND-CP dated June 8, 2023 of the Government has been issued: Amending and supplementing a number of articles of Decree No. 139/2018/ND-CP dated October 8, 2018 of the Government regulating the business of motor vehicle inspection services, which has decentralized management to local Departments of Transport in inspection activities.
- For the Ministry of Transport:
+ On March 21, 2023, the Ministry of Transport issued Circular 02/2023/TT-BGTVT amending and supplementing a number of articles of Circular No. 16/2021/TT-BGTVT dated August 12, 2021 on regulations on technical safety and environmental protection inspection of road motor vehicles, allowing exemption from the first inspection for new (unused) motor vehicles. New vehicles will be issued stamps and certificates at inspection centers without having to bring the vehicle for inspection, which also reduces congestion at inspection centers.
+ On June 3, 2023, the Ministry of Transport issued Circular 08/2023/TT-BGTVT amending and supplementing a number of articles of Circular 16/2021/TT-BGTVT regulating the inspection of technical safety and environmental protection of road motor vehicles. Passenger cars with up to 9 seats not used for transportation business (with a production period of up to 7 years and a production period of 13 - 20 years) that have been granted a Certificate and Inspection Stamp before March 22, 2023 and are still valid for inspection as of June 3, 2023 will have their inspection cycle automatically extended according to the new cycle prescribed in Circular 02/2023/TT-BGTVT, which has also reduced pressure and congestion for inspection centers.
+ At the same time, the Ministry of Transport also requested the Minister of National Defense to consider allowing the inspection force and its affiliated inspection centers to participate in supporting the inspection work; the Vietnam Register and the Traffic Police Department have coordinated to arrange forces to support the inspection units.
-For Vietnam Register:
+ Built the TTDK app to register for inspection appointments so that people and businesses can make appointments to avoid local congestion at inspection centers.
+ Coordinated with the Traffic Police Department to handle technical issues, connect software, and inspection databases of both sides, evaluate inspection units of the Public Security sector to bring in units with functions and qualified inspection conditions to participate in support.
- For Nghe An Department of Transport:
+ Directed the Inspection Centers to stabilize the organization at the unit, arrange personnel for inspectors and professional staff appropriately to perform inspection work to ensure quality and efficiency in serving people and businesses.
+ Recommend that units increase overtime work, including holidays, to meet the needs of people and businesses in motor vehicle inspection, while strengthening the fight against corruption, negativity, and monitoring motor vehicle inspection activities.
Currently, the whole province has 10 Motor Vehicle Inspection Centers 3701S, 3702S; 3703D, 3704D, 3705D, 3706D, 3707D, 3708D, 3709D, 3710D (newly licensed in June 2023) distributed in districts, cities and towns in Nghe An province, with 14 inspection lines (2 type I lines, 12 type II lines), 37 senior inspectors, 21 inspectors and 40 professional staff, with an average capacity of 1,120 vehicles/day, capable of meeting the needs of individuals and organizations in Nghe An province.
* Regarding the matter of vehicle owners being charged additional road traffic fees for the period of time the vehicle is not allowed to circulate after the vehicle inspection is completed:
According to the guidance in Circular 70/2021/TT-BTC dated August 12, 2021, the Circular regulating the collection rates, collection, payment, exemption, management and use of road use fees has specifically stipulated the cases of exemption or refund of paid road fees in Article 3, Article 9 of Circular 70/2021/TT-BTC, so individuals and organizations should base on the specific cases according to the guidance in Circular 70/2021/TT-BTC to implement to ensure the rights of individuals and organizations.
In addition, recently, the Ministry of Finance issued Circular No. 44/2023/TT-BTC dated June 29, 2023 of the Ministry of Finance, regulating the collection rates of a number of fees and charges to support people and businesses, reducing the collection rate of the Registration Certificate fee by 50%.
