Responding to Yen Thanh voters' petition on closing the main canal for repair and upgrading
(Baonghean.vn) - Voters in Yen Thanh district reported that the Bac Nghe An Irrigation Company Limited closing the main canal every month for repair and upgrade (from 15 to 25 days) is too long.
Meanwhile, the raw water reservoir of Yen Thanh Water Supply Joint Stock Company has a small reserve, only enough to maintain operation for 5-7 days/month, leading to a lack of clean water for people. Voters request the Provincial People's Committee to direct the remedy of the above situation.

The project to restore and upgrade the Northern Nghe An Irrigation System was approved for investment by the Ministry of Agriculture and Rural Development in Decision No. 1929/QD-BNN-XD dated August 14, 2012.
Upgrading and renovating the Northern Nghe An Irrigation System to ensure stable and flexible irrigation for 28,801 hectares, creating a water source for industry of 1.89 m³/s and for domestic use of 1.59 m³/s in the four districts of Do Luong, Dien Chau, Yen Thanh and Quynh Luu; Dredging main drainage canals, upgrading and expanding Dien Thanh sluice to drain water and reduce flooding for about 1,920 hectares of low-lying areas in the two districts of Yen Thanh and Dien Chau of Nghe An province.
According to the plan, the project will be repaired and upgraded from July 2019 to July 2023. To date, about 80% of the volume has been completed.

On May 11, 2015, the Provincial People's Committee issued Official Dispatch No. 2872/UBND-NN on closing water for construction of Component I - Project to Restore and Upgrade the Northern Nghe An Irrigation System, including 7 periods in a year with a duration of 15 to 25 days to ensure both construction and water supply for agricultural production and people's daily life in 4 districts of Do Luong, Dien Chau, Yen Thanh and Quynh Luu.
Before deciding to issue the water closure schedule, the Provincial People's Committee held several meetings with localities and relevant units to get opinions before finalizing the water closure schedule. The construction of new water plants also calculated that the raw water reservoir would be enough to supply water for canal repairs for 20 to 25 days when the water is closed.
Because the Do Luong main canal is quite large, the water in the canal will only be drained after 3 days of closing the water to begin construction. Therefore, if the water reception time is short, it will be impossible to complete the construction items on schedule.
Currently, there are only 2 more water closings for the basic construction project to be completed and disbursed on time.
If delayed, it will be impossible to pay for completed construction items according to the provisions of the Loan Agreement with the Japan International Cooperation Agency./.
