Submit to the Provincial People's Council to add 4 new urban and residential area investment projects in Vinh city
(Baonghean.vn) - Among the 4 newly proposed projects in Vinh city, there are 3 urban area projects in communes and wards: Nghi Lien, Nghi Kim, Vinh Tan, and 1 new residential area project in Hung Hoa commune.
On December 9, 2022, the Provincial People's Council issued Resolution No. 26 stipulating the percentage of land use fee revenue from projects with land use fee collection to the provincial budget to create capital for compensation, support site clearance for the Vinh International Airport project and invest in building an access bridge connecting National Highway 7C with Cua Lo deep-water port.
Accordingly, there are 4 investment projects that collect land use fees with an expected revenue of 3,932 billion VND, to carry out compensation and support for site clearance of 2 projects of Vinh International Airport and the investment project to build a bridge connecting National Highway 7C with Cua Lo deep-water port, including: Song Lam Urban Area project in Hung Dung ward; Song Lam Exhibition Urban Area project in Hung Dung ward; Urban Area project in Hung Loc commune; Urban Area project in Nghi Phu commune and Hung Loc commune.
However, up to this point, the implementation process has encountered 2 difficulties related to planning and legal procedures of the project, so it is unlikely to be implemented in 2024 and 2025. Currently, only 2 projects, the Urban Area project in Hung Loc commune and the Nghi Phu commune Urban Area project, are carrying out land allocation procedures and paying land use fees, with an expected revenue to be paid to the provincial budget in 2024 of about 1,205 billion VND, reaching 30.64% of the expected revenue).
Meanwhile, the compensation and site clearance costs for the two key projects Vinh International Airport and the project to build a bridge connecting National Highway 7C with Cua Lo deep-water port have a total investment of about 6,873 billion VND. Thus, the remaining funding to implement compensation and site clearance for the two projects is about 5,668 billion VND.
Based on that reality, the Provincial People's Committee submitted to the Provincial People's Council for consideration to amend and supplement Resolution No. 26, dated December 9, 2022, with a proposal to add 4 new investment projects with land use fee collection in Vinh city to create capital sources to implement compensation and site clearance for 2 key projects. It is expected that land use fee collection for these 4 projects in 2024 will be about 2,394 billion VND.
Specifically, 4 additional proposed projects include: Nghi Lien Urban Area Project, in Nghi Lien Commune, with an expected area of over 103 hectares; Bac Nghi Kim Urban Area Project and Nghi Kim Central Housing Area, with an expected area of nearly 18 hectares; Vinh Riverside Urban Area Project, in Vinh Tan Ward, with an expected area of over 20 hectares; New Residential Area Project in Hung Hoa Commune, with an expected area of over 4 hectares.
Total land use fees collected from 2 previous projects and 4 additional proposed projects in 2024 are about 3,599 billion VND to carry out compensation and site clearance for 2 key projects: Vinh International Airport and the investment project to build an access bridge connecting National Highway 7C with Cua Lo deep-water port.
