On April 3, 2013, the Government issued Resolution No. 47/NQ-CP on adjusting the administrative boundaries of Quynh Luu district, establishing Hoang Mai town on the basis of adjusting 16,974.88 hectares of natural area and 105,105 people of Quynh Luu district. Hoang Mai town has 10 administrative units, with 5 wards and 5 communes; it is the 21st district-level administrative unit of Nghe An.

Located in the North of Nghe An province, in the key economic region of Nam Thanh - Bac Nghe, after 10 years of establishment, from an economy mainly dependent on agriculture and fisheries, Hoang Mai town has gradually become a key economic region, a growth pole in the North of Nghe An province. The economic growth rate has increased rapidly, averaging over 14%/year.

The economic scale by production value in 2022 reached 21,699 billion VND, an increase of 3.5 times compared to 2014, being the locality with the highest increase in production value scale, while continuing to maintain its position in the group of 3 district-level units with the largest production value scale in the province.

The average added value per capita increased from 31.75 million VND (2014) to 74.9 million VND/person/year (2022). The poverty rate decreased from 7.44% (2014) to 0.92% (2021), by the end of 2022, the poverty rate was 2.09% according to the new criteria... In the town, there are currently 48 projects approved for investment, with a total registered capital of over 19 trillion VND.

Hoang Mai town has been rising to become an important locality in the economic growth pole of the Northeast region of the province. The development of Hoang Mai town is further affirmed by the fact that after 7 years of implementing the National Target Program on New Rural Construction, it was recognized by the Prime Minister for completing the task of building new rural areas in 2020 in Decision 281/QD-TTg dated February 25, 2022, reaching the finish line 2 years ahead of the set target; at the same time, it was honored to be awarded the Third Class Labor Medal by the President.

Speaking at the Ceremony, on behalf of the provincial leaders, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee warmly congratulated, commended and acknowledged the achievements that the Party Committee, government and people of Hoang Mai town have strived and achieved over the past 10 years.

With the desire to build Hoang Mai town to become stronger and more prosperous, successfully achieve the goal of becoming a key economic area of ​​the province and being recognized as a type III urban area before 2025, meeting the expectations of the Central Government and the province when establishing the town, the Chairman of Nghe An Provincial People's Committee requested Hoang Mai town to closely follow the orientation and planning of the province; promote infrastructure construction; continue to promote the advantages of neighboring areas and industrial parks, mobilize maximum resources for investment and development; accelerate economic growth, shift the economic structure towards rapidly increasing the proportion of industry, services and tourism; improve productivity, efficiency and competitiveness of the economy.

Hoang Mai town needs to prioritize investment resources for key and spearhead economic areas and sectors associated with the Nam Thanh - Bac Nghe economic zone; continue to develop sectors, industries and products using high levels of science and technology, with high added value, saving raw materials and energy, and being environmentally friendly. At the same time, the town needs to do a good job of site clearance, attracting investment in infrastructure construction, urban beautification, speeding up the construction progress of key projects; strengthening mineral management, taking measures to renovate, restore, protect the environment and effectively use natural resources.

The head of Nghe An Provincial People's Committee requested the town to continue to promote propaganda and mobilization work so that people can proactively, enthusiastically and actively participate in building advanced new rural areas and model new rural areas associated with the Campaign "All people unite to build new rural areas" and the Emulation Movement "Joining hands to build new rural areas".

Hoang Mai town also needs to harmoniously combine economic development with culture and society; promote cultural - historical values ​​and landscapes to develop tourism and services, especially spiritual tourism and sea tourism. Focus on building a civilized urban lifestyle; attach importance to developing education and training; have specific orientations and plans to attract, train and improve the quality of human resources, considering this a key issue, deciding the success of the town's development strategy. Pay attention to doing well the work of social security, hunger eradication and poverty reduction, gratitude and implementing policies for people with meritorious services; further improve the work of protecting and taking care of people's health.

Chairman of the Provincial People's Committee Nguyen Duc Trung also specifically noted that Hoang Mai town should promote administrative reform, apply information technology, carry out digital transformation, build digital government; arrange and organize the apparatus, standardize the staff and civil servants in a streamlined direction, improve the effectiveness and efficiency of management and administration of governments at all levels.

Another extremely important task is to carry out national defense goals and tasks; maintain security and sovereignty over seas and islands; consolidate and maintain security, order and social safety; and prevent hot spots and complications in security and order, especially in special areas.

At the same time, Hoang Mai Town needs to continue to strengthen the work of Party building and rectification; pay attention to building a clean and strong government; build and consolidate the great national unity bloc, improve the quality and effectiveness of the activities of the Fatherland Front and socio-political organizations.
