Nam Dan District Medical Center becomes a satellite unit of Bach Mai Hospital

(Baonghean.vn) - On the afternoon of December 2, the Provincial People's Committee and the Department of Health of Nghe An held a ceremony to announce the Decision to recognize Nam Dan District Medical Center as a satellite unit and sign a training and technology transfer agreement with Bach Mai Hospital (Hanoi).

Attending the ceremony were People's Physician, Associate Professor, Dr. Nguyen Thi Kim Tien - Minister of Health; leaders of Departments and Divisions of the Ministry of Health; leaders of Bach Mai Hospital, Central Eye Hospital; Ha Tinh Provincial Department of Health.

On the side of Nghe An province, there were comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Thai Thanh Quy - Alternate member of the Party Central Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; representatives of departments, branches and sectors in the province; leaders of Nam Dan district.

Nam Dan District Medical Center is a unit that performs two functions: medical examination, treatment and disease prevention for the people of Nam Dan District and neighboring areas. Each year, the center examines and treats more than 80,000 patients, provides inpatient treatment for more than 10,000 people and performs about 1,000 surgeries.

In the past, the implementation of advanced techniques at the center has been limited, not meeting the people's needs for medical examination and treatment; the number of patients who have to be transferred to higher levels is still high, especially those with endocrine, cardiovascular, respiratory, urinary, and digestive diseases.

The causes of the above limitations are due to outdated infrastructure, equipment and human resources in all departments and offices that are lacking in quantity and poor in quality. Specialized departments do not have enough conditions to develop cutting-edge; there is a lack of doctors and specialized training staff.

In order to comprehensively improve the Nam Dan District Medical Center, in July 2017, Nghe An Department of Health expressed the desire to build Nam Dan District Medical Center into a satellite of Bach Mai Hospital (Hanoi) and was approved in principle by the Ministry of Health.

Bach Mai Hospital is a special-class central hospital, the largest medical examination and treatment facility in the country. Currently, the hospital is responsible for transferring technology to 34 satellite hospitals, including 33 provincial hospitals and 1 international private hospital.

To become a satellite hospital of Bach Mai Hospital, Nam Dan District Medical Center has developed a project to submit to the Department of Health, Nghe An Provincial People's Committee for approval and sent to the Ministry of Health. On November 16, 2017, the Ministry of Health issued a Decision to supplement the list, recognize Nam Dan District Medical Center as a satellite unit and sign a training and technology transfer agreement with Bach Mai Hospital.

Presenting the recognition decision and delivering a congratulatory speech at the ceremony, Minister of Health Nguyen Thi Kim Tien stated: The Satellite Hospital Project has two main purposes, which are to help transfer advanced technology in five groups of diseases: cancer, cardiovascular, obstetrics, pediatrics and resuscitation from the central level to the provincial level; contributing to helping patients receive treatment right at home, saving costs during the treatment process, and reducing the load on upper-level hospitals.

The project has been implemented since 2013, and to date, 119 provincial hospitals in 63 provinces and cities have been recognized as satellite hospitals of special-grade central hospitals. With the success of the project, the Ministry of Health has decided to deploy the project to hospitals and district-level medical centers. Nam Dan District Medical Center is the first district-level unit to be recognized as a satellite hospital.

The Minister of Health expressed his wish that the Nam Dan District Medical Center would fully receive the advanced techniques transferred by Bach Mai Hospital. Along with that, the center needs to constantly innovate its financial mechanism, hospital management, attract and train high-quality human resources to effectively perform the tasks of medical examination, treatment and disease prevention for the people of the district and province.

Nghe An Health Department needs to advise and build more medical centers to become satellite units of central hospitals. From there, patients in mountainous areas can also enjoy advanced technology; the poor will not be left without treatment; there will be no situation where people have never received health care.

When becoming a satellite unit, Nam Dan District Medical Center will be transferred, trained, and developed with advanced technology; thereby improving the quality of examination and treatment; reducing costs for patients, reducing the rate of referrals and contributing to reducing the load on upper-level hospitals.

To implement this decision, Bach Mai Hospital focuses on helping transfer technology to Nam Dan District Medical Center in key specialties such as emergency resuscitation, artificial kidney, diagnostic imaging, surgical trauma, treatment and diagnosis of endocrine diseases, and training of specialist doctors (including 17 training packages).

Within the framework of the ceremony, the People's Committee of Nam Dan district announced the decision to establish a charity fund to support poor dialysis patients. Nam Dan District Medical Center was donated 3.5 billion VND by Vietnam Gas Corporation, and Tuan Loc Construction Investment Joint Stock Company donated 1 billion VND to build a hemodialysis center. Many other groups and individuals have supported the charity fund to support poor dialysis patients.

During this period, along with Nam Dan Medical Center, Cua Dong General Hospital was also recognized by the Ministry of Health as a satellite unit and signed a training and technology transfer agreement with Bach Mai Hospital.

With 2 newly recognized units, Nghe An now has 5 medical units recognized as satellite hospitals of special-class hospitals at the Central level.
