The Central Resolution requires piloting a number of new models of organizational structure and concurrent positions to streamline the number of focal points.

General Secretary Nguyen Phu Trong has just signed and issued Resolution No. 18 "on a number of issues on continuing to innovate and reorganize the political system's apparatus, streamlining it, and making it operate effectively and efficiently."

Accordingly, the Central Executive Committee aims to basically complete the arrangement and consolidation of a number of organizations and internal focal points of each organization by 2021 in the direction of reducing focal points, minimizing intermediate levels, and reducing deputy levels.

Increasing the number of focal points from the department level and above must have the opinion of the Politburo.

The Central Committee also directed the completion of a number of regulations related to the functions and organizational structure of the political system to promptly overcome the situation of duplication and overlap of tasks and management areas; pilot a number of new models of organizational structure and concurrent positions to streamline focal points, reducing the number of staff by at least 10% compared to 2015; in special cases where it is necessary to increase focal points from the department, bureau level or equivalent or higher, the opinion of the Politburo must be obtained.

From 2021 to 2030, a healthy, public, and democratic competition mechanism will be implemented in the appointment and promotion of officials and the recruitment of civil servants and public employees to attract truly virtuous and talented people to work in organizations of the political system.

The Resolution also clearly states that it is necessary to strictly implement the regime of dismissal, removal, resignation, layoff or timely replacement of those who lack capacity, moral qualities, do not meet the requirements and standards of the position, and do not complete assigned tasks.

Pilot project of the head of the mass mobilization committee concurrently being the chairman of the provincial Fatherland Front

The Central Executive Committee directs the pilot implementation of concurrently holding the position of head or merging a number of Party and State agencies, Party and Fatherland Front agencies with similar functions and tasks at the provincial and district levels where conditions are met; piloting the head of the mass mobilization committee concurrently being the chairman of the Fatherland Front Committee at the provincial and district levels where conditions are met.

Basically implement the model of Party Committee Secretary concurrently being Chairman of People's Council at all levels; implement the model of Party Committee Secretary concurrently being Chairman of People's Committee at district and commune levels in places with sufficient conditions.

The model of Party Committee offices serving all staff agencies and assisting provincial Party Committees is implemented uniformly nationwide; the head of the Propaganda Department is also the director of the district-level political training center. At the same time, the Party Committee office is merged with the office of the People's Council and People's Committee at the district level in places with sufficient conditions.

The Central Committee directed to quickly overcome the situation of villages and residential groups without party organizations and to review and evaluate the role of village chiefs and residential group leaders who are not party members in order to have appropriate solutions in arranging and introducing party members to run for election.

Research on reducing the number of ministries and branches in the next term

The Government, ministries and branches continue to innovate, improve and reorganize the apparatus towards focusing on macro management.

For some fields organized vertically, such as: Tax, customs, state treasury, social insurance... continue to reorganize according to inter-provincial or inter-district areas to reduce focal points and streamline staff.

The Central Committee also requested clarification of the theoretical and practical basis for the multi-sectoral and multi-field management scope of a number of ministries and branches, especially those with similar and overlapping functions and tasks, in order to have appropriate solutions and implement the consolidation, organization arrangement, and reduction of focal points in the coming term, such as: Transport - Construction; Finance - Investment Planning; Ethnic - Religious fields...

According to the Resolution, the Central Military Commission and the Central Public Security Party Committee will develop a separate project to review, consolidate, and reorganize the apparatus to meet the requirements of building a revolutionary, disciplined, elite, and gradually modern military and police force; ensuring the strengthening of the Party's absolute and direct leadership in all aspects over the armed forces.
