Mr. Pham Minh Chinh - Head of the Central Organizing Committee introduced and disseminated Regulation 08 on the responsibility of setting an example for cadres and party members, first of all Politburo members, Secretariat members, and Central Executive Committee members, emphasizing that the higher the position of cadres and party members, the more exemplary they must be.
An important meaning of the Regulation is to create encouragement for improvement, self-reflection, self-correction, self-adjustment of attitudes and behaviors, deterrence, warning, alertness, and prevention of risks of violations by each senior leader.
This regulation emphasizes that when you see something right, you must resolutely defend it. When you see something wrong, you must resolutely fight against it. Do not take credit or blame. Be brave enough to admit your shortcomings and responsibilities. Take the initiative to resign when you see that you do not have the qualifications, capacity, or prestige to perform your duties.
For example, in the workplace, even a small action by a leader such as turning off the electricity, water, doors, etc. before leaving also demonstrates exemplary behavior. The action is very small but has a big impact. If you know how to set an example in small things, you will set an example in big things, and then the influence will be even greater.
“Setting an example is also reflected in a simple, frugal lifestyle. Not changing cars or renovating offices when promoted. Or like before during the war, superiors would give up their checkered shirts, dried fish, tires, etc. to their subordinates. These actions are very simple and ordinary, but they show a very profound example of leaders setting for their subordinates,” Mr. Pham Minh Chinh cited.
The Head of the Central Organizing Committee stated that in this regulation on setting examples, the Central Committee requires members of the Politburo, members of the Secretariat, and members of the Central Executive Committee to thoroughly grasp and well implement the viewpoint that whatever is beneficial to the people must be done with all their might and whatever is harmful to the people must be avoided with all their might; take the satisfaction, prosperity, and happiness of the people as the goal to strive for; proactively act decisively and strongly without hesitation or hesitation while directing the implementation of work for the common good and the legitimate and just interests of the people. This regulation on setting examples is to concretize our Platform and Constitution on the relationship between the Party and the people.
Regulation 08 also emphasizes the exemplary responsibility of Politburo members, Secretariat members, and Central Executive Committee members in leadership style, solidarity, dedication, devotion, creativity, innovation, decentralization, power control, dynamism, daring to think, daring to do, for the common good, objectivity, impartiality, openness, and transparency in personnel work.
As heads of localities, agencies and units, senior leaders must be responsible for building and strengthening internal solidarity and unity.
Mr. Chinh shared that in reality, if we unite, the results will not be good now but at other times, if we don't get this person then we get another, if we don't get a little then we get a lot, but if we lose unity, we lose everything. Every cadre and party member, especially those holding important leadership positions, must set an example in following President Ho Chi Minh's teaching: "Unity is the key to success, comrades from the Central Committee to the Party cells need to preserve the unity and consensus of the Party as if they were preserving the pupil of their eye."

The Regulations are of great significance in enhancing the effectiveness, efficiency and leadership methods of the Party, meeting the requirements of the current new situation. Fulfilling the responsibility of setting an example is to demonstrate the pioneering and exemplary nature, and is the political commitment of Central Committee members to themselves and to the entire Party and the entire people.
