From January 1, 2018: People sitting in the back seat of a car without wearing a seat belt will be fined.
According to Decree 46/2016/ND-CP of the Government regulating administrative penalties for traffic violations, from January 1, 2018, rear passengers in cars who do not wear seat belts will also be fined.
Although Decree 46/2016/ND-CP has been effective since August 1, 2016, some regulations in this Decree will not take effect until January 1, 2018, in which seat belts for passengers become mandatory.
Accordingly, people sitting in cars who do not wear seat belts in places equipped with seat belts while the car is moving will be fined from 100,000 to 200,000 VND depending on the severity of the violation.

Specifically, point k, clause 1, article 5 of the decree states a fine of 100,000 - 200,000 VND for the act of "not wearing a seat belt (in a position equipped with a seat belt) while the vehicle is running".
In addition, according to point l, clause 1, article 5, the act of "carrying people in a car without wearing a seat belt (in a position equipped with a seat belt) while the car is running" is also subject to a fine of 100,000 - 200,000 VND.
Thus, if Decree 171/2013/ND-CP only required the driver and the passenger sitting next to the driver to wear seat belts, then Decree 46/2016/ND-CP has made this regulation stricter, requiring everyone sitting in a car to wear seat belts.
This regulation forces car drivers to form the habit of wearing seat belts to reduce the risk of collision in case of an accident.
The purpose of the above regulation is to protect the lives of people sitting in cars while the car is moving. In fact, in many accidents that have occurred, many passengers sitting in the back, due to not wearing seat belts, have been seriously injured, or even died due to impact and being thrown out of the car.
Wearing a seat belt when getting in a car can reduce the risk of death by up to 50% for front seat passengers and up to 75% for back seat passengers./.
