When did the regulation “prohibiting the collection of park entrance fees” come into effect and based on which legal document? This is a matter of concern for Ms. Nguyen Phuong Thao (Thanh Vinh ward, Nghe An province).

Reply:This is a regulation in Decree 258/2025/ND-CP of the Government on management of parks, trees, and water surfaces, issued and effective on October 9, 2025.

Specifically, according to Article 11 of Decree 258/2025/ND-CP, requirements for park management include:

-Parks should be classified, graded and planned in suitable locations to ensure easy access to the community.

-Ensure the landscape, infrastructure and environmental protection of the park through the management, development, maintenance of trees, maintenance and upgrading of infrastructure, arrangement of trash bins and public toilets, as well as lighting systems.

-Ensure user access to functional areas in the park. Including no entrance fees and removing or dismantling hard fences during new construction, upgrading and renovation of parks.

In addition, traffic organization inside and outside the park must ensure convenience and safety for users, especially people with disabilities. For multi-functional parks or parks with an area of ​​over 10 hectares, parking areas must be arranged.

-Ensure security and safety in the park through establishing and maintaining security systems, patrols and guards, as well as controlling and managing safety risks.

-All parks must have rules posted clearly and publicly in accessible areas.

- Management and operation costs of parks invested and managed by the State are allocated from the State budget and other legal funding sources.

For parks rented or transferred for a limited period of time by organizations or individuals, the organizations and individuals must be responsible for arranging funds for park management and operation according to the signed contract.

Previously, Decree 64/2010/ND-CP did not specifically prohibit the collection of park entrance fees. However, some large parks still collect entrance fees to cover operating costs.
