The People's Committee of Vinh City officially reduces 2 specialized agencies.

On the afternoon of February 17th, the Vinh City People's Council held its 18th session (special session), 22nd term, 2021-2026, to consider and approve several matters within its authority.

Comrade Phan Duc Dong - Member of the Standing Committee of the Provincial Party Committee, Secretary of the City Party Committee, Chairman of the City People's Council, and Vice Chairmen of the City People's Council Nguyen Tat Son and Nguyen Hong Quang presided over and conducted the session.

At the session, based on the report and draft resolution submitted by the City People's Committee, the City People's Council reviewed and voted to approve the Resolution on the reorganization of specialized agencies under the Vinh City People's Committee.

Specifically, the plan involves reorganizing six specialized agencies of the City People's Committee. This includes merging the Department of Internal Affairs and the Department of Labor, War Invalids and Social Affairs, with the merged entity being the City Department of Internal Affairs.

The City's Department of Economy, Infrastructure and Urban Development was established by taking over the functions and tasks of advising and managing state affairs related to construction, transportation, and industry and trade from the current Department of Economy and the Department of Urban Management.

The City Department of Agriculture and Environment was established by taking over the functions and tasks of the Department of Natural Resources and Environment; the functions and tasks related to agriculture and rural development from the Department of Economy; and the poverty reduction tasks from the current Department of Labor, War Invalids and Social Affairs.

The City's Department of Culture, Science and Information was established by taking over the functions and tasks of the current Department of Culture and Information, and the functions and tasks related to science and technology from the current Department of Economy.

The functions and responsibilities of the City Department of Education and Training will remain unchanged, while also taking over the functions and responsibilities of advising and managing state affairs regarding vocational education from the current Department of Labor, War Invalids and Social Affairs.

The Health Department will retain its current functions and responsibilities, while also taking over the functions of advising and managing state affairs in the fields of social welfare, children, and prevention and control of social evils from the current Department of Labor, War Invalids and Social Affairs.

The functions and responsibilities of the four current specialized agencies will remain unchanged, including: the Department of Justice, the Department of Finance and Planning, the City Inspectorate, and the Office of the People's Council and People's Committee of Vinh City.

The City People's Council also discussed and adopted a Resolution on the monitoring program of the Vinh City People's Council in 2025; and a Resolution on the establishment of a specialized monitoring team on the implementation of socio-economic development targets and tasks of the city for the period 2021 - 2025.

At the session, the Vinh City People's Council also conducted personnel matters within its authority. Specifically, it passed a resolution to relieve Ms. Nguyen Thi Dung, a member of the Standing Committee of the City Party Committee and Deputy Head of the Standing Committee of the Vinh City Party Committee's Organization Department, from her duties as a member of the Vinh City People's Council, 22nd term, 2021-2026, now retiring; and Mr. Tran Van Thao, formerly a Political Commissar of the Cua Lo Town Military Command, now transferred to the position of Head of the Propaganda Department of the Nghe An Provincial Military Command.

Speaking at the session, on behalf of the Standing Committee of the City People's Council, Comrade Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee, and Chairman of the City People's Council - affirmed: The restructuring and streamlining of the government apparatus ensures synchronicity, uniformity, and interconnectedness in state management across sectors and fields from the central to district levels; at the same time, it implements the restructuring to reduce internal units associated with reducing staffing levels, rationalizing the structure, and improving the quality of civil servants and public employees, ensuring a reasonable number and structure, with the qualities and capabilities to meet the requirements of the tasks set forth, in order to build a modern, professional, flexible, and dynamic administration, and enhance the effectiveness and efficiency of state management in all fields of agencies and units in the city.

Therefore, it is proposed that the People's Committee of Vinh City immediately implement the Resolution on the reorganization of specialized agencies under the People's Committee of Vinh City, ensuring that the apparatus operates synchronously and uniformly, meeting the requirements of the assigned tasks, without disrupting the professional work according to the functions and duties of each agency, contributing to promoting the implementation of the city's overall tasks. The Chairman of the People's Council of Vinh City also assigned the Standing Committee and the committees and working groups of the People's Council of Vinh City to supervise the implementation of this Resolution.
