The Provincial People's Committee guides the development of a socio-economic development plan for the 2021-2025 period.

Nghe An Provincial People's Committee has just issued Directive No. 11/CT-UBND requesting sectors and levels to urgently deploy the development of the 5-year Socio-Economic Development Plan for 2021 - 2025, with the following main contents:

1. Assessment of the implementation of the 5-year socio-economic development plan 2016 - 2020

a) The implementation of the Resolution of the Party Congress and People's Councils at all levels on the 5-year socio-economic development plan 2016 - 2020, clarifying the results achieved (especially highlighting the outstanding achievements of the 2016 - 2020 period), weaknesses, difficulties, limitations, causes, responsibilities and lessons learned to have remedial measures for the coming period.

b) Analyze the quality of economic growth. Restructure each industry, sector and locality; the proportion of contribution to economic growth of each industry and sector. In each internal industry and sector, specify the key development group, the impacts that these factors bring within the industry and in the overall economic development, the competitiveness of some key products; the exploitation and use of resources, especially land, mineral resources, water resources, etc. Restructure some key areas, including: public investment, state budget, public sector, public service units, etc. Improve the business environment, support and develop enterprises, increase new production capacity in the period 2016 - 2020.

c) The implementation of major breakthroughs in perfecting the socialist-oriented market economic institution; developing and training human resources; improving the quality and effectively using human resources; building harmonious labor relations;Harmony and progress; innovation in education and training associated with development, strengthening scientific and technological potential, innovation and building a synchronous infrastructure system.

d) The situation of state budget revenue and expenditure, import and export; local government debt. The situation of mobilizing and using development investment capital sources, such as: state budget capital, state development investment credit capital; capital from the residential sector; investment capital from the private sector; official development assistance capital (ODA); foreign direct investment capital (FDI); other mobilized capital.

d) Assess the contents in the cultural and social fields, such as: ensuring social security, social insurance, health insurance, unemployment insurance, occupational disease and work accident insurance; caring for people with meritorious services, social protection beneficiaries, children in especially difficult circumstances; increasing income, eliminating hunger and reducing poverty, implementing the National Target Program on Sustainable Poverty Reduction; creating jobs, improving people's lives; medical work, taking care of people's health, especially the work of preventing and fighting the Covid-19 epidemic; information, culture, physical education and sports; implementing children's rights, youth development, gender equality; implementing ethnic, religious and belief policies, ensuring security, order and social safety, etc.

e) Assess the implementation of regional planning and development, regional linkage; marine economy; implementation of the National Target Program on new rural construction.

f) The situation of resource management, environmental protection and climate change response; prevention and handling of facilities causing environmental pollution, especially illegal sand and gravel mining, handling of facilities causing serious environmental pollution, drought, floods, water pollution, etc.

g) The implementation of the tasks of ensuring national defense and security; ensuring political security, cyberspace safety and social order and safety; implementing foreign affairs and international integration. Assessing the results of implementing the tasks of economic and social development associated with ensuring security and order in key areas and areas.

i) Assess administrative reform work; implementation of e-government construction, provision of online public services; effectiveness and efficiency of state management; quality of cadres and civil servants, compliance with discipline and order; organization and streamlining of the apparatus; work of preventing and combating corruption, practicing thrift, combating waste...

2. 5-year socio-economic development plan 2021 - 2025

a) Determine the context for developing the socio-economic development plan from 2021 to 2025, including assessing and analyzing the opportunities, advantages, challenges, and risks of the domestic, regional, and international contexts affecting the development and implementation of the province's socio-economic development goals.

b) General objectives of the 5-year Socio-Economic Development Plan 2021-2025: objectives towards 2025 of departments, branches, sectors and localities.

c) Main objectives and some major balances: based on the actual situation, build a reasonable, appropriate and highly striving growth rate; set out some basic targets for the industry, field and locality for the 2021-2025 period.

d) Research, select, propose and implement the integration of sustainable development goals into the 5-year plan in accordance with the characteristics of each sector and field, prioritizing goals that meet basic human needs (hunger eradication, poverty reduction, ensuring food security, health, nutrition, clean water, education, social protection, protection of resources and ecological environment, goals for developing green agricultural, industrial and tourism production); goals that are consistent with strategic breakthroughs in socio-economic development in the 2021-2025 period; highly feasible goals that can create spillover effects for many sectors, fields and regions; cross-cutting goals (children, gender equality...).

d) Main orientation and tasks:

- Promote economic restructuring associated with growth model innovation, improve quality, efficiency and competitiveness; improve the business environment, promote start-ups, innovation, and effective participation in the value chain; overcome damage, restore production and business and economic growth after natural disasters and epidemics; expand import and export markets, diversify partners and sources of goods.

- Maximize the advantages of industries and fields, especially key industries and key regions that have strong impacts and spillover effects on the overall development. Orient the development of key industries and fields for each region and area, promote the advantages and potentials of each locality. Promote the development of regions and economic zones according to approved planning. Develop raw material areas to be more proactive in input factors serving production and business; develop the marine economy.

- Promote the construction of synchronous infrastructure such as transportation, seaports, energy, information technology and communications, urban areas, agriculture, industrial park infrastructure, etc.; develop urban areas in line with the trend of smart, green, environmentally friendly urban areas adapting to climate change, focusing on improving urban quality.
