Nghe An Provincial People's Committee launched an emulation movement to ensure traffic order and safety in 2023.

Accordingly, to create a strong driving force in ensuring traffic order and safety in all areas of transport to implement the 2023 theme "Respecting the law to build a safe traffic culture"; strive to reduce traffic accidents on all three criteria of number of cases, number of deaths and injuries. At the same time, reduce traffic accidents caused by drinking alcohol and driving; traffic accidents related to transport business vehicles; avoid congestion on main traffic routes; key traffic hubs and in Vinh city.

The Provincial People's Committee requests: To improve the effectiveness and efficiency of state management and law enforcement activities in the field of ensuring traffic order and safety; to raise awareness and legal consciousness of each traffic participant, to build a culture of safe traffic in the community.

Promote the proactive, positive and creative spirit of collectives and individuals through emulation movements, creating motivation for all cadres, civil servants, public employees and people participating in traffic safety work in units and localities to strive, practice moral qualities, improve sense of responsibility, expertise and professionalism, and well implement the theme "Respecting the law to build a culture of safe traffic".

The plan of the People's Committee of Nghe An province also clearly states: The emulation movement must be launched and widely deployed, attracting a large number of cadres, civil servants, public employees and traffic participants to actively participate in the work of ensuring traffic order and safety regularly and continuously.

The content, form, method, and measures to launch and organize the emulation movement must be substantial, effective, and consistent with the organizational model, functions, tasks, powers, and specific conditions of the unit; closely combining the emulation movement to ensure traffic order and safety in 2023 with emulation movements launched by superiors.

All levels, sectors, and socio-political organizations coordinate to promote emulation movements, create consensus and high determination; link the work of ensuring traffic order and safety with the socio-economic development of the province.

To achieve the above goal, the Provincial People's Committee requests provincial departments, branches, social organizations that are members of the Provincial Traffic Safety Committee, People's Committees of districts, cities and towns, to focus on implementing well the following 8 key groups of tasks:

- Strengthen inspection and supervision of the implementation of Conclusion No. 45-KL/TW dated February 1, 2019 of the Secretariat on continuing to effectively implement Directive No. 18-CT/TW of the Secretariat on strengthening the Party's leadership in ensuring traffic safety on roads, railways, inland waterways and overcoming traffic congestion. Continue to improve the effectiveness and efficiency of Traffic Safety Committees at all levels to meet the requirements in the new situation.

- Research, advise and contribute ideas to competent authorities to perfect legal policies and regulations related to ensuring traffic order and safety, in order to promptly and effectively apply the achievements of the fourth industrial revolution into practice; integrate the goal of ensuring traffic order and safety into sectoral planning, land use planning, urban and rural construction and specialized planning on transportation.

- Ensure the progress and quality of key traffic infrastructure investment projects; organize traffic scientifically and reasonably; maintain and repair traffic infrastructure associated with reviewing and thoroughly handling black spots and potential traffic accident spots; eliminate illegally opened paths across railways; prevent and handle encroachment on inland waterway routes.

- Improve the quality of technical safety and environmental protection of means of transport; complete the system of technical standards and regulations for means, components, materials and infrastructure to facilitate production, business and circulation of environmentally friendly means.

- Focus on directing the strengthening of clearance of violations and prevention of re-encroachment of road and railway traffic safety corridors in the province according to Plan No. 36/KH-UBND dated January 20, 2022 of the Provincial People's Committee on implementing Resolution No. 27/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council stipulating a number of measures to strengthen clearance of violations and prevention of re-encroachment of road and railway traffic safety corridors.ironin Nghe An province in the period 2023 - 2025.

- Persistently build a culture of safe traffic for organizations and individuals in the process of building and enforcing laws, providing traffic infrastructure, means, transportation services and participating in traffic; innovate propaganda, dissemination and education of laws on ensuring traffic safety and order in the direction of taking changes in law-abiding behavior as a criterion for evaluating results; promote propaganda on social networks and digital infrastructure; advocate and guide the integration of traffic safety and order assurance goals into programs, plans and activities of agencies, units, schools and transport enterprises.

- Continue to improve the capacity and effectiveness of law enforcement and public ethics in ensuring traffic order and safety, strengthen inspection, examination and handling of violations to ensure traffic safety, promote the exploitation and use of data processing systems from journey monitoring devices to serve transport management; strengthen the application of information technology, ensure the ability to connect and share databases between the Transport, Police, Health sectors (on hospitalized victims, data on deaths and injuries due to traffic accidents), and Finance.

- Improve the capacity for rescue, treatment of victims and overcoming the consequences of traffic accidents; improve the capacity for first aid in traffic accidents for medical staff in villages, hamlets and health stations; improve the professional capacity, means and equipment for hospitals and district-level medical centers to ensure the ability to access the scene and treat the majority of injuries for traffic accident victims; urgently develop a digital traffic accident information reporting application to promptly capture information to handle and overcome the consequences of traffic accidents.

The emulation movement will be implemented from March 20, 2023 to December 31, 2023.
