(Baonghean.vn) - Chairman of Nghe An Provincial People's Committee Thai Thanh Quy requested that after being approved by the Provincial People's Committee, the implementation of the Project must be carried out according to the roadmap, policies and work of the communal police force must be resolved satisfactorily, ensuring stability.

On the afternoon of October 2, the Provincial People's Committee held a meeting to listen to and give opinions on the Project to arrange regular police officers to take on the positions of commune police officers in Nghe An province.

Implement with a roadmap, ensuring humanity

On the basis of receiving and revising comments from relevant departments and branches, the draft Project basically sets out the goals, tasks and measures to solve three major problems.

In particular, in terms of objectives, the draft Project unifies the arrangement of regular police in 2 phases: from now until the end of 2020 and from 2021 to 2025. The implementation process is associated with the process of merging wards, communes and towns in the whole province.

The draft project proposes five implementation solutions, including: propaganda work; arrangement, assignment, and resolution of policies for the part-time commune police force; on the model, quantity, order, and procedures for arranging regular police to take on the position of commune police; on the roadmap for arranging regular police; on the office, funding, equipment, and means for arranging regular police.

As of August 30, 2019, the part-time commune police force in Nghe An has 7,501 comrades, of which there are 380 commune police chiefs, 652 deputy commune police chiefs, 1,085 permanent police officers, and 5,384 village, hamlet, and village police officers.

In particular, the issue that delegates attending the meeting were very concerned about was the arrangement and resolution of policies for the part-time communal police force, especially the communal police chief who is a civil servant.

Currently, in the whole province, there are 380 commune police chiefs who are civil servants. To arrange, assign and resolve the regime and policies for this force, the draft Project proposes 5 general orientation options including:

Arrange through elections, arrange for vacant commune civil servant positions, advocate for early retirement, streamline the payroll; for cases that cannot be arranged or assigned according to the above plans, they will be dismissed from their positions, allowed to continue participating in security and order work at the grassroots level, and enjoy policies and regimes according to current regulations until new regulations are issued.

The draft project also proposed specific plans for 210 communes and towns that can be arranged and deployed in the above-mentioned directions from now until 2020; directions for allocating funds, equipment, and means to serve the regular police.

The model, subjects, functions, tasks and procedures for arranging regular police officers to take on the position of commune police officers are uniformly implemented according to Circular No. 09/2019/TT-BCA dated April 11, 2019 of the Ministry of Public Security.

At the meeting, Major General Nguyen Huu Cau - Director of the Provincial Police Department affirmed that sending regular police to communes is a political task and the law allows it. Besides, this is beneficial to the province because crime has decreased a lot, up to now crime has decreased by 9%, traffic accidents this year have also decreased by nearly 40% although regular police have only been assigned to 105 communes with 310 comrades.

In particular, General Nguyen Huu Cau emphasized the industry's viewpoint: Do not send regular police to replace the position of the commune police chief if arrangements have not been made for them. The provincial police want the Project to be issued so that districts, cities, towns and industries can unify to ensure a reasonable and appropriate arrangement with a roadmap. "When the Project is approved, there will be a roadmap to ensure humanity," said General Cau.

Review and have appropriate policies

Concluding the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy highly appreciated the project's advice from the Provincial Police; at the same time, he assessed that bringing regular police to the communes has contributed to creating clear changes and transformations in the security and order situation and in the coming time, it is necessary to continue implementing according to the roadmap when the Project is approved.

To complete the draft Project to submit to the Provincial People's Committee for consideration and approval, the Chairman of the Provincial People's Committee requested the Provincial Police to receive the opinions of the delegates for editing, in which the order and procedures for arranging regular police need to be clarified that there must be a position in the commune, that is, the arrangement and assignment for the commune police must be completed before the procedure can be carried out.

In addition, considering this is a comprehensive project, after the Provincial People's Committee approves it, the Department of Home Affairs needs to review all commune police (police chief, deputy police chief, police officers) to advise the Provincial People's Committee on the arrangement plan and have appropriate policies.

“How to carry out everything according to the roadmap, resolve policies and work for the people satisfactorily”, the Chairman of the Provincial People’s Committee emphasized and stated the viewpoint that it must be implemented step by step, ensuring stability. After the draft Project is approved, the Department of Finance must also compile statistics and review to calculate the financial plan for implementation.

After this conference, the Provincial Police will complete the draft Project to submit to the regular meeting of the Provincial People's Committee this October for consideration and approval for implementation.

The Provincial Party Standing Committee issued Directive 27/CT-TU dated March 5, 2019 and Official Dispatch No. 4433 - CV/TU dated May 3, 2019 on strengthening the arrangement of regular police officers to assume the position of commune police officers; The Provincial People's Council issued Resolution No. 02/2019/NQ-HDND dated July 12, 2019 on a number of policies and measures to build the commune police force in Nghe An province.
