Accordingly, the Department of Construction is required to preside over the review of procedures for appraising the Construction Investment Feasibility Study Report/adjusting the Construction Investment Feasibility Study Report. The goal is to reduce 20% compared to the regulations, specifically, Group B projects no more than 20 days, Group C projects no more than 15 days.
For appraisal of construction design implemented after basic design/adjustment of construction design implemented after basic design, the target is to reduce 20% compared to the regulations, specifically, level I and special level projects: 30 working days; level II and level III projects: no more than 24 working days; remaining projects: 18 working days.
In the land sector, for administrative procedures for registering changes in land use and assets attached to land due to changes in information about the person granted the Certificate (change of name or legal documents, personal documents, address); reduction in land plot area due to natural landslides; changes in restrictions on land use rights; changes in financial obligations; changes in assets attached to land compared to the registered content and granted Certificate, the Provincial People's Committee requests the Department of Natural Resources and Environment to preside over and review to reduce the number of documents.

The Department of Justice is also required to decentralize to the District People's Committee the receipt and processing of dossiers for procedures to issue Criminal Records Certificates for Vietnamese citizens and foreigners residing in Vietnam; remove the component of the Declaration for Issuance of a Copy of a Household Registration Excerpt for the procedure for Issuance of a Copy of a Household Registration Excerpt.
The Provincial People's Committee also requested the Department of Justice to review and remove regulations on cases of uncertified authorization by the applicant to parents, siblings for 3 administrative procedures including: birth registration, re-registration of birth and issuance of Certificate of marital status.
The Department of Home Affairs is requested to preside over the review in the direction of removing the regulation on submitting the Minutes of the commendation review meeting of the commendation-requesting level when submitting administrative procedure settlement dossiers. Instead, the Minutes will be kept at the commendation-requesting agency or unit for the procedure of awarding Emulation Flags at the level of ministries, branches, sectors, central organizations, provinces and centrally-run cities.
The Provincial People's Committee also requested to remove the confirmation of the commendation level in the achievement reports of collectives and individuals (because the commendation profile already has a Proposal of the commendation level) for the group of procedures in the field of emulation and commendation.
In the road sector, the Department of Transport is required to review and reduce the time for handling procedures by 1 day compared to regulations, specifically from 10 working days to 9 working days for procedures to re-issue vehicle licenses, from 5 working days to 4 working days for procedures to change driving licenses issued by the Department of Transport and from 2 working days to 1 working day for procedures to issue inter-transport licenses between Vietnam and Laos.
Nghe An Provincial People's Committee requires that the review and simplification of administrative procedures must be conducted synchronously, effectively, fully, on time, and in the correct groups, fields, and required contents.
Proposed plans to simplify administrative procedures must be feasible, and timely recommendations must be made to the Provincial People's Committee, ministries and branches to amend, supplement or abolish inappropriate administrative procedures, ensuring consistency in the implementation process.
Nghe An Provincial People's Committee also requested to strengthen the application of information technology, innovate the implementation of one-stop shop and one-stop shop mechanisms in handling administrative procedures in the direction of improving service quality, regardless of administrative boundaries.
