The Provincial People's Committee approved the draft Plan for the New Rural Construction Program for the period 2021-2025.
(Baonghean.vn) - The draft goal of the Plan to implement the National Target Program on New Rural Construction in Nghe An province by 2025 is to have at least 337 communes meeting New Rural standards, and 11 district-level units meeting standards/completing the task of building new rural areas.
On the afternoon of September 24, the Provincial People's Committee continued to hold its regular September meeting to listen to and give opinions on important contents. Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

ORIENTATION FOR IMPLEMENTING 50 KEY INFRASTRUCTURE PROJECTS
At the meeting, the Provincial People's Committee approved the draft Project on developing key infrastructure systems for the 2021-2025 period. The project's objective is to create momentum for the development of a synchronous and modern infrastructure system to serve sustainable development, protect the environment, respond to climate change, and ensure national defense and security. Prioritize resources for key infrastructure sectors according to orientation.
Mobilize and effectively use resources to develop infrastructure, ensuring harmony of interests between the State, investors and people; diversify investment resources, promote public-private partnerships. Focus on the leadership and direction of the entire political system to implement key infrastructure systems to create development momentum.

According to the draft Project, the list of key structural works for the 2021-2025 period to focus on directing implementation is 50 works. Including 17 transitional works (5 central projects invested in the area, 9 projects using the state budget managed by the province, 3 projects attracting investment) and 33 new works (2 central projects invested in the area, 22 projects using the state budget managed by the province, 9 projects attracting investment).
Of which, the transport infrastructure sector has 20 projects with a capital of 36,032 billion VND. The agricultural and rural development infrastructure sector has 4 projects with a capital of 5,005 billion VND. The energy and electricity supply infrastructure sector has 3 projects with a capital of 2,950 billion VND. The urban infrastructure sector has 6 projects with a capital of 5,731 billion VND. The infrastructure sector of economic zones and industrial parks has 8 projects with a capital of 2,929 billion VND and other sectors.

With 50 key infrastructure projects expected to be implemented in the 2021-2025 period, the total capital demand is 55,573 billion VND. Of which, the central budget capital invested in the area is 7 projects, with a demand of 24,981 billion VND. The state budget capital managed by the province (domestic capital) is 28 projects, with a demand of 12,075 billion VND. Foreign capital (ODA) is 3 projects, with a demand of 5,315 billion VND. The source of investment attraction is 12 projects, with a demand of 13,202 billion VND.
In addition, a number of other necessary projects are included in the list of investment mobilization and attraction to continue mobilizing capital sources to create conditions for gradually completing the province's infrastructure system.
TARGETBY 2025337 COMMUNES MEETING NTM STANDARDS
At the meeting, the Provincial People's Committee approved the draft Plan to implement the National Target Program on New Rural Construction in Nghe An province for the period 2021-2025.
The specific goal of the draft is that by 2025, at least 337 communes will meet the New Rural standards, equivalent to 82% of the total number of communes in the province (of which, 135 communes will meet the Advanced New Rural standards, equivalent to 40% of the total number of new rural communes; 34 communes will meet the Model New Rural standards, equivalent to 10% of the total number of new rural communes). On average, 17.31 criteria will be met/commune. The average income by 2025 will increase 1.7 times compared to 2020.
Continue to build advanced New Rural Areas and model New Rural Areas for communes and districts that have been recognized as meeting New Rural Area standards, striving to have at least 11 district-level units meeting standards/completing the task of building New Rural Areas.

There are 200 extremely disadvantaged villages, hamlets, and communes in Region III and border communes that have met the New Rural standards according to the set of criteria. There are 800 New Rural standard gardens that have met the standards according to the set of criteria.
The National Target Program on New Rural Construction for the 2021-2025 period continues to be designed with 14 components as in the 2010-2020 period.
In particular, the goals, targets, contents and tasks are adjusted and supplemented in the direction of concretizing the Party's guidelines and policies, the 10-year Socio-Economic Development Strategy 2021-2030, the 5-year Socio-Economic Development Plan 2021-2025 of the province; in accordance with the guiding viewpoints of the Central Government, the province, districts, communes and the regulations of the National Criteria for New Rural Areas at all levels (province, district, commune) according to the levels (standard, advanced, exemplary) implemented in the period 2021-2025.
At the meeting, the Provincial People's Committee also approved: Draft Report summarizing 20 years of implementing Resolution 13-NQ/TW dated March 18, 2002 of the 5th Conference of the 9th Party Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy; Draft Decision amending and supplementing a number of articles of Decision No. 71/2010/QD-UBND dated September 24, 2010 of the Provincial People's Committee regulating the establishment of Nghe An Land Development Fund.
