((Baonghean.vn) - Voters in some localities reflect that the application efficiency of some scientific and technological research topics in the province is still not high, and solutions are needed to overcome this situation.

This is also a common situation in the whole country (the Ministry of Science and Technology assessed that the application efficiency of applied research topics and projects reached 60-65%. Subjective causes:

- The organization of science and technology management apparatus in sectors and districts still has many shortcomings, so advisory work is still limited.

- The determination of topics for ordering, the selection of organizations and individuals to preside over topics and projects, although implemented publicly, democratically and in accordance with the law, there are still some topics and projects that are scientific but not highly applicable. The implementation of the mechanism of direct ordering from districts, sectors and enterprises to link with the use of research results when topics and projects end is not much.

- The implementation of topics and projects is still scattered (currently being implemented according to 12 key provincial science and technology programs), so investment resources are dispersed, so the efficiency is not high.

Objective reasons

- Scientific research activities are characterized by high risk and adventure, so there are topics that are only successful in terms of science but not very effective in application (especially when there are constant fluctuations due to the market economy).

- Scientific research activities are characterized by a large delay, so some topics (especially those in the fields of social sciences and humanities) take 2-3 years or even longer to become effective after completion of the research.

- Nghe An's small and weak enterprises, weak cooperatives, and small-scale household land are also obstacles and difficulties in expanding the application.

Some solutions:

- Focus on investing the science and technology budget in implementing 6 key science and technology programs (instead of 12 programs as before).

- Strengthen the mechanism of direct ordering from provincial leaders, sectors, districts and enterprises for scientific research associated with the use of research results of topics and projects.

- Prioritize topics and projects that research and develop products along the chain from the seed stage, intensive farming process (cultivation), product harvesting, post-harvest processing and product market development. Prioritize topics and projects that are linked with businesses to apply development results into commercial products.

- Perfecting the organization of science and technology activities in sectors and districts in accordance with the practical operations of sectors and districts.
