From March 2 to 4, 2022, in Hanoi, the Central Inspection Commission held its 12th meeting. Comrade Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.

At this Session,Central Inspection Commission (CIC)reviewed and concluded the following contents:

I- Reviewing the inspection results when there were signs of violations against the Standing Committee of Binh Thuan Provincial Party Committee for the 2015-2020 term, the Central Inspection Commission found that:

The Standing Committee of the Binh Thuan Provincial Party Committee violated the principle of democratic centralism and the Working Regulations, lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Party Executive Committee of the Provincial People's Committee, the Provincial People's Committee and many organizations and individuals to violate Party regulations and State laws in land management and use, and implementation of a number of projects; a number of cadres and party members, including key leaders of the province, were prosecuted and temporarily detained.

The above violations have caused very serious consequences, causing great damage to State money and property, causing social outrage, negatively affecting the reputation of local Party committees and authorities, to the point of requiring consideration and disciplinary action.

Regarding the above violations, the responsibility of the Party Executive Committee and a number of officials and leaders of the Ministry of Construction, the Government Inspectorate, and the State Audit should be considered and handled.

II- Reviewing the inspection results when there were signs of violations against the Standing Committee of the Party Committee of the Military Medical Academy for the terms 2015 - 2020, 2020 - 2025, the Central Inspection Committee found that:

The Standing Committee of the Party Committee of the Military Medical Academy violated the principle of democratic centralism and the working regulations of the Party Committee; lacked responsibility, slackened leadership, direction, and lacked inspection and supervision, allowing a number of cadres and leaders of the Academy to seriously violate Party regulations, State laws, regulations of the Central Military Commission, and the Ministry of National Defense in the process of proposing and organizing the implementation of national-level scientific and technological tasks to research and manufacture Covid-19 test kits to serve the work of epidemic prevention and control and the procurement of materials and test kits from Viet A Technology Joint Stock Company.

Comrades: Lieutenant General Nguyen Viet Luong, Party Committee Secretary, Political Commissar; Lieutenant General Do Quyet, Deputy Party Committee Secretary, Director of the Academy; Major General Hoang Van Luong, Member of the Party Committee Standing Committee, Deputy Director of the Academy and Director of the Military Medical and Pharmaceutical Research Institute; Senior Lieutenant Colonel Ho Anh Son, Party Cell Secretary, Deputy Director of the Military Medical and Pharmaceutical Research Institute, Project Manager; Colonel Nguyen Van Hieu, Deputy Party Cell Secretary, Head of the Equipment and Supplies Department and leaders and officers of a number of units under the Academy are jointly responsible for the violations and shortcomings of the Party Committee Standing Committee of the Military Medical Academy; and are personally responsible for the violations and shortcomings in performing assigned duties and tasks.

The above violations have caused very serious consequences, causing great loss and waste of the state budget, affecting the work of preventing and fighting the Covid-19 epidemic, causing outrage in society, affecting the reputation of the Party organization and the Military Medical Academy, to the point of having to consider and handle disciplinary actions.

The above violations are the responsibility of the Party Executive Committee, a number of leaders, organizations and individuals in the Ministry of Science and Technology and the Ministry of Health, and are being further inspected and clarified by the Central Inspection Commission.

III- Reviewing the inspection results when there were signs of violations against the Standing Committee of the Party Committee of the Border Guard of Kien Giang province for the terms of 2015 - 2020, 2020 - 2025 and comrade Nguyen The Anh, member of the Provincial Party Committee, Deputy Secretary of the Party Committee, Commander of the Provincial Border Guard, former Deputy Director of the Department of Drug and Crime Prevention and Control, Border Guard, former Deputy Chief of the Standing Office of the National Steering Committee against smuggling, trade fraud and counterfeit goods, the Central Inspection Commission found that:

The Standing Committee of the Party Committee of the Kien Giang Provincial Border Guard has violated the Party's principles and Working Regulations; lacked responsibility, slackened leadership, direction, and lacked inspection and supervision, allowing the Provincial Border Guard Command and many cadres and Party members, including key leaders and commanders of affiliated units, to degrade in political qualities, ethics, and lifestyle, violating Party regulations, State laws, and regulations of the Central Military Commission and the Ministry of National Defense in personnel work; in the management and use of finance, assets, defense land, and construction investment; in the fight against smuggling and trade fraud; and in the fight against corruption and negativity.

The above violations have caused very serious consequences, causing damage to State money and property, affecting the reputation of the Party organization and the Border Guard force. Considering the content, nature, level, and consequences of the violations; based on the Party's regulations, the Central Inspection Commission decided to take disciplinary action:

- Remove from all positions in the Party for the 2015-2020 term Colonel Ho Tu Dien, former Deputy Secretary of the Party Committee, former Commander of the Border Guard of Kien Giang province.

- Dismiss from the position of Deputy Secretary of the Provincial Border Guard Party Committee for the 2015-2020 term Colonel Pham Van Sang, former Deputy Secretary of the Party Committee, former Commander of the Kien Giang Provincial Border Guard.

- Warning to the Standing Committee of the Party Committee of the Kien Giang Provincial Border Guard for the 2020-2025 term and the following comrades: Colonel Nguyen Van Phuong, former Party Committee member, former Deputy Commander of the Provincial Border Guard; Colonel Pham Chanh Kinh, former Party Committee member, former Deputy Commander of the Kien Giang Provincial Border Guard.

- Reprimand the comrades: Colonel Huynh Van Dong, Party Secretary, Political Commissar of the Provincial Border Guard and Colonel Bui Minh Tri, Deputy Commander of the Kien Giang Provincial Border Guard.

The Central Inspection Commission proposed that the Secretariat consider and discipline Colonel Nguyen The Anh, member of the Provincial Party Committee, Deputy Secretary of the Party Committee, Commander of the Border Guard of Kien Giang province.

The Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and the Standing Committee of the Party Committee of the Border Guard of Kien Giang province to seriously review and direct, consider, and discipline organizations and individuals related to the above violations.

IV- Considering the proposal of the Thai Nguyen Provincial Party Committee, based on the Party's regulations, the Central Inspection Commission proposed that the Secretariat take disciplinary action against Comrade Phan Manh Cuong, member of the Provincial Party Standing Committee, Secretary of the Thai Nguyen City Party Committee, Thai Nguyen Province for violating the Party's principles, violating regulations on what Party members are not allowed to do; violating the provisions of law in financial management and investment project management.

V- Reviewing the results of the inspection of the implementation of inspection, supervision and disciplinary enforcement tasks within the Party for the Standing Committee of the Provincial Party Committee and the Inspection Committee of the Provincial Party Committees of Thai Binh and Dak Nong provinces, the Central Inspection Commission found that in addition to some advantages, the above Party organizations also had some violations and shortcomings in performing the inspection, supervision and disciplinary enforcement tasks.

The Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and the Inspection Committee of the Provincial Party Committees of Thai Binh and Dak Nong provinces to promote their strengths, at the same time seriously review, learn from experience, and promptly overcome and correct the violations, limitations, and shortcomings pointed out.

VI- Also at this session, the Central Inspection Commission reviewed and resolved party disciplinary complaints and decided on a number of other important contents./.
