Departments, branches, sectors and localities:Continue to thoroughly grasp and effectively implement the directions of the Government, the Prime Minister, and the guidance of the Ministry of Health in the prevention and control of COVID-19 and other infectious diseases; absolutely do not be subjective, negligent, or lose vigilance; effectively implement epidemic prevention and control measures according to Resolution No. 38/NQ-CP dated March 17, 2022 of the Government.

Directing to continue to strengthen communication, strictly implement the 2K Message (masks - disinfection) + vaccines + drugs + treatment + technology + public awareness and other measures to prevent and control COVID-19 epidemic in the new situation, wearing masks for suspected cases, in areas, public places and crowded places and events, especially during the upcoming April 30 holiday.

Focus on information about the benefits and effects of vaccines, closely follow the psychological trends of people and society, enhance community trust and mobilize people to participate in full and on-schedule vaccination.

Direct agencies, units, and localities within their management scope to strengthen communication, guidance, and implementation of measures to prevent and control COVID-19 and other infectious diseases by cadres, civil servants, public employees, and workers according to current regulations; especially measures for people with suspected signs of COVID-19. Regularly monitor the health status of partners and workers to coordinate with health agencies to promptly deploy appropriate medical treatment and intervention measures.

Strengthen inspection of epidemic prevention and control implementation in units, fields, and areas under management, especially educational institutions, production, business, service, tourism establishments, restaurants, hotels, shopping centers, markets, supermarkets, bus stations, airports, public places, crowded areas during the holidays... to urge, remind, and guide units to effectively implement epidemic prevention and control work, minimizing the risk of disease spread.

Health service:Strengthen the work of closely monitoring the development of the COVID-19 epidemic and infectious diseases in the area, guide the implementation of measures to prevent and control COVID-19 in educational institutions, monitor at border gates, in medical facilities and in the community to detect and handle promptly.

Directing to strengthen monitoring, early detection, localization, timely and effective handling of cases and outbreaks of infectious diseases; closely monitoring and coordinating with units of the Ministry of Health to proactively detect early new variants of the SARS-CoV-2 virus.

Continue to assess the level of COVID-19 epidemic in localities in the province to promptly advise the Provincial People's Committee to apply appropriate epidemic prevention and control measures according to the epidemic level, direct related issues, and ensure effective epidemic control and prevention work in the province according to regulations.

Strengthen information provision, coordinate to promote communication work on prevention and control of infectious diseases to raise awareness and change people's behavior in protecting the health of themselves, their families and the community.

Organize well the admission, emergency, care and effective treatment of cases, especially for high-risk groups, minimizing deaths; strictly implement infection control, prevent cross-infection in treatment facilities; prepare plans for admission and treatment of patients and proactively improve treatment capacity, especially emergency and intensive care capacity to meet treatment requirements.

Continue to develop and advise on plans and measures to promote COVID-19 vaccination to achieve the goal of preventing COVID-19 infections and severe complications caused by COVID-19; mobilize the participation of local authorities and departments, sectors and organizations to resolutely implement the review and mobilization of people to get COVID-19 vaccination according to the vaccination schedule.

Review and ensure adequate human resources, funding, medicines, supplies, and equipment for epidemic prevention and control, admission, emergency care, and treatment; be prepared in case of new epidemic situations... Monitor and advise the Provincial People's Committee to organize inspections of COVID-19 prevention and control work at agencies, units, and localities in the province when necessary.

Department of Information and Communications:Continue to direct, guide, and strengthen communication in various forms on measures to prevent and control infectious diseases, especially COVID-19, dengue fever, dangerous and emerging infectious diseases; focus on the tradition of implementing epidemic prevention and control according to the message "2K (masks, disinfection) + vaccines + drugs + treatment + technology + public awareness and other measures; promote extensive communication activities on the meaning and benefits of COVID-19 vaccination; on personal hygiene, environmental sanitation; proper use of masks in mandatory cases, areas, locations in public places, crowded places and events, especially during the upcoming holidays.

Department of Education and Training:Direct, guide, monitor and supervise educational institutions within the scope of management to proactively review and develop plans and solutions for safe and flexible epidemic prevention and control at educational institutions; strengthen propaganda, education, raise awareness, proactively implement measures to prevent and control epidemics, especially COVID-19, dengue fever, hand, foot and mouth disease; actively clean the school environment, regularly wash hands, disinfect, wear masks...; manage and monitor the health of students, staff, teachers and workers, promptly detect early cases of disease, immediately notify health agencies for examination, treatment and epidemic handling, resolutely prevent the epidemic from spreading in schools.

Direct and guide educational institutions under their management to continue reviewing and closely coordinating with the health sector to effectively implement vaccination at schools, especially COVID-19 vaccination campaigns for children, and coordinate vaccination for children from 6 months to under 5 years old when there are specific instructions from the Ministry of Health and the Department of Health.

Department of Tourism:Strengthen guidance, direction, supervision and inspection of tourism service establishments under their management to strictly implement measures to prevent and control infectious diseases according to regulations; regularly monitor the health status of employees, workers and tourists at tourism service establishments, especially during the upcoming holidays, to closely coordinate with health agencies to promptly deploy appropriate medical treatment and intervention measures.

Department of Culture and Sports:Review, guide, direct, supervise and inspect agencies and units within the scope of management to implement safe and flexible adaptation activities, effectively control epidemics and measures to prevent and combat infectious diseases according to regulations.

Recommend that units organizing cultural and sports events in the area strictly implement epidemic prevention and control measures according to current regulations; strengthen communication and supervision of the implementation of epidemic prevention and control measures in areas and locations where events with large crowds are held, especially during the upcoming holidays.

Southeast Economic Zone Management Board:Closely coordinate with the health sector and localities, guide, direct, supervise and inspect units within the scope of management to implement epidemic prevention and control activities at production and business establishments; regularly monitor the health of workers, promptly detect cases of infectious diseases, immediately notify health agencies for examination, treatment and epidemic handling, and prevent epidemics from spreading in industrial zones.

People's Committees of districts, towns and Vinh city:Proactively monitor, closely monitor, and assess the level of disease risk in the area, especially COVID-19, dengue fever, dangerous and emerging infectious diseases, to promptly direct and deploy appropriate disease prevention and control measures; be prepared to respond to possible epidemic situations, ensure safe and flexible adaptation, and effective control of the epidemic.

Enhance and promote the role of the Health - Population - Children collaborators to support local health agencies in carrying out communication, monitoring, and early detection work, contributing to protecting, caring for, and improving people's health. Review and improve monitoring teams, support teams, mosquito larvae extermination teams, etc. to participate in disease prevention and control.

Direct, monitor and supervise departments and branches in implementing epidemic prevention and control work according to assigned tasks. Mobilize forces of departments, branches, unions and social organizations to participate in epidemic prevention and control work... Monitor and inspect the implementation of measures to prevent and control COVID-19, dengue fever and other infectious diseases of agencies, units, facilities and services in the area.

Directing to strengthen propaganda in many forms to raise people's awareness, proactively implement disease prevention and control measures, go to medical facilities when there are signs of suspicion and actively participate in disease prevention and control activities in the community.

Strengthening the Steering Committee and Command Center for COVID-19 Prevention and Control at all levels.
