Many teachers in Vinh city received this message on Friday afternoon (July 6) from the school principal.
"Race" to create innovative experiences
Upon receiving the above information, most teachers were surprised and worried because it was already summer vacation time, and the paperwork to recognize the emulation fighters at the base had been completed before. Now having to supplement the paperwork, and it was an innovative experience, was truly extremely difficult.
Speaking about this, a teacher who has achieved excellent results in training provincial students at Hung Dung Secondary School said: In the guidelines for considering emulation titles at the end of the school year, the city's guidance document states that teachers who have achieved excellent results in training provincial students (first, second, third prizes) are exempted from experience initiatives. Now, forcing us to supplement them in this urgent condition is really a puzzle for teachers. Moreover, the initiative is written in only three days, so it is difficult to achieve the expected quality and is difficult to be substantial.

It is known that in the 2017-2018 school year, Hung Dung Secondary School had 5 students recognized as excellent students of the province and this was one of the years when the school had a high rate of excellent students passing the provincial exam. Therefore, the school's collective vote to elect teachers with achievements in nurturing excellent students to receive the title of basic emulation fighter was recognized as worthy.
In addition to the provincial excellent teachers, teachers who have been recognized as excellent teachers of the city must also supplement their experience and initiatives. Talking about this, teacher Phan Thi Thanh - Principal of Cua Nam Secondary School said: "To achieve the title of Emulation Fighter at the grassroots level is very difficult. In my school, in terms of criteria, only 3 teachers met (not enough to meet the target of 15%) and among them, one teacher was recognized as an excellent teacher of the city in 2017 - 2018. After knowing the additional information, I also encouraged the teachers and asked them to supplement their experience and initiatives from attending the City Excellent Teachers Contest to have enough documents as required."
At Ha Huy Tap Secondary School, teacher Nguyen Thi Ngoc Anh - Principal of the school said: "Apart from Dang Thai Mai Secondary School, it is very difficult for other secondary schools to have an excellent student in the province and that requires the tireless efforts of teachers and students. Therefore, I think that replacing experience initiatives with excellent student achievements is completely worthy and for many years the city has also done so. That also helps teachers have more motivation to try and promote their abilities..."
Previously, as principal, Ms. Ngoc Anh also texted teachers who had to supplement their documents. Although the teachers did not have many questions over the phone, she said that reviewing documents according to the old process was more reasonable because in reality, implementing an experience initiative cannot be completed overnight.
"Heavy" achievements
Regarding this issue, Mr. Nguyen Trong Be - Head of the Department of Political and Ideological Affairs - Department of Education and Training said: The Department has also received the above information. In his position as a person working in emulation and commendation of the education sector, he also said that the implementation of Vinh city is not close to the guidance of the sector and the documents of the Ministry of Education and Training.
Specifically, since 2015, the Ministry of Education and Training has issued Circular No. 35/2015/TT-BGDDT (December 31, 2015) Guiding emulation and reward work.
Accordingly, with this Circular, to consider emulation and rewards at the grassroots level, many criteria will be used to replace the criteria on experience and initiative. For example, preschool, primary and secondary school teachers need to achieve the title of excellent teacher at the district level or higher; high school teachers and provincial continuing education centers need to achieve the title of excellent teacher at the school level or higher;
In addition, teachers who directly teach and train 01 student to win first, second, or third prize in provincial competitions will also be recognized as equivalent to experience initiatives...

At the Nghe An Department of Education and Training, after Circular 35 officially took effect, the Department also sent a document to the Departments of Education and Training and affiliated units for implementation. After 2 years of implementation, all teachers agreed because this replacement is reasonable, both encouraging teachers' efforts but also limiting the situation of chasing after achievements and formalities in writing experience initiatives.
Mr. Nguyen Trong Be also said: Circular 35 is a "special" document of the education sector and before promulgation, there was consultation between relevant ministries, departments and branches. Personally, I also think that replacing experience initiatives with teachers' achievements is correct, reasonable and logical. In fact, to have an excellent student, and excellent teachers at all levels, teachers must make a lot of effort and try hard. This achievement is "real people, real work".
Talking to Nghe An Newspaper about the above issue, Mr. Ho Sy Tan - Head of the Department of Internal Affairs - Vinh City People's Committee also said: This change of the City People's Committee is to follow the instructions of the Provincial Emulation and Commendation Board. In which, to be recognized as a grassroots emulation fighter, an individual must have "initiatives, technical improvements or application of new technology to increase labor productivity" (Article 23, Law on Emulation and Commendation). In addition, he also said that: Circular 35 of the Ministry of Education and Training is a sub-law document, so when considering the title of Emulation and Commendation, we must comply with the provisions of the law.
Obviously, with these conflicting opinions, to consider the emulation fighters at the grassroots level in the education sector, there needs to be unity and synchronous direction throughout the province and to avoid disadvantages for teachers. Besides, if applied, there should be a roadmap and specific instructions from the beginning of the school year for teachers to prepare, avoiding the current situation of "racing" for time to write experience initiatives. That, invisibly encourages the disease of achievement in the education sector and puts pressure on teachers.
