(Baonghean.vn) - In the first half of the 2020 - 2025 term, despite many difficulties and challenges, with the spirit of solidarity and aspiration to rise up, the Party Committee, government and people of Que Phong district have strived to fulfill many targets set out in the Resolution of the 22nd District Party Congress.

Movement from the base

Thong Thu is a border commune located in the North of Que Phong district with a natural area of ​​41,598.55 hectares with 1,152 households, 5,086 people, belonging to 3 ethnic groups Kinh, Thai, Tho living, high poverty rate.

In the 2020 - 2025 term, in addition to focusing on directing the good implementation of Party building and political system building, in leading economic development, the Executive Committee of the Thong Thu Commune Party Committee determined to focus on 3 main spearhead areas: Border areas focus on planting raw material forests, developing livestock farming; Outer areas focus on investing in high-yield, high-quality rice varieties, promoting the development of small-scale industry and afforestation; Hua Na Hydropower Reservoir Area (Ang Dua, Na Luom, Na Hum, Ban Loc villages) focus on developing eco-tourism services, focusing on cage fish farming, developing bamboo and rattan.

To realize these goals, Thong Thu commune has mobilized the maximum agricultural land area for rice cultivation (the total rice cultivation area in 2023 reached 196 hectares, an increase of 23% compared to the beginning of the term and exceeding 28.15%). Forest protection and protection work is focused on with 32,729.79 hectares. The exploitation and processing of secondary forest products such as bamboo, bamboo shoots, fresh bamboo shoots, and medicinal plants has increased annually, significantly increasing income from forestry development. Currently, the whole commune has 313 hectares of forest with bamboo trees that have been granted the FSC Sustainable Forest Management Certificate.

In particular, according to Ms. Luong Thi Hong - Secretary of the Thong Thu Commune Party Committee: The area of ​​​​planting fish after half of the term reached 90.2/40ha, exceeding 225% compared to the target set by the Resolution of the Commune Party Congress for the term 2020 - 2025. The aquaculture area is also increasingly expanding with 19 hectares, the aquaculture output is estimated at 47 tons, an increase of 2.62% compared to 2020; the number of fish cages is 227, bringing a stable income to people in the villages in the reservoir area.

Although still facing many difficulties, with the spirit of solidarity and consensus, after half a term of implementing the Party Congress Resolution, Thong Thu commune has achieved and exceeded 15/22 targets, of which 3/7 targets in the economic sector have been achieved and exceeded.

In the border commune of Nam Giai, in the first half of the 2020-2025 term, the Party Committee, government, sectors and organizations have made many innovations in leading and directing the implementation of socio-economic goals. In particular, the work of hunger eradication and poverty reduction has been focused on through the proper and effective use of loan capital.

In addition, the commune also focuses on developing trees and animals suitable to the local characteristics. The whole commune has 209 hectares of acacia/5 villages, exploited area of ​​132 hectares; cinnamon trees 75 hectares, exploited output reaches 3.3 tons; So trees 31 hectares, yield reaches 25 quintals/ha; bo bo trees 436 hectares...

According to Mr. Lo Minh Tuong - Chairman of Nam Giai Commune People's Committee: In addition to focusing on mobilizing people to protect forests (forest coverage rate reached 83.72%, meeting the target set by the Resolution), the commune also directed people to promote the development of cooperative models, farms, and ranches. Currently, in the commune, there is 1 agricultural service cooperative, 8 farms raising buffaloes and cows with 20 or more heads, 1 chicken raising cooperative with 16 member households, 1 black pig raising model with 15 participating households that is developing well and being replicated.

In the past 2.5 years, the commune has reduced 60 poor households, with an average income per capita of 16-17 million VND, achieving the target set by the Resolution of the Party Congress for the 2020-2025 term.

In the 2020-2025 term, to gradually realize the goal of making Que Phong a prosperous district in the Northwest region of Nghe An, along with 6 key tasks, the Party Committee and People of Que Phong district unanimously deployed 4 strategic breakthroughs.

After half a term of implementing the Resolution of the District Party Congress, Que Phong has achieved many positive and comprehensive results. By the end of June 2023, of the 19 socio-economic targets, 8 targets were achieved and exceeded the Resolution; 5 targets were achieved from 80% to less than 100% compared to the Resolution; 4 targets were achieved from 50% to less than 80% compared to the Resolution; 2 targets were achieved below 50% compared to the Resolution; 5 targets on national defense, security, and building the political system met the resolution targets. Of the 5 targets for party building work, 3 targets were achieved, 2 targets were strived to be achieved by the end of the term.

Regarding the implementation of the 4 breakthroughs, the quality of comprehensive education has been increasingly improved. For 3 consecutive years, the district's Education and Training sector has been ranked by the province as having excellently completed its tasks; 13/13 communes and towns have met the universal education standards; 16 separate schools have been reduced; the rate of solid and semi-solid classrooms has reached 97%; the rate of national standard schools has reached 78.38% compared to the Resolution's target.

The work of preserving, maintaining and promoting the value of national cultural identity is focused on through the effective implementation of the Project on Developing eco-tourism and community tourism associated with preserving and promoting national cultural values ​​in Que Phong district for the period 2021 - 2025, with a vision to 2030.

In particular, in 2023, the historical and cultural relic of Chin Gian Temple was ranked as a National Historical Relic by the Ministry of Culture, Sports and Tourism; 6 artisans were recognized as Meritorious Artisans by the Ministry of Culture, Sports and Tourism. By June 2023, the rate of cultural families in the district reached 76%; 73/107 cultural residential areas, reaching 68.22% (achieving and exceeding the target of the District Party Congress Resolution of 8.22%); 60/70 cultural units reaching 82.85%.

In addition, thanks to promoting propaganda, mobilization, innovation of thinking, overcoming stagnant ideology; arousing aspirations, will to rise up, be dynamic, creative, innovative, and develop, it has created momentum for hunger eradication, poverty reduction, livelihood creation, job creation, improving living standards, and sustainable poverty reduction in the district; the poverty rate from 44.68% in 2021 to 38% in the first 6 months of 2023 (according to the multidimensional poverty standard for the period 2022 - 2025).

The application of science and technology continues to receive attention to improve the efficiency of production models. In the period of 2021-2023, the district has proposed 6 models and 2 projects applying science and technology, of which 3/4 models were evaluated as successful and have the potential to be replicated, including: Building a medicinal garden of yellow camellia in Chau Kim commune; Preserving local glutinous rice varieties (khau cay noi); Preserving the genetic resources of the Quang River spiny soft-shell turtle. Regarding industrial and handicraft products, they are increasingly diverse and rich, with 3 products of the processing industry recognized as 3-star OCOP products; 4 brocade weaving villages recognized as craft villages; 8 products achieving typical rural industrial products at the district level, 1 product (sawdust compressed charcoal of Khanh Tam Forest Products Company Limited) recognized as a typical provincial product in 2022.

In the field of investment in socio-economic infrastructure construction, Mr. Duong Hoang Vu - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Que Phong district said: In addition to mobilizing maximum resources for investment, the district has implemented many solutions to improve the efficiency and quality of using public investment capital.

After half of the implementation term, more than 450 billion VND has been mobilized to invest in the construction of technical infrastructure works such as: Kim Son town beltway; upgrading route 544B, National Highway 16, National Highway 48D... contributing to promoting local socio-economic development.

The district has also proactively sought and connected with investors focusing on areas identified as breakthroughs in socio-economic development according to the Resolution of the 22nd District Party Congress. Thereby, it has attracted 2 new investment projects, with a total investment of more than 285 billion VND; 3 investment projects in the mining sector are implementing procedures for investment licensing; in addition, the district has proactively built a list of 7 projects focusing on attracting investment in the period of 2021-2025.

The whole district has 102/107 villages and hamlets invested in the national grid-connected electricity system, reaching 95.3%, the rate of households using the national grid and other suitable electricity sources reached 98.8%, contributing to promoting rural electrification.

Raise the determination to overcome difficulties

Despite many remarkable results, the implementation of the Resolution of the 22nd District Party Congress of Que Phong district still has difficulties and limitations. These include unsustainable economic growth, slow economic restructuring; political security, order, and social safety in border areas are potentially complicated; Party building and political system building have not yet met the requirements.
