Nam Loc Commune (Nam Dan): Promoting internal resources to build new rural areas

(Baonghean) - As a special commune in the semi-mountainous area with many difficulties of Nam Dan district, with the right and creative steps, Nam Loc has "changed its skin and flesh" to successfully build a new rural commune.

Creating a shift in economic development

Starting to build a new rural area (XDNTM), Nam Loc commune only achieved 6/19 criteria. Clearly identifying the National Target Program on New Rural Area Construction as a major program of the Party and State and an opportunity for rural areas to have the opportunity to develop. Therefore, immediately after the program was implemented, the commune promptly established steering committees for new rural area construction, and the Party Committee promptly issued a specialized Resolution for leadership. Propaganda work was given top priority by the commune to create a change in awareness among the people. Thanks to good propaganda work, the majority of people in the commune enthusiastically responded and participated in contributing to the XDNTM program in the area.

To have a decent appearance from welfare works to traffic, fields, residential area improvement,... the top priority is to do a good job of planning and announcing the planning according to the correct instructions such as: Planning of land use and essential infrastructure for the development of agricultural production, industry, small industry and services; Planning of economic - social - environmental infrastructure development; Planning of residential area development. On the basis of focusing on prioritizing the criteria that have not been met, consolidating and improving the criteria that have been met according to a reasonable roadmap that is discussed publicly and democratically to the people.

In the process of implementing the criteria of the new rural commune, economic development is one of the tasks that the Party Committee and the government pay great attention to. Promoting the advantages of the semi-mountainous area, converging many favorable factors for development, with mountains, rivers, fields, and beaches, the commune has focused on shifting the economic structure towards commodities, promoting intensive farming, building large-scale fields, joint ventures, and associations with enterprises, applying scientific and technological advances into production, to increase economic value per unit of cultivated land area. From there, build production and breeding models that bring economic efficiency such as farms, integrated livestock farms, corn for feed for dairy cows, garden economy, and hill gardens. For the industrial - construction sector, the commune maintains and promotes carpentry, welding, vermicelli and cake production, construction... the production value in 2016 is estimated to increase by 79% compared to 2010, an average increase of 14%/year.

Along with the development of industry and construction, the commune focuses on developing commercial services such as food and beverage services, consumer goods, and credit. The total production value of the service and trade sector increases annually, estimated at 14.5 billion VND in 2016, an increase of 29% compared to 2010. The whole commune has 115 households providing trading services, 3 enterprises, 8 transport vehicles; 1 agricultural service cooperative operating effectively. At the same time, the commune focuses on promoting labor export and creating jobs. Up to now, the whole commune has 450 people working abroad, bringing in an annual income of 30 - 35 billion VND.

Investing in building synchronous infrastructure

Along with economic development, the commune always pays attention to the cultural and educational fields. The movement of the whole people uniting to build a cultural life, building cultural villages and cultural families has received positive responses from the people. The rate of cultural families reached 86%; 8/10 hamlets achieved the title of cultural hamlet. The education sector has many positive changes. The quality of teaching and learning is increasingly improved. It is the only commune in the district with 2/3 of schools meeting national standards. The work of encouraging learning and talent is given attention, in 10/10 hamlets, the clans have a fund for encouraging learning. The commune pays attention to doing a good job of medical work and providing primary health care for the people. Focusing on directing the good implementation of environmental sanitation work, with the issuance of a project to collect and treat centralized waste, up to now the commune has basically ensured a green - clean - beautiful environment. With the attention and direction of the Party Committee and the government, political security and social order and safety are ensured, preventing hot spots and unexpected incidents from occurring.

One of the key tasks in the process of building new rural areas is that the commune has advocated building a spacious infrastructure. When building new rural works, Nam Loc follows the principles of centralization and democracy. The Party Committee and the government have made good use of capital sources to invest in infrastructure construction. In particular, with high consensus on the policy of building new rural areas, the people have actively and voluntarily contributed tens of billions of VND to build infrastructure to serve people's lives along with local economic development. After more than 5 years of implementation, a total of 219.1 billion VND has been mobilized, of which 175.6 billion VND has been contributed by the people, accounting for over 80%. Specifically, the commune has built a new high-rise school; is implementing the construction of a new 2-storey medical station, over 20km of commune and hamlet roads, 6.8km of drainage ditches along Road 15B and some hamlet roads and 6.5km of canals; Expand and upgrade 25km of intra-field roads; Build a new communal cultural house with 350 seats, repair and renew 10 hamlet cultural houses, add 4 power stations, upgrade the entire low-voltage electrical system; Renovate houses and build new houses for over 60 billion VND. It is worth noting that during the construction process, over 400 households voluntarily handed over land, donated land, dismantled works and contributed tens of thousands of working days to serve the new rural construction.

Along with that, Nam Loc commune pays special attention to leadership and direction in building a strong political system. For many consecutive years, the Party Committee has been recognized as a strong political system, achieving exemplary political system in 2016. The staff and civil servants have capacity, qualifications, and a high sense of responsibility. The government is annually assessed to have completed its tasks well, and the Fatherland Front and its member organizations are continuously ranked as excellent.

Taking advantage of the semi-mountainous area, Nam Loc (Nam Dan) focuses on developing hill garden economy.

To achieve the results as today, the most important factor is the solidarity and unanimity between the Party's will and the people's will, especially the people clearly defining their own responsibility in building new rural areas. The commune focuses on leading and directing a number of specific solutions such as: Continuing to propagate so that cadres and people in the commune have a deeper awareness of the consciousness and responsibility for building their homeland when achieving new rural areas, thereby determined to strive to build sustainable rural areas.

Continue to review the criteria that are still low, build a plan to continue to strive to improve the quality of new rural criteria. Develop the economy comprehensively, promote advantages to invest in strong economic restructuring, continue to have mechanisms to encourage enterprises to invest in machinery, science and technology to mechanize agriculture; effectively carry out the work of hunger eradication, poverty reduction, and job creation for rural workers. Build a truly strong political system, improve the capacity and responsibility of cadres and civil servants in handling work for the people according to Resolution 4 of the Central Committee (12th term) associated with promoting the study and following of Ho Chi Minh's ideology, morality and style.

The initial results achieved today are the premise and motivation for Nam Loc to continue promoting democracy, solidarity, mobilizing collective strength from the people, mobilizing all resources, in order to continuously improve the criteria in a sustainable and high-quality manner, meeting the development needs of society in the new period.
