Tam Quang Commune (Tuong Duong) strives to achieve model new rural area

People's lives are improved

Being a border commune in the mountainous district of Tuong Duong, with many difficulties such as large area, large population, and generally uneven educational level. However, thanks to the high solidarity and unity in the Party Committee, government, and the consensus of the people, in the 2015 - 2020 term, Tam Quang commune has achieved many encouraging results.

The economy continued to grow quite well and stably, the local budget revenue reached 660.2 million VND, reaching 235.79% of the target, an increase of 72.5% compared to the beginning of the term. Average income per capita reached 33.24 million VND, reaching 110% of the target, an increase of 74.8% compared to the beginning of the term. The economic structure shifted positively, the proportion of agriculture decreased from 30% in 2015 to 24.4% in 2020; Industry - construction increased from 42% in 2015 to 43.5% in 2020; Trade - services increased from 28% in 2015 to 32.1% in 2020.

To achieve the above results, the commune has developed and implemented many projects, plans, and built many mechanisms and policies to create favorable conditions for the people. Coordinated with many units to regularly transfer scientific and technical advances, build models of livestock and crop production, and change the structure of crops and animals to increase high value per unit area.

It is worth mentioning that as a border commune, the initial implementation of the National Target Program on New Rural Construction encountered many difficulties with a low starting point. In 2012, the commune only achieved 4/19 criteria, the poverty rate was 59.74%. By the beginning of the term (2015), the commune had achieved 12/19 criteria, with 7 criteria still unfulfilled, including difficult criteria such as: income criteria, poor household criteria, production organization criteria, housing criteria...

With the determination of the entire Party Committee and people of Tam Quang commune, all resources have been mobilized, internal strength has been promoted, and the thinking and awareness of cadres, party members and people have been strongly changed to develop the socio-economy. Thanks to that, by the end of 2017, the commune had completed 19/19 criteria and was recognized by the Provincial People's Committee as a new rural commune, reaching the finish line 3 years ahead of the target set by the Party Congress of the commune by 2020.

Along with the economic development goal, education is always at the top of the district; people's health care, cultural and sports movements... are invested and paid attention to. Social security, labor, employment, hunger eradication and poverty reduction policies are actively and effectively implemented. During the term, vocational training was provided for 520 rural workers. Hunger eradication and poverty reduction are focused on and implemented through many programs and projects; the poverty rate decreased from 31.28% in 2015 to 3.85% in 2019, expected to decrease to 3.2% in 2020, an average annual decrease of 5%.

Determination for the new term

The results of solidarity, innovation and creativity in the 2015 - 2020 term have created confidence for the Party Committee and people of Tam Quang commune to continue to confidently set higher goals for the new term to join hands and build a commune that meets the model new-style rural standards by the end of the 2020 - 2025 term.

To ensure the implementation of the above-mentioned goals, the breakthrough, which is also the orientation of the Tam Quang Commune Party Committee, is to continue to effectively promote the potential and strengths of the locality, support policies for agriculture in ethnic minority and mountainous areas of the "Overall project on socio-economic development of ethnic minority and mountainous areas, period 2021-2030" to invest in sustainable agricultural development; restructure crops and livestock in the right direction, production linked to the market and stable output.

Continue to upgrade, repair and invest in new irrigation works to ensure enough water for people's production; fully exploit the area of ​​hills, flat land, riverside and stream banks to produce vegetables and other crops of high economic value suitable to the land, soil and easy to circulate in the market.

Maintain good implementation of livestock breeding regulations, direct people to expand the area of ​​​​grass for livestock, replicate the model of fattening cattle; focus on improving the quality and value of the total livestock herd in the direction of commodity production; direct the construction of industrial pig farms associated with the development of sufficient local breeding sources. Proactively do a good job of disease prevention for livestock and poultry; orient to build a concentrated buffalo and cow slaughterhouse in Khe Bo area.

Strengthen the leadership of Party committees in forest management and protection; promote the development of forestry economy, effectively promote policies to support the development of afforestation and the development of raw material tree planting.

Take advantage of existing pond areas for aquaculture, continue to build cage fish farming models on hydroelectric reservoirs in the direction of raising commercial fish and specialty fish; effectively manage and exploit aquatic resources in the area; build a project to conserve and develop the existing fresh fish resources in the area from the beginning of Tan Huong village to the end of Tung Huong village, associated with the development of community tourism, agricultural ecotourism...

At the same time, mobilize all resources to build facilities and teaching equipment to meet the needs of general education program innovation. Improve the quality of mass education, key quality, and high quality comprehensive education. Regarding culture, continue to promote the movement of the whole people uniting to build a cultural life. Do a good job of preserving and promoting national cultural identity.

Regarding the task of ensuring national defense and security, continue to promote the movement "All people participate in protecting national sovereignty, territory, and border security", the movement "All people protect national security"; improve the effectiveness of propaganda, dissemination and education of law, raise awareness of law compliance among the people; improve the quality of activities of Self-management Teams; proactively grasp and handle the situation, not allowing sudden and unexpected incidents to occur in any situation.

In Party building, promoting solutions to propagate and mobilize cadres, party members and people to implement the Party and State's guidelines and policies; promoting the pioneering and exemplary role of cadres and party members in leadership, direction and implementation; further promoting the strength of solidarity, unity and high consensus within the Party and people to build model new-style rural areas...

Main targets by 2025:

- Average income per capita reached 66 million VND.

- Average local budget revenue reached 850 million VND.

- Total grain output reached 2,708.7 tons.

- Afforestation reached 700 hectares for the whole term.

- Strive to soon turn Tam Quang commune into a model new rural commune.

- Poverty rate is below 3%, near-poverty rate is 15%.

- The rate of trained workers is over 65%.

- Annually, maintain the commune meeting security and order standards.

- Every year the Party Committee completes its tasks well or better.
