According to the people's report, the incident happened at around 2:00 a.m. on October 27 in Block 14, Le Loi Ward, Vinh City. At that time, Mr. LVT's family (residing in Urban Area 492, Block 14, Le Loi Ward, Vinh City) was sleeping, suddenly woke up by the noise coming from the main door and the balcony on the 2nd floor. Checking the security camera, Mr. T. saw a subject wearing a helmet, mask, and raincoat standing in front of the gate for a while and then throwing 3 plastic bags containing dirty substances into the house.
The incident was reported by Mr. T. to Le Loi Ward Police in the morning of the same day. According to Mr. T., recently his family had been terrorized by defamation on social networks, and he also filed a complaint with Vinh City Police.
