(Baonghean.vn) - On the morning of July 25, the Standing Committee of the Provincial People's Council held a meeting to review the experience of the 4th session of the Provincial People's Council, term XVII, and deploy key tasks for August 2017.

Mr. Hoang Viet Duong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council chaired the meeting. Attending the meeting were members of the Provincial Party Committee: Le Hong Vinh - Chairman of the Provincial Party Committee's Inspection Committee, Head of the Provincial People's Council's Economic - Budget Committee and Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee; representatives of the Provincial National Assembly Delegation; Provincial Fatherland Front Committee.

In July, the Standing Committee and Committees of the Provincial People's Council focused on preparing and organizing the 4th session of the 17th Provincial People's Council, term 2016 - 2021, to complete the content and agenda of the session.

Group discussions, discussions in the hall, question and answer sessions, discussion sessions and voting to pass resolutions at the meeting... took place enthusiastically, focusedly, and with quality.

There were 81 opinions from delegates speaking in group discussions; 14 opinions from delegates speaking and 6 Department Directors explaining at the hall. The question and answer session had 19 opinions from delegates of the Provincial People's Council questioning the "leaders" of the two sectors of Agriculture - Rural Development and Labor, War Invalids and Social Affairs about the shortcomings related to agricultural production, vocational training and job creation.

The 4th session also attracted more attention and interest from voters and sent many comments and suggestions through the online telephone line with 109 voters; 15 citizens directly contacted the citizen reception department at the session.

At this session, the Provincial People's Council voted to pass 22 resolutions, including 17 resolutions related to socio-economics, national defense and security; 5 resolutions on personnel.

In addition to assessing the quality of the session, many delegates frankly raised many limitations that need to be overcome. Ms. Thai Thi An Chung - Deputy Head of the Legal Committee of the Provincial People's Council expressed concern that although the time of the session was announced 40 days in advance and the Standing Committee of the Provincial People's Council had many instructions, however, the 4th session still had many Provincial People's Council delegates absent from the working sessions, from 11 to 15 delegates. On the other hand, at the working sessions, many delegates still came and went. This made voters concerned about the responsibility, lack of seriousness and quality of the session.

Ms. Luc Thi Lien - Deputy Head of the Ethnic Committee, Provincial People's Council, said that the discussion sessions in some groups were mainly attended by guest delegates who expressed their opinions reflecting the opinions of voters as well as pressing issues raised in the locality, while the opinions of Provincial People's Council delegates participating in the draft resolutions were still limited. The contact with voters after the session of Provincial People's Council delegates is still limited and difficult.

Mr. Tran Dinh Toan - Deputy Head of the Legal Department, expressed concern that in the question-and-answer session at the meeting, there were delegates who wanted to ask questions but were afraid to ask them. Therefore, the Standing Committee of the Provincial People's Council needs to have a way to collect questions from delegates who did not participate in the direct questioning to synthesize and ask questions to the sectors being questioned at the meeting, to make the question-and-answer session more lively.

Regarding the above issues, Mr. Dang Quang Hong - Deputy Head of the Economic - Budget Committee, Provincial People's Council proposed that the Provincial People's Council should issue regulations on evaluating the quality of delegates, including evaluating the participation in meetings, contacting voters and participating in speeches of delegates.

Also at the meeting, some delegates were concerned about the quality of handling and responding to voters' petitions by the Provincial People's Committee and the sectors. There were issues that were not specific and had unclear responsibilities and solutions, such as the situation of school violence raised by voters.

Regarding this issue, Mr. Le Hong Vinh - Chairman of the Provincial Party Committee's Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council, said that the reception and response to voters' opinions need to be reviewed, synthesized, and classified at each level to be passed through district and commune People's Council meetings to convey to voters, avoiding concentration at provincial People's Council meetings.

To improve the quality of meetings, it is necessary to spend more time researching and discussing socio-economic development plans; clearly identify pressing issues to assign responsibilities to the Provincial People's Committee and sectors to find solutions; pay attention to solutions to problems questioned after the meeting....

Concluding the meeting, agreeing and accepting the opinions of the delegates, Mr. Hoang Viet Duong emphasized: The key task in August is to request the Standing Committee and the Provincial People's Council Committees to proactively develop plans and outlines for supervision and survey according to the program for the last 6 months of the year. Pay attention to handling issues arising between the two sessions; organize quality meetings of the Standing Committees of the People's Councils of districts, cities and towns.

Strengthen the supervision of the settlement of voters' petitions; promises made at the question and answer sessions; conclusions of supervision and surveys of the Standing Committee, the Provincial People's Council Committees and the Audit. Focus on completing the project to improve the quality of the Provincial People's Council's activities; prepare content for the September explanation session of the Provincial People's Council Standing Committee.

The Vice Chairman of the Provincial People's Council also agreed and assigned the Provincial People's Council Office to advise on the development of regulations for evaluating the quality of activities of Provincial People's Council delegates; adding members to the Provincial People's Council Legal Committee...
