At noon on May 22, in a room of about 10 square meters, the heat was sweltering, Mr. Luong Van Chanh (47 years old, in Tam Dinh commune, Tuong Duong district) was pouring buckets of water on the bed and the floor, he shared: "I have been here for 7 years for dialysis, every summer it seems to be the fear of the whole neighborhood.
