Nghe An Newspaper interviewed Associate Professor, Dr. Vu Van Phuc - Vice Chairman of the Scientific Council of Central Party Agencies, former Editor-in-Chief of Communist Magazine about this content.
Strict with violations
PV:Dear Associate Professor, Dr. Vu Van Phuc, what do you think about the fact that many officials, civil servants, and public employees in many provinces and cities across the country have been prosecuted and detained? Is that mistake primarily their own?
Assoc.Prof.Dr. Vu Van Phuc:The dismissal of a series of civil servants, judicial and land officials in many provinces and cities across the countryprosecuted and detainedis a happy, worried and sad thing.
Fortunately, in the conditions of the Socialist Republic of Vietnam, all citizens are equal before the law, and anyone who violates the law will be punished according to the law. Thus, all aspects of social life will respect the law, and the discipline of the law will be strictly implemented.
Worried that a series of civil servants, judicial officials, and land officials at the department level have been prosecuted and detained, they must be young, but already caught up in the law, what will happen to their future and their families' long lives...
And it is sad that the generation of cadres, civil servants and public employees born in peacetime, educated under the roof of socialism, are the successors of the revolutionary cause of their fathers and grandfathers, the spring of the nation, they should have strived to train to mature, but were prosecuted and imprisoned. They have failed the education of their parents, families, schools and society, they have lost the trust of many people. They were prosecuted and imprisoned, the agency and unit lost cadres, if they were party members, the Party lost party members... How painful!

PV:What responsibilities should the agencies that employ and manage civil servants and public employees have? Because systematic violations often last a long time, and there are many public opinions and feedbacks?
Assoc.Prof.Dr. Vu Van Phuc:When a civil servant or public employee is prosecuted and detained, in addition to the main reason being themselves, the agency or unit that employs and manages the labor must also have responsibility: responsibility to society; responsibility to their family, when their family entrusts their children and siblings to the agency or unit that employs and manages them; responsibility to the Party and the law because the agency or unit, especially the head of that agency or unit, does not strictly implement the Party's regulations and the State's laws. Our Party has stipulated:Handling of responsibility of the head, if the agency, unit, or locality under their charge is corrupt or negative, the law on anti-corruption also stipulates such sanctions...
Violations by civil servants and public employees to the extent of being prosecuted and detained mean that the violations are systematic, often prolonged, and have certainly been subject to public gossip and feedback... So why do Party committees, Party organizations, leaders and managers in those agencies and units not know or know but turn a blind eye... Therefore, it is necessary to consider and handle the responsibility of Party committees, Party organizations, leaders and managers in agencies and units for violations to the extent of being prosecuted and detained by civil servants and public employees.

It is people like that who have contributed to corrupting officials. They must also bear part of the responsibility for the crimes committed by civil servants and public employees. Associate Professor, Dr. Vu Van Phuc, what do you think about this?
Assoc.Prof.Dr. Vu Van Phuc:In practice, such incidents do occur. There are people who, when carrying out procedures related to land, especially those who need to make "red books, pink books", are afraid to travel, afraid to learn, do not want to spend much time on their work, but want to quickly be granted "red books, pink books". Those people have contributed to corrupting officials and they themselves must also be responsible for the crimes committed by civil servants and public employees. According to current law, both the bribe taker, the bribe giver and the bribe broker are all handled according to the law. If it is necessary to prosecute criminal responsibility, they must be prosecuted and detained...
Humanity with relatives
PV:Images of arrested officials, civil servants, and public employees are often posted on social networking sites, even ridiculed. Some children of civil servants and public employees who commit crimes do not dare to go to school because of the discriminatory looks of others. Is it true that our society lacks sympathy for civil servants and public employees who violate the law, Associate Professor, Dr. Vu Van Phuc?
Assoc.Prof.Dr. Vu Van Phuc:Vietnamese law is very strict, but also very humane. Those who commit crimes will be punished, but Vietnamese law is also to educate those who make mistakes, to quickly reform, correct their mistakes, and soon return to their families, to the community, and become good citizens for society...

We must have a clear view that: whoever commits a crime will be punished by law. Those involved such as parents, spouses, children, etc., if they do not commit a crime, society must be fair and sympathetic to them, especially children. Children are still immature both physically and mentally, children need to be tolerated, sympathized, and shared by adults, teachers, and friends when they are in a situation where their father or mother is prosecuted or imprisoned. Especially the social network community must speak up to protect them, they are not at fault, the crime is caused by adults.
PV:According to you, how can discipline be a form of education and deterrence, so that after discipline, the guilty person can stand up after falling?
Associate Professor, Dr. Vu Van Phuc:Vietnamese people are basically good, but when they are moved for a moment, unable to overcome themselves, unable to overcome the temptation of money and material things, they fall and commit crimes. In order for good people to maintain their good qualities, each person must always practice and cultivate themselves, as our ancestors taught: "Starve to be clean, tear to be fragrant", or "Torn paper must keep its edges"... Each person must train themselves to have high resistance to the negative side of the market mechanism, the negative side of international integration, not to be swayed by the temptation of money and material things, to fall and commit crimes.
Party committees, Party organizations, agencies, units... always educate, motivate, and encourage all cadres, civil servants, and public employees to do good deeds, criticize, and stay away from negative thoughts and actions that are contrary to the rules and regulations of the agency or unit, and especially not to do anything that is contrary to the law.

Party committees, Party organizations, agencies, units, etc. always assign tasks and at the same time, monitor and supervise each cadre, civil servant, and public employee in the performance of their duties. Anyone who shows signs of deviation or wrongdoing must be reminded and corrected from the beginning; all wrongdoings and wrongdoings must be eliminated from the "egg", from the very beginning...
