(Baonghean.vn) - The handling of public assets after the merger is currently being carried out according to the process, giving the initiative to localities to propose through the Department of Finance for appraisal before submitting to the Provincial People's Committee for approval. Currently, the total number of houses and land that need to be rearranged has been approved in the first phase, and steps are being taken to approve the second phase. However, the handling needs to ensure fundamentality and long-term orientation.

Currently, to handle public assets after the merger, according to the process, each commune-level facility develops a specific plan to submit to the district-level government, on that basis, the districts, cities, and towns synthesize and report to the Department of Finance for appraisal before submitting to the Provincial People's Committee for approval of the final plan. However, in that process, some localities are facing difficulties and problems because the headquarters of the hamlet cultural houses, including the commune headquarters (for merged communes) have not been grantedLand use rights certificateTherefore, when making a proposal, it is required to re-measure the area in conditions where many facilities are working at the same time, so the unit performing this function finds it difficult to meet the progress.

Of the total 29 cultural houses, 13 do not have land titles, and some of them have not yet been measured.

Or in Nam Dan town, in addition to the old town headquarters that do not have land titles, most of the cultural houses are also in the same situation. Mr. Vuong Hong Thai - Vice Chairman of Nam Dan District People's Committee said that the whole district must arrange 363 public assets after the merger, mainly cultural houses of blocks and hamlets. However, the district is facing difficulties due to the loss and errors of legal documents of cultural houses, so the submission of the arrangement plan according to regulations is slow. Many units have not yet arranged funds for the Land Office Branch to conduct land and house measurements, leading to prolonged measurements. On the other hand, some communes have just transferred land officials, so they do not fully grasp the records and data, leading to slow implementation when there is a request to report and provide records, and the data is not unified.

For Que Phong district, based on the district's proposal with a total of 408 establishments to be rearranged, the province has only approved 351 establishments, of which 337 houses and land establishments are retained for continued use and 14 houses and land establishments are transferred to other agencies for use. According to Ms. Nguyen Thi Hoai - Head of the Finance - Planning Department, Que Phong District People's Committee, the remaining 57 establishments that have not been approved by the province are in cases of transfer and auction but have not ensured the procedural documents, such as not having measurements, extracts, and not having a Certificate of land use rights.

Along with the above mentioned difficulties, the issue of funding for surveying is also creating pressure and burden for localities, especially rural areas without revenue sources, poor communes and districts. For example, in Que Phong district, according to the report of the Branch of the Land Use Rights Registration Office, if all houses and land of 168 establishments without Land Use Rights Certificates are re-measured, it will cost about 700 million VND; if all houses and land establishments with current status changes compared to the issued Land Use Rights Certificates are re-measured, the cost will be about 1.5 billion VND. From that reality, localities have proposed that the province have a mechanism to support and help localities with part of the funding for implementation.

Currently, based on the proposals of localities, through the appraisal of the Department of Finance, the People's Committee of Nghe An province has issued a decision approving the plan to arrange and handle houses and land after the first merger. Specifically, the number of houses and land facilities that have been approved for arrangement, management and use is 1,436 facilities, with a total area of ​​more than 1,673,589m2.2and house area over 227,011m2Accordingly, 1,398 establishments will be retained for continued use; 6 establishments will be sold for assets on land, land use rights will be transferred; 9 establishments will be recovered and 23 establishments will be transferred.

However, there are still 2,866 houses and land with a total land area of ​​more than 4,314,049m2.2and the house area is nearly 488,983m2The houses have not been approved for arrangement plans. Specifically, at the commune level, there are 122 establishments; at the block, hamlet, and village level, there are 2,613 establishments; and at the public service unit, there are 131 establishments. Along with that, there are 476 surplus houses and land establishments after the merger that are not in need of use. Currently, only 40 establishments have had their plans approved, and the remaining 436 establishments are in the process of completing legal documents for approval.

IS IT NECESSARY TO AUCTION THE ENTIRE PACKAGE?

The amount of land area, number of houses and land awaiting approval for arrangement is very large and there are 4 ways to handle it: Retain and continue to use;sale of assets on land, transfer of land use rightst; recover or transfer. Currently, how to handle each asset in accordance with one of the four options to ensure fundamental calculation and long-term orientation depends largely on the initiative proposed from the grassroots. Through understanding, it is known that for cultural houses of blocks, hamlets, and villages, they are basically proposed to be kept intact to continue serving the people.

Mr. Trinh Van Nha - Chairman of Thanh Chuong District People's Committee said that the arrangement plan in the area is to basically keep the cultural houses of the hamlets after the merger. In particular, choosing a cultural house in the central location with a larger area, which can be expanded and have a corrugated iron roof added for people to use; the remaining cultural houses are organized into living areas of residential clusters and self-governing groups to organize cultural and sports activities such as volleyball, badminton, with the orientation that in the future these places can be organized into green and friendly libraries.

Also related to this content, Mr. Pham Chi Kien - Chairman of Thai Hoa Town People's Committee said: The total number of public assets in the town that need to be rearranged and handled is more than 215 assets, of which cultural houses of blocks and hamlets account for a large number. Last May, Thai Hoa Town processed the first phase of 158 public assets. Discussing the direction of handling surplus cultural houses of blocks and hamlets or those that need to be rearranged in the area, the head of Thai Hoa Town People's Committee said: To determine whether these cultural houses should continue to be reused, recovered or transferred, it must be based on requests from communes and wards after organizing meetings of blocks and hamlets to get opinions and reach consensus with the people.

Through understanding, people all want to keep these cultural houses as places for cultural and sports activities.

The option of continuing to use cultural houses in blocks, hamlets and villages is considered a reasonable solution because in reality, many localities encounter difficulties when selling assets and transferring land use rights for these types of public assets. The reason why buyers are not "interested" is because the pricing method for auction includes both land area and assets on the land. But in reality, buyers only need the land area, while the house is not suitable for the function of use but still has to be included in the price, so the auction is difficult to carry out in some places; not to mention that there are cultural houses in mountainous areas, remote areas, and areas that are even more difficult to attract buyers. Meanwhile, after the merger, the scale of area and population of blocks, hamlets and villages have increased, so people need convenient and suitable places for sports and cultural activities.

Recently, in response to the existing problems in this issue, the Standing Committee of Nghe An Provincial People's Council organized a session to explain the management and use of public assets after merging administrative units and public service units. Through the session, the results achieved, as well as the existing problems, limitations, causes, and solutions were carefully analyzed. Thereby, representing the Provincial People's Committee, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh said that the Provincial People's Committee will complete the approval of the arrangement and handling plan for the remaining 2,866 houses and land by the end of 2022.

Concluding the explanation session, Provincial Party Secretary and Chairman of the Provincial People's Council Thai Thanh Quy requested immediately after the explanation session: The Provincial People's Committee needs to direct the review of land use planning, linked with cultural institutions in blocks, hamlets and villages to use these assets appropriately, effectively and with a long-term vision. Accordingly, the Chairman of the Provincial People's Council suggested a solution that is to plan and build cultural houses in blocks, hamlets and villages that are to be arranged into cultural and sports venues to serve the people by calling on people to join hands and contribute to change the function of use. On the other hand, localities and related sectors need to compile statistics and review the headquarters of State agencies located in the area managed by superiors to have a solution to ensure efficiency and avoid land waste, because these are headquarters in prime locations.
