7 businesses and individuals were fined for violating regulations on sand and gravel exploitation.

In Do Luong district, voters have made a number of recommendations on key areas including: licensing sand and gravel mining on Lam River; including the section through Dang Son commune, specifically Tien Hoa Company's exploitation affecting key projects such as Bara dam and Do Luong bridge.
The investment project to build irrigation canals in Hoa Son commune has not been implemented; the implementation of some natural disaster support policies has not been timely; there are still many complaints about the collection of socialized education funds; the ranking of revolutionary historical relics in Bac Son commune.
According to the report of the People's Committee of Do Luong district to the monitoring team, regarding the exploitation of sand and gravel on Lam river, the People's Committee of the district has established an interdisciplinary team to inspect 12 companies and enterprises.
Of which, 7 enterprises and individuals were administratively fined 128 million VND. Regarding Tien Hoa Company, the District People's Committee issued an official dispatch requesting the company to stop exploiting in the nearshore area and requested the Provincial People's Committee to reclaim the land that Tien Hoa Company exploited, overlapping with agricultural land, to hand over to Dang Son commune for management.
Through meetings with voters, many issues that people have reflected have been received and thoroughly handled by the district People's Council delegates.
Regarding the collection of socialized education fees, through the inspection of the interdisciplinary delegation, the District People's Committee organized a review at 5 schools, decided to criticize and reprimand a number of leaders and managers of schools in Hien Son and Dang Son communes. |
However, there are still many issues related to many levels and sectors that voters have petitioned the district to receive but have not been resolved because it requires coordination between many departments and sectors, such as issues related to licensing sand and gravel mining on Lam River, mining of stone mines in the district affecting the environment, causing landslides on river banks.

Attaching responsibility to staff
In order for voters' petitions to be resolved thoroughly and accurately, Mr. Tran Van Mao - Deputy Head of the Provincial National Assembly Delegation suggested that the district should clarify some contents of the process and procedures in synthesizing voters' opinions; in the process of resolving any problems or difficulties, it is necessary to propose support.
At the same time, the district needs to link the responsibilities of all levels and sectors and have solutions to resolve the issue thoroughly to avoid people's misunderstanding about widespread licensing.
Regarding the overlapping land area of Tien Hoa Company that must be recovered, has it been recovered yet and when will it be recovered?
Mr. Tran Van Mao also emphasized the need to more clearly inform voters about the results of completed petition resolution to increase people's trust in the government, and at the same time avoid making multiple petitions for a problem that has been resolved.
Responding to the petitions of Do Luong district voters regarding sand and gravel mining on Lam River, Mr. Nguyen Cong Luc - Deputy Head of the Department of Natural Resources and Environment's Supervision Department said: Regarding the reclamation of the overlapping land of Tien Hoa Company, Mr. Luc committed that it would be resolved next week.
Regarding the handling of violations in sand and gravel mining on Lam River, neighboring localities need to have close coordination, including assessing the responsibility of commune-level officials. Mr. Luc also requested that localities and related levels and sectors resolutely handle boats mining sand and gravel at night.

Regarding the delay in paying disaster support, the representative of the Department of Agriculture and Rural Development said that there were two reasons for the delay: some districts reported late; the reported data was inaccurate, making the appraisal difficult. According to regulations, after the damage is confirmed, the locality is allowed to advance support funds to the people first, however, because the district has not yet balanced its budget, it has not been able to pay the people.
Concluding the monitoring, Mr. Nguyen Thanh Hien said that regarding the management of exploitation and licensing of sand and gravel exploitation in the area, the District People's Committee needs to provide clearer information about the results of the settlement. Regarding the delay in paying disaster support to the people, departments and branches need to have specific solutions to overcome the problem sooner, especially the handling of individuals and groups in the slow summary report and incorrect data reporting.

At the same time, it is recommended that localities continue to raise awareness, responsibility and skills in handling voters' petitions for cadres from district to grassroots levels; strengthen inspection, supervision, clarify responsibilities, and include them in annual emulation assessments for cadres and civil servants at all levels in handling voters' petitions in the spirit of "prevention" rather than "control".
For issues that voters propose beyond their authority, local leaders need to be more bold in making proposals to higher levels so that the National Assembly delegation can synthesize and make recommendations to relevant levels and sectors.
Regarding the recommendations and proposals of Do Luong district at the working session on upgrading infrastructure works; policies and regimes for disadvantaged communes that are not subject to support or priority; support for cement to build new rural roads; use of environmental protection fees... the National Assembly delegation accepted and will synthesize and propose to relevant levels and sectors.
