(Baonghean) - Today (July 10), Nghe An Provincial People's Council opened the 9th Session, term XVII, 2016 - 2021. Nghe An Newspaper would like to quote some opinions of voters sent to the session.

Mr. Nguyen Van Dung -Vice Chairman of People's Committee of Dien Ngoc commune (Dien Chau district):

People of Dien Ngoc commune have high expectations for this session of the Provincial People's Council, and would like to send 3 recommendations and proposals. Firstly, the Provincial People's Council is requested to propose to the Central Government to arrange for dredging of Lach Van fishing port. Currently, this fishing port is dry, ships with a capacity of 400CV or more cannot enter, affecting the development of the marine economy, especially for offshore fleets. In fact, in many cases, ships over 400CV have to use small boats to transfer the caught seafood to shore, or are forced to dock at other ports, which is very inconvenient, causing trouble for fishermen, affecting economic efficiency.

Second, this year is one of the most difficult years for the fishing industry and fishing logistics services, so we recommend that the People's Council have a mechanism and policy to extend debt for ship owners built according to Decree 67 of the Government, so that fishermen can take advantage of doing business and finding sources to pay off their debts to the bank.

Third, aquatic resources are increasingly depleted, therefore, it is recommended that the Provincial People's Council study and recommend the State to have mechanisms and policies to support fishermen, ensuring strict implementation of not exploiting and catching aquatic and marine products during the breeding season, ensuring sustainable and long-term aquatic resources.

Voter Vo Hong Cuong -
Hamlet Chief, Hamlet 1, Nghi Hop Commune, Nghi Loc District

Since 2015, people in Hamlet 1, Nghi Hop Commune have had to endure environmental pollution caused by fish processing facilities in Nghi Tan Commune (Cua Lo Town) discharging untreated waste directly into the environment, flowing through canals. The hamlet has nearly 8 acres of agricultural land for rice cultivation that cannot be produced due to the impact of this wastewater. Some people regret the land for growing vegetables, but when they work the soil, dirty water causes itching and skin ulcers, so now no one dares to produce anymore.

The issue of fish production facilities causing environmental pollution was reflected by voters in the hamlet through voter meetings of People's Councils at all levels and was proposed by delegate Nguyen Xuan Quang - Chairman of the Farmers' Association of Nghi Loc district at the forum of the 8th Session, 17th Provincial People's Council.

Propose that the Provincial People's Council and Provincial People's Committee pay attention to handling and resolving voters' petitions to ensure people's lives and production. Voters also hope that local authorities at all levels pay attention to monitoring, inspecting and supervising the activities of fish production and processing facilities in Nghi Tan ward, causing environmental pollution; promptly have solutions to promptly and completely handle pollution, meeting the legitimate aspirations of the people.

A livable city must be a place where "good land, birds flock", that is, a place with jobs, green - clean - beautiful; friendly, security and order are guaranteed. To build the image of Vinh city as a livable city, of course there are still many issues that need to be implemented, but in my opinion, we should not do it indiscriminately, but in the field of urban management, we should first approach it in the direction of creating the image of the city first. For example, we need to choose a few central and key streets: Truong Thi, Le Mao, Quang Trung, Tran Phu, Nguyen Thi Minh Khai to build model streets, do it first. There, we need to rectify sidewalk encroachment, arrange it in a very orderly manner, but we cannot do it all at once in the whole city because sidewalks are the place where social relationships are integrated. The functional forces on these streets must also behave friendly, remind and guide traffic participants who go the wrong way... From that, create conditions for people to feel a friendly, livable city... from there to gradually expand.

Chairman of Muong Noc Commune People's Committee (Que Phong)

As a mountainous locality, Muong Noc faces many difficulties in implementing new rural construction. Firstly, the mountainous terrain is rugged, with some villages almost isolated from the commune center such as Luong village, Don Cham village, Muong Mun, Na Phi... so completing the criteria for traffic routes is extremely difficult.

Regarding income criteria, according to the criteria, the average income per capita in 2019 needs to be 36 million VND, however, that is "too much" for a locality with more than 97% of ethnic minorities like Muong Noc. Taking the estimated figure as the average income of the entire Que Phong district is 19 million VND (in 2018), Muong Noc is only slightly higher at 19.7 million VND/person/year. Although the rate of poor and near-poor households has decreased sharply after people gradually approached science and technology, forming directions for producing sugarcane, clean vegetables and mushrooms in the direction of commodity production, up to now the rate of poor households is still 13.8%, near-poor households is up to 32.7%. With disadvantages such as lack of production land, backward people's education, and poor infrastructure, achieving an average income equal to other favorable areas is extremely difficult.

Many other criteria such as infrastructure, housing, culture, etc. are still difficult problems for the locality. Especially the cultural criteria, because if the construction of the new rural area eliminates some of the customs and practices of the people, it will not promote the strength of the community.

Therefore, it is recommended to consider and adjust the new rural criteria to suit each ethnic group, each region...
