Reflecting voters' recommendations on the issuance and exchange of land certificates in the area, the leaders of Yen Thanh district said that so far, it has been completed and handed over to 30/38 communes. However, the number of completed land certificate applications currently stored at the Land Use Rights Registration Office is 11,969 GCNQSDĐ that cannot be handed over because most of the old certificates are mortgaged or secured by people at banks and credit institutions.
Previously, reporting to the monitoring delegation, the leader of Yen Thanh district said that one of the areas that voters of Yen Thanh district proposed through the meetings with voters of the National Assembly deputies was the work of granting Land Use Right Certificates (LURCs), which in many cases was still prolonged.
The monitoring delegation included Deputy Heads of the Provincial National Assembly Delegation: Nguyen Thanh Hien - Member of the Provincial Party Executive Committee, Tran Van Mao; National Assembly Delegates Dinh Thi Kieu Trinh, Hoang Thu Trang. Also attending were representatives of the Provincial People's Council, a number of provincial departments and branches. On behalf of Yen Thanh District People's Committee, there were Mr. Phan Van Tuyen - Chairman of the District People's Committee; representatives of relevant departments, offices and units. |
Specifically, the issuance of new land use right certificates has been basically completed at over 97% for rural and urban land, the issuance of agricultural land use right certificates has reached 100%, and for forestry land is 86%. By June 2017, the whole district still had 717 records that had not yet been issued land use right certificates.
In addition to the land issue, voters in Yen Thanh district also complained about the delay in the construction of the domestic water supply project in Phu Thanh commune. This is a national target project, scheduled to be completed in December 2014 but construction has been suspended since April 2015.
Regarding this issue, the leader of the district People's Committee said that the water supply project is behind schedule because the Government has stopped providing capital. The total estimated budget is more than 23 billion VND, but so far the Government has only provided 3.7 billion VND, and the people have contributed 3.5 billion VND. The district is currently asking to change the policy to change the investor to speed up the construction progress.

Regarding the more than 700 cases of land certificates not yet issued in Yen Thanh district, National Assembly deputies requested relevant departments and agencies to have specific solutions to remove obstacles in order to promptly resolve the problem. Regarding the more than 11,000 land use right certificates that have not been returned to the people, departments, agencies and localities need to have solutions and a roadmap to issue them to the people, avoiding long-term backlog.
At the meeting, the leaders of Yen Thanh district also recommended that the provincial National Assembly delegates reflect to higher levels of leaders on a number of contents and policies such as: Proposing the Government, ministries and branches to arrange investment capital not to spread out but to arrange according to the progress of the project.
