At the 2nd Session of the 18th Provincial People's Council, term 2021-2026, Mr. Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee, on behalf of the Provincial People's Committee, reported on the results of handling voters' opinions and recommendations before the 17th Session of the 17th Provincial People's Council and reported on the results of implementing the conclusions of the questioning session of the 17th Session of the 17th Provincial People's Council.

SOLVING 100% OF VOTERS' PROPOSALS

Before the 17th Session of the 17th Provincial People's Council, 71 opinions and recommendations from voters were sent to the Provincial People's Committee for resolution; at the same time, on December 13, 2020, the Provincial People's Council issued a Resolution requesting the Provincial People's Committee to continue reviewing and resolving 27 voters' recommendations before the 15th Session of the 17th Provincial People's Council and 15 voters' recommendations at the 12th Session of the 17th Provincial People's Council that need to be resolved.

With a sense of responsibility towards voters of the province, the Provincial People's Committee has directed departments, branches, sectors and localities to actively and proactively research, receive, resolve and fully respond to 100% of the petitions and requested contents.

Regarding the proposal of voters of Nam Dan district to continue to request the Provincial People's Committee to inspect and monitor the environmental pollution caused by Dai Thanh Loc Company Limited at Trang Den Lake, Nam Hung Commune, the Provincial People's Committee has directed the Department of Natural Resources and Environment to coordinate with local authorities and related departments and branches to grasp, inspect and inform local people about the handling results in a timely and transparent manner.

Regarding the petition of voters of Chau Binh commune, Quy Chau district, requesting the Provincial People's Committee to direct the acceleration of the construction progress of the Ban Mong irrigation dam resettlement area so that people can soon stabilize their housing, the Provincial People's Committee said,Currently, the People's Committee of Quy Chau district is implementing the construction of two interspersed resettlement areas: Area After Sub-dam 1 and Location Area 2, Area 2, Slope 77.

For Resettlement Area location 2, zone 2, slope 77,has been completed. Currently, the People's Committee of Quy Chau district is directing the consulting unit to study the design adjustment plan and submit it to the competent authorities for appraisal and approval. For the resettlement area after the auxiliary dam 1, 40% of the construction volume has been completed. Currently, the People's Committee of Quy Chau district is carrying out the procedures to adjust the planning and design of construction drawings, and the cost estimate to submit to the competent authorities for appraisal and approval to continue construction. In the coming time, the Provincial People's Committee will continue to direct the People's Committee of Quy Chau district to speed up the construction of the Ban Mong irrigation dam resettlement area so that people can soon stabilize their housing.

The Provincial People's Committee also responded to the petition of Nghi Loc district voters requesting the health sector to pay attention to handling the overload situation at the Ear - Nose - Throat Department of Nghe An Obstetrics and Pediatrics Hospital and the petition of Thanh Chuong district voters on establishing hamlets at Thanh Mai Tea Enterprises, Hanh Lam Tea Enterprises, Ngoc Lam Tea Enterprises after equitizing tea enterprises in the district, to ensure state management activities and people's rights.

Timely resolution of pressing issues in practice

Regarding the implementation of the conclusion of the questioning session at the 17th session of the 17th Provincial People's Council, the Provincial People's Committee has directed departments, branches and localities to implement the Resolutions on thematic supervision of the Provincial People's Council, the Report on the supervision conclusion of the Standing Committee of the Provincial People's Council and the Notice of conclusion of the questioning sessions of the session from the beginning of the term to promptly resolve urgent issues of concern to delegates and voters.

Accordingly, the Provincial People's Committee has directed departments, branches, sectors and People's Committees of districts, cities and towns to speed up the construction progress of works and projects in the province. As a result, in the first 6 months of the year, a number of key and important works have been completed and put into use, such as the Vinh - Cua Lo connecting road phase 1, Cua Hoi bridge across Lam river; construction and handover of the project to upgrade and expand National Highway 15A from Km320 to Km324. As of July 10, 2021, the concentrated public investment capital that the province has managed and assigned in detail since the beginning of 2021 has disbursed over 980 billion VND, reaching 33.77% of the plan.

Regarding the Medium-Term Public Investment Plan for the 2021-2025 period, the arrangement plan has ensured much more focus than the previous period. Specifically: Central budget source: the number of projects (excluding projects arranged to recover advanced capital) decreased by 69.5% (from 282 projects to 86 projects); local budget source: the number of projects decreased by 62.42% (from 793 projects to 298 projects).

In particular, in the 2021-2025 period, 40% of the total capital has been allocated to invest in key projects that are dynamic, connecting, and promoting the province's socio-economic development such as: economic zone infrastructure, industrial parks, key traffic routes, etc.

Regarding land and forest allocation, departments, branches and localities coordinate with localities to strive to complete 100% of the plan assigned by the Provincial People's Committee in 2021. However, due to the impact of the Covid-19 pandemic and limited funding, the project implementation progress has not been guaranteed according to the set plan. The provincial budget has allocated 12 billion VND to implement the project of forest allocation associated with land allocation and granting of forest land use right certificates to households and individuals in the province.

For the management of hydropower projects,Recently, the Provincial People's Committee has directed the Department of Industry and Trade to preside over and coordinate with sectors and localities to monitor and inspect the construction, operation and exploitation of hydropower projects to ensure quality and efficiency.

Through basic inspections, investors and owners of dams and hydropower reservoirs have well implemented the contents prescribed in the safety management of dams and reservoirs, and also pointed out the existing problems that need to be resolved to ensure safety in the operation of the plant. From there, investors implemented solutions and operated the project safely during the 2020 storm season.

For handling the situation of long-term delayed projects,The Provincial People's Committee assigned the Department of Planning and Investment to report and clarify the selection criteria for 84/239 projects proposed for inspection in 2021. Review and classify 239 projects based on existing legal procedures; preliminary status of project implementation.

In 2021, 9 projects were terminated, canceling related legal procedures; bringing the total number of terminated projects to date to 195 projects, with a total land area of ​​120,450 hectares.

Regarding policies to support agricultural development, the Provincial People's Committee is drafting a "Resolution on a number of policies to support agricultural and rural development in Nghe An province, period 2022-2025" to submit to the Provincial People's Council for consideration and resolution in 2021.
