20 years of policy credit accompanying Yen Thanh people

(Baonghean.vn) - Yen Thanh is considered one of the leading units with large policy credit scale in Nghe An. For many years, the credit activities of Yen Thanh Social Policy Bank have truly been an "extended arm" for the poor and other policy subjects, contributing to the implementation of national target programs on rapid and sustainable poverty reduction and new rural construction.

Promoting the effectiveness of policy credit

In Van Thanh commune, preferential loans fromVietnam Bank for Social Policies(NHCSXH) has supported poor households in production, livestock, business, services, etc., creating jobs for hundreds of local workers. Households that borrowed capital from the poor household program have been effective, so their economic life has been significantly improved.

For example, Ms. Nguyen Thi Tam's family in Cong Trung hamlet has invested in comprehensive livestock farming according to the VAC model, creating jobs for 3-5 workers right in the locality; Mr. Phan Duc Dieu in Hoa Son hamlet, formerly a poor household in the commune, after borrowing capital to buy breeding cows, each year the mother cow gives birth to 1 calf to sell to make ends meet, now his economic life has gradually stabilized.

Or Mr. Ho Si Hanh in Van Son hamlet, who converted the land use purpose from mixed garden to growing acacia trees for timber combined with raising VAC livestock, has now escaped poverty sustainably and become a well-off household. Mr. Nguyen Cong Tuu's family in Thach Son hamlet, borrowed capital from near-poor households to renovate mixed ponds and long-fallen flooded fields into ponds to raise fish, soft-shell turtles, eels, frogs... each year, earning hundreds of millions of dong in income, has now become a sustainably rich household...

Similarly, in Tho Thanh commune, many poor and near-poor households and other policy families who have borrowed preferential capital have strived to escape poverty and stabilize their lives.

Ms. Lai Thi Nga - Team LeaderSavings and Loan GroupDai Huu hamlet, Tho Thanh commune said that on the first day of operation, the group had 13 members who received loans to invest in farming and livestock breeding, developing the family economy. Up to now, hundreds of households have received loans with capital up to nearly 2 billion VND. Thanks to preferential capital from the Vietnam Bank for Social Policies lending for craft village production, livestock breeding, and service business, many households have escaped poverty and have stable jobs. Some households have also created jobs for many people in the village and neighboring villages, earning from 4.5-6 million VND/month.

A typical example is Ms. Truong Thi Han's family, who had difficulty in having no capital, the group encouraged and helped them to receive support from the employment fund. Now, her family's sedge production facility has means of transportation and production. The workshop always has more than 15 workers working at the workshop and 150 people producing at home. In particular, the group has students from families with difficult circumstances who have borrowed capital to go to school, and now have stable jobs after graduating, some of them have become teachers and engineers.

Statistics compiled from the Yen Thanh District Social Policy Bank show that after 20 years of operation, the loan turnover reached more than VND 2,672 billion with 122,518 poor households and policy beneficiaries in the district receiving loans; the investment level for borrowers increased 15 times compared to the time of establishment.

Of which, 66,925 poor, near-poor and newly escaped poverty households received loans for economic development; contributed to helping 23,650 households overcome the poverty line; attracted and created stable jobs for 3,424 workers; 922 workers received loans to work abroad; 2,386 business households in difficult areas received capital to invest in production and business.

Accompanying the National Program on clean water, environmental sanitation and new rural construction, 11,540 households in rural areas have received loans to build over 23,069 clean water and sanitation works that meet standards to improve living conditions and the environment in rural areas; 2,325 poor households have received loans to build new or repair houses; 27,836 students in difficult circumstances have received loans for their studies.

Increase capital to meet people's needs

Since its inception, the unit has only implemented 2 credit programs, but now it is implementing 13 credit programs, an increase of 11 programs after receiving the handover. Many major policies and guidelines of the Government for poverty reduction and social security have been widely implemented throughout the district.Social policy credithas been a "midwife" supporting poor households and policy beneficiaries to escape poverty and gradually become rich. As of May 31, 2022, the total outstanding loan balance reached more than 751 billion VND. Thus, after 20 years, the outstanding balance has increased nearly 30 times, currently there are 17,222 households with outstanding debt, accounting for nearly 22% of the total number of households in the district.

Mr. Phan Huu Trang - Director of the Social Policy Bank Yen Thanh branch said: "Thanks to the good work of capital recovery, it has contributed significantly to creating capital sources for revolving loans for policy credit programs in the area, promptly meeting the capital needs of the subjects, significantly reducing the pressure on capital provision from the Central Government. In particular,Student credit programThe growth was huge, from outstanding loans reaching over 340 billion VND, accounting for a very large proportion of over 50% of total outstanding loans in the period 2011 - 2015, in recent years, graduates with jobs have paid off only outstanding loans of over 35 billion VND, a 10-fold decrease (accounting for 4.8%). This demonstrates the effectiveness of policy credit in investing in high-quality human resources.

Policy credit always adheres to the socio-economic development orientations of the district. In addition to transferring capital, the VBSP also advises and coordinates with all levels and sectors to guide people to invest in market-oriented products, applying production processes according to safety standards and linking them with the advantageous products of each locality. The capital has been effective on many products such as orange trees in Minh Thanh and Dong Thanh communes; mushrooms in Son Thanh commune, hill chickens of Tay Thanh cooperative; black apple snails in Duc Thanh commune, eels in Long Thanh commune; increasing forest cover in Dong Thanh, Tay Thanh, Dai Thanh communes, etc.

With the role of implementing the Government's recovery goals during and after the Covid-19 pandemic, policy credit capital accompanies businesses and preschools with more resources to recover and reproduce, and students who cannot go to school due to difficulties caused by the pandemic can borrow capital to buy computers and online learning equipment...

Mr. Nguyen Thanh Ha - Vice Chairman of the District People's Committee, Head of the Board of Directors of the District Social Policy Bank said that in the coming time, we will continue to effectively organize and implement Directive No. 40-CT/TW on strengthening the Party's leadership over social policy credit, advising the District People's Council to pay attention to allocating the budget entrusted through the Social Policy Bank to supplement loan capital to better meet the needs of the poor and other policy beneficiaries; especially the implementation of the National Target Programs on rapid and sustainable poverty reduction and new rural construction.

We link the implementation of policy credit with the policies and orientations of each locality on economic restructuring, agricultural and rural development, as well as pay attention to investing policy credit capital in effective production and business models, attracting many workers, developing craft villages, OCOP products and services, cooperatives... in the area.
