26 voters' opinions reflected via the 'hotline' on the first working day, 21st Session, Provincial People's Council
On the first day of the session, through the online telephone line, 26 voters called to reflect and propose 21 issues in 5 areas.

At the 21st session, 18th term, 2021 - 2026, the Provincial People's Council organized 3 online hotlines to receive voters' opinions and recommendations sent to the session. Including:02383.598828, 02383.598800 and 02383.598747.

In the field of land management, environment, compensation and site clearance, there are 11 recommendations:
Voters in Vinh city and Nghi Loc, Dien Chau and Quy Chau districts recommended that all levels should further enhance their responsibilities and remove obstacles and difficulties in granting and exchanging land use right certificates, ensuring people's rights.

Voters of Quynh Luong commune (Quynh Luu) proposed to resolve compensation for site clearance for the Quynh Luong Primary School project; voters of Hung Tan commune, Hung Nguyen district proposed to compensate for site clearance when the State reclaimed agricultural land for more than 30 households in the commune.
Voters in Da Son commune (Do Luong) reported that the handicraft stone production facility and the wood workshop were not operating in accordance with the land use purpose; using 3-phase electricity caused the electricity of surrounding households to be weak, causing fine dust and noise. Although people have reported it many times, it has not been completely resolved.
Voters in Nghi Duc commune (Vinh city) reported that there were cases of illegal housing construction in the area, but the local government did not impose penalties and confirm the application for land use right certificates on illegally encroached land.
Voters of Dien Phuc commune (Dien Chau) proposed to pay compensation and support when the State clears land to implement the project to renovate and upgrade National Highway 7.

In the field of construction, traffic and urban management, there are 3 opinions:
Voters of Nghi Duc commune (Vinh city) proposed compensation for households whose houses and fences were damaged due to the construction of the 72m road connecting Vinh - Cua Lo.
Voters of Hung Dong commune (Vinh city) proposed adjusting the planning of Nguyen Chi Thanh street so that households can repair and build houses.
Voters of Nghia Hanh commune (Tan Ky) proposed to handle the situation of overloaded sand trucks on Provincial Road 534B through Phu Son commune, Tan Ky district; the situation of sand dredging on the banks of Con river, Tan Ky district causing landslides on both sides of the river, affecting the lives and safety of people in the area.

The field of agriculture and rural development has 1 opinion:
Voters in Dien Phu commune (Dien Chau) reported and recommended that competent authorities allocate forest land to households to promote effective land use; at the same time, they reported that responsibility for two forest fires that occurred in the area due to pine resin exploitation has not been handled; the construction of the Con Trun pumping station in Dien Phu commune from 2013 to present has not been completed.
In the field of internal affairs, regimes and policies, there are 5 opinions:
Voters of An Hoa commune (Quynh Luu) reported a case of enjoying the regime for non-professional workers at the commune level but having their social insurance and health insurance contributions deducted; requesting competent authorities to clarify and provide specific instructions on the payment of this regime.
Voters of Hung Dao commune (Hung Nguyen) asked whether commune civil servants who retire under Decree No. 108 of the Government to streamline the payroll due to commune mergers will be entitled to benefits under Resolution No. 08/2020/NQ-HDND of the Provincial People's Council or not?
Voters of Quynh Luu district and Thai Hoa town petitioned competent authorities to change the job titles of officials working at district-level public service units.
Voters in Nghia Dong commune (Tan Ky) reported a case of joining the army for 9 years and returning to the locality to continue participating in local activities for more than 21 years but up to now have not received the allowance for soldiers.
The judicial sector has 1 opinion:
Voters of Nghi Loc district petitioned the Nghi Loc District People's Court to soon bring to trial the land dispute case that was accepted in October 2023.
In addition to the 21 opinions mentioned above, through the online telephone line of the 21st session, the Provincial People's Council continued to receive 5 opinions from citizens who had sent feedback at previous sessions; which were resolved and responded to by competent authorities.
The citizen reception department at the meeting received two citizens who submitted petitions to resolve the regime for people infected with Agent Orange and petitions to resolve land conversion for households.
Announcing the results of receiving comments and suggestions from voters and citizens via the online telephone line and the citizen reception department at the session, comrade Bui Duy Son - Chief of Office of the National Assembly Delegation and the Provincial People's Council, Secretary of the session, emphasized: The opinions and suggestions from voters via the online telephone line and petitions via the citizen reception department of the 21st session will be considered by the Provincial People's Council, forwarded to competent agencies for resolution, and responded to voters according to regulations.
