After a period of urgent and serious work, with a spirit of democracy and high responsibility, the first session of the 18th Provincial People's Council completed all the contents and programs set out and was a great success.

At this session, the Provincial People's Council listened to the Provincial Election Committee report on the election results and the results of confirming the qualifications of Provincial People's Council delegates for the 2021-2026 term; listened to the Provincial Fatherland Front Committee report on the synthesis of opinions and recommendations of local voters in the election of Provincial People's Council delegates; passed the Resolution on establishing the Provincial People's Council Ethnic Committee, the Resolution regulating the number of members of the Provincial People's Council Committees for the 18th term, 2021-2026 term and the Resolution on the plan to organize regular meetings of the Provincial People's Council in 2021.

At the same time, the election of the Chairman and Vice Chairmen of the Provincial People's Council, Chairman and Vice Chairmen of the Provincial People's Committee; leaders of the Provincial People's Council Committees and members of the Provincial People's Committee, and the People's Court of the province for the 2021-2026 term was conducted, ensuring democracy, compliance with the law, with concentrated votes and a high percentage.

The Provincial People's Council acknowledged the enthusiastic comments, demonstrating the high responsibility and determination of the Chairman of the Provincial People's Council and the Chairman of the Provincial People's Committee when accepting the assigned responsibilities and tasks. The Provincial People's Council believes and hopes that the newly elected officials to hold positions of the Provincial People's Council, the Provincial People's Committee as well as the Provincial People's Court Judges will promote their qualities, abilities, experience and responsibilities to the highest level, strive to fulfill the assigned tasks well, worthy of the trust, confidence and expectations of the Provincial People's Council delegates, voters and the people of the province.

The 18th term People's Council takes on the responsibility at a time when the Party Committee and People of the province are actively implementing the Action Program to implement the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress and the 5-year socio-economic development plan for the period 2021 - 2025. The high political determination and efforts to innovate and overcome difficulties of the whole province in the new term have initially brought about and been affirmed by the positive results in socio-economic development in the first 6 months of 2021.

The growth rate is estimated at 7.58%, ranking 2nd in the North Central region, 14th out of 63 provinces and centrally-run cities. The State budget revenue is estimated at nearly 10 trillion VND, reaching over 71% of the estimate assigned by the Provincial People's Council. The cultural and social sectors continue to receive attention, maintain, and achieve good results. National defense, security, order, and social safety are maintained. The spirit of solidarity and trust of the people continues to be consolidated and spread more and more strongly.

In addition to the advantages, we also face many difficulties and challenges, especially the complicated development of the Covid-19 epidemic, which has had a profound impact on socio-economic development and people's lives. The tasks set for the coming time are very heavy, requiring concentration of intelligence, responsibility and close coordination between all levels and sectors in directing and operating to successfully complete the goals and tasks set for 2021 and the entire 2021 - 2025 period.

Therefore, I request the agencies of the Provincial People's Council, Provincial People's Committee, departments, branches, localities and Provincial People's Council delegates to focus on implementing well the following key contents:

The first,Immediately after the session, the Standing Committee of the Provincial People's Council and the Provincial People's Committee directed the urgent completion of procedures and legal documents to be submitted to competent authorities for approval of leadership positions of the Provincial People's Council and People's Committee in accordance with legal regulations, promptly stabilize the organization, promptly issue operating regulations, and assign specific tasks to each member to effectively perform functions, duties, and powers according to law.

Monday,All levels and sectors need to focus maximumly on the work of preventing and fighting the Covid-19 epidemic with the spirit of "fighting the epidemic like fighting the enemy", must be more timely, more drastic, more synchronous, and maximize the role of people's strength to prevent, contain, and quickly repel the epidemic, soon stabilize the situation and bring the province back to a new normal state.

Promote the spirit of solidarity, unity, and consensus; be persistent, steadfast, resolute, synchronous, and flexible in leading, directing, and operating socio-economic development to effectively implement the "dual goal". Continue to promote and create breakthroughs in administrative reform, in the direction of "fast - correct - effective", creating an open environment and favorable policies for people and businesses. Promote investment attraction, free up resources, and save resources to promote development. Pay attention to culture and society, especially education, health care, employment, and social security policies for workers and people with meritorious services; strengthen the work of ensuring national defense - security, order, and social safety.

Tuesday,To make the activities of the Provincial People's Council effective and efficient, it is recommended that the Standing Committee, the Committees of the Provincial People's Council and the Provincial People's Council delegates continue to promote their roles and responsibilities, research and innovate working methods, improve working style, strengthen regular coordination with Party agencies, the government, the Fatherland Front Committee and relevant agencies and units, creating a centralized, unified, effective and comprehensive direction and administration of the socio-economic, security, defense and foreign affairs fields of the province.

Continue to innovate and improve the quality of the Provincial People's Council meetings, especially the activities of questioning and reviewing and approving resolutions; innovate the method of contacting voters; improve the effectiveness of the supervisory function over all activities of the local government apparatus, especially the supervision of law enforcement by State agencies and socio-economic organizations in the area to promptly detect inadequacies and limitations in management and operation, helping State agencies adjust their operations more effectively and efficiently.

Each delegate of the Provincial People's Council needs to immediately start implementing his/her action program, actively study, research, improve his/her qualifications, actively grasp the reality, closely contact with voters, listen to and fully and honestly reflect the opinions and legitimate aspirations of voters; urge and supervise the timely and proper settlement of citizens' petitions, complaints and denunciations; promote intelligence and democracy in discussing and participating in deciding important local issues, and propagandize and mobilize people to effectively implement the Resolutions of the Provincial People's Council.

Wednesday,To prepare well for the 2nd session of the Provincial People's Council, after this session, I propose that the Standing Committee of the Provincial People's Council proactively coordinate closely with the Provincial People's Committee, the Provincial Fatherland Front Committee and relevant sectors to direct careful, timely and correct preparation in accordance with regulations, ensuring the quality of the contents presented at the session, especially the preparation and development of projects, reports, and draft resolutions to be presented at the session.

With the recent success of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, we have a deeper appreciation of the people's trust, confidence, and expectations of the people and voters of the province for the leadership of the Party and the activities of the government at all levels in general, including the Provincial People's Council. This is the foundation, important driving force, and noble goal of the Provincial People's Council throughout the upcoming period of operation.

The good news of the success of today's session, along with promoting the tradition and experience of operations in the past time, the high awareness and responsibility of each delegate, believes that the 18th Provincial People's Council, term 2021 - 2026 will achieve good results; actively contribute to the development of the province, directly implementing the Resolution of the 19th Provincial Party Congress, making Nghe An a fairly good province in the Northern region by 2025, a fairly good province in the whole country by 2030.
