The economy is recovering positively, social sectors are changing rapidly.

The conference assessed the socio-economic situation, budget, administrative reform work in the first 6 months of the year, and discussed tasks and solutions for the last 6 months of 2022. Accordingly, comrades in the Provincial Party Executive Committee all agreed that Nghe An's economy is on the path to good recovery.

Along with that, from the practice of localities, the heads of some Party committees exchanged and discussed related issues. In particular, the high price of gasoline and oil has affected and impacted the lives as well as the development of many fields; especially the field of fisheries, many fishing boats have to stay ashore; at the same time, due to high input costs and increased agricultural materials, the trend of people abandoning agricultural land is increasingly expanding.

In the first 6 months of the year, Nghe An's socio-economic situation continued to achieve positive results. The gross regional domestic product (GRDP) growth rate is estimated at 8.44%, higher than the growth scenario set for the first 6 months of the year at 7.7-8.3%.

Nghe An has the second highest growth rate in the North Central region, and 18th out of 63 provinces and centrally-run cities. Total export turnover is estimated at nearly 1.2 billion USD, up 24.4% over the same period in 2021, reaching 56.33% of the plan.

State budget revenue in the first 6 months of the year is estimated at 10,100 billion VND, reaching 67.4% of the estimate; of which, domestic revenue is estimated at 9,126 billion VND.

As of June 15, 2022, the province attracted 50 new projects and adjusted 59 projects; the total newly granted and increased capital was more than VND 26,435 billion, of which the newly granted capital was nearly VND 13,257 billion; an increase of 13.64% in the number of projects and a 1.68-fold increase in total investment capital compared to the same period in 2021.

According to the Foreign Investment Agency, Ministry of Planning and Investment, as of June 20, 2022, Nghe An ranked 9th out of 10 localities attracting the highest foreign direct investment (FDI) in the country in the first 6 months of 2022. Since the beginning of the year, the province has attracted 580 million USD in foreign direct investment (FDI). This is the highest level ever.

At the conference, Comrade Hoang Danh Lai - Secretary of Quynh Luu District Party Committee proposed to increase the level of support for seeds, materials, pesticides and product consumption; at the same time, review the agricultural land area that needs to be maintained and have a support mechanism to improve the crop season for ineffective production areas.

The leaders of Hoang Mai City Party Committee and Quynh Luu District Party Committee also proposed that the province re-evaluate the effectiveness of aquatic and seafood fishing so that the province's policies can be more fundamental; and proposed that the Central Government resolve the difficulties faced by fishermen when going offshore.

Regarding the health sector, comrade Nguyen Thi Hong Hoa - Secretary of Nam Dan District Party Committee reflected the thoughts of the health staff in the area, especially since currently there are 6 staff in the sector transferred to work in non-public units.

Comrade Pham Tuan Vinh - Secretary of Thai Hoa Town Party Committee highly agreed with the assessments of the socio-economic results achieved in the first 6 months of the year. Regarding administrative reform, he suggested continuing to re-evaluate the process of handling administrative procedures, especially in sensitive and complicated areas; because in reality, there are still complaints from people and businesses.

In addition, the opinions of some district Party committee leaders raised issues related to speeding up the settlement of backlog in granting Land Use Right Certificates; removing difficulties to speed up disbursement of public investment capital; determining the origin of land in site clearance...

Leaders of some relevant departments and branches also discussed in detail the issues from the reflections of the district, city and town Party Committees. Speaking at the conference, after analyzing and clarifying the causes of the results achieved in the first 6 months of the year, Chairman of the Provincial People's Committee Nguyen Duc Trung also pointed out the advantages and challenges in the last 6 months of the year for the province; especially difficulties such as: increasing input prices of raw materials, potential risks from epidemics and natural disasters.

In that context, with the determination to achieve the province's growth target of 8.5 - 9.5% for the whole year of 2022, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the members of the Provincial Party Executive Committee, especially the heads of local Party committees, to continue to pay attention to leadership and direction, promptly remove difficulties, and achieve the set goals and targets.

Regarding investment attraction, the results show that the province's investment attraction trend is very good, especially foreign direct investment (FDI); however, in reality, there are still concerns when land space for industrial development is limited; human resources to meet the projects are also very difficult.

The Chairman of the Provincial People's Committee suggested that localities, especially those with planned industrial parks or industrial parks under development, should continue to pay attention to implementing site clearance well; at the same time, localities should also pay attention to connecting to meet human resources for investment projects.

Expressing sympathy with localities as 2022 is the second year of disbursement of medium-term public investment capital, period 2021 - 2025, so there will be procedural problems, combined with the impact of raw material prices leading to difficulties in implementing projects; in that context, the head of the Provincial People's Committee suggested that localities need to detect problems and proactively make adjustments in accordance with local conditions; in cases beyond authority and capacity, report directly to the leaders of the Provincial People's Committee for timely resolution to speed up the disbursement of public investment capital.

Regarding administrative reform, this is an issue that the province is very concerned about and the Provincial Party Committee has issued a related Resolution. Up to now, through the implementation process, the Chairman of the Provincial People's Committee assessed that there have been changes but not strong. Therefore, sectors and localities need to look directly at the remaining limitations to overcome, related to contents such as: fair competition in accessing public services, dynamism of government levels, unofficial costs, support for people and businesses, etc.

In particular, the Chairman of the Provincial People's Committee noted that officials and civil servants must not "turn the power assigned by the State into the private power of their own individuals or organizations." Each official and civil servant must work with a spirit of service. These are issues that leaders at all levels and sectors must pay attention to in order to create real change.

On the other hand, comrade Nguyen Duc Trung also suggested that localities pay close attention and solve people's problems right from the grassroots level with the viewpoint of not imposing but creating consensus among the people.

Concluding this content, Provincial Party Secretary Thai Thanh Quy analyzed and clarified the socio-economic situation and administrative reform work; thereby, acknowledging the spirit of unity and concentration from the province to the grassroots in leadership, management, direction, and development perspectives that have brought about the above results. In particular, in terms of socio-economics, many indicators are equal to and many indicators exceed those before the Covid-19 pandemic. After controlling the epidemic, social fields such as education and health care have improved. National defense and security continue to be maintained.

Analyzing the difficult and challenging context in the coming time, the Provincial Party Secretary noted the need to promote the spirit of: "Solidarity, unity; proactiveness, concentration; harmony and smoothness between top and bottom, inside and outside" as has been done in the past time.

Agreeing with the specific tasks and solutions presented by the Party Committee of the Provincial People's Committee, Provincial Party Secretary Thai Thanh Quy emphasized that we must not be subjective or negligent in the face of new developments of the Covid-19 pandemic globally and in our country when a new sub-strain of the Omicron variant appears; at the same time, we need to focus on completing the supplementary vaccination and promoting the fourth vaccination for people.

The head of the Provincial Party Committee also requested to focus on completing the contents of the Summary of 10 years of implementing Resolution 26 of the Politburo; speeding up the progress of the Provincial Planning for the period 2021 - 2030, with a vision to 2050 to report to the Government.

Requiring the Standing Committees of district, city and town Party Committees to listen to the monthly disbursement progress and give timely monthly instructions, the Provincial Party Secretary especially noted the need to focus on removing difficulties and speeding up the disbursement of public investment capital, especially for key projects.

On the other hand, localities need to seriously implement the policy of funding planning, with the view that large-scale funding is needed to synchronize infrastructure, landscape, and urban areas; ensuring equality in bidding and selecting investors to implement after the planning is completed.

Along with that, focus on directing and carefully preparing to deploy provincial defense area drills and provincial civil defense drills, and defense area drills of 5 districts in the coming time.

The head of the Provincial Party Committee emphasized the need to continue to create substantial changes in administrative reform; to do so, it must come from the strong involvement of the leaders; handle slow-progressing projects and "suspended" projects; continue to focus on promoting the implementation of anti-corruption and anti-negativity work; direct the thorough resolution of sensitive issues close to people's lives with the viewpoint that Party committees and authorities at the grassroots level must get involved, and in the process of resolving difficulties or exceeding their authority, they must immediately report to higher levels for timely resolution.
