Nghe An Provincial Administrative Reform Steering Committee holds second meeting
(Baonghean.vn) - On the afternoon of July 27, the Steering Committee for Administrative Reform (CCHC) of Nghe An province held the second meeting to evaluate the results of administrative reform work in the first 6 months of the year; orienting tasks and key solutions for the last 6 months of 2023.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Head of the Steering Committee chaired the meeting. Attending the meeting were comrades in the Steering Committee: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Standing Deputy Head of the Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Deputy Head of the Committee and members of the Steering Committee, the Working Group.
CONTINUE TO RAISE AWARENESS, PUBLIC ETHICS, AND RESPONSIBILITY OF CADRES AND CIVIL SERVANTS
The Steering Committee for Administrative Reform of Nghe An province was established on March 6, 2023 under Decision No. 1830-QD/TU of the Standing Committee of the Provincial Party Committee; it is responsible for leading, directing, urging, inspecting, and supervising agencies, units, and localities in the province in implementing administrative reform tasks.
The Department of Home Affairs is the Standing Agency of the Provincial Steering Committee; responsible for advising and directly implementing tasks assigned by the Steering Committee; periodically reporting to the Steering Committee on implementation results every quarter.

At the first meeting on April 11, the Provincial Steering Committee approved the regulations and assigned tasks to members of the Steering Committee and members of the Working Group; and selected 7 units including: Provincial People's Committee Office, Department of Planning and Investment, Department of Construction, Department of Natural Resources and Environment; Vinh City People's Committee and People's Committees of Nghi Loc and Dien Chau districts to focus on directing the administrative reform work in 2023.
The Party Committee of the Provincial People's Committee has led the Provincial People's Committee to direct provincial departments, branches, and sectors, and People's Committees of districts, cities, and towns to establish Steering Committees for Administrative Reform of agencies, units, and localities to promptly lead and direct the implementation of key tasks on administrative reform.

At the meeting, with a spirit of frankness and high responsibility, members of the Provincial Steering Committee reported to the Standing Committee of the Steering Committee on the contents and work implemented in the past 6 months, especially the leadership and direction of administrative reform work for the units and localities assigned to be in charge, and from practice, had specific comments and assessments for each unit and locality.
Members of the Provincial Steering Committee also raised some difficulties and problems in the process of directing the grassroots and made recommendations to improve operational efficiency. Comrade Bui Thanh An - Member of the Provincial Standing Committee, Vice Chairman of the Provincial People's Committee proposed to add members and strengthen the Steering Committee to have more appropriate leadership and direction for the grassroots in accordance with the fields and areas under his charge; have coordination between the Administrative Reform Steering Committee and the Provincial Steering Committee for Anti-Corruption and Negativity; coordinate between members of the Steering Committee on information; coordinate and promote the role of inspection committees at all levels.

Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province Nguyen Duc Trung - Deputy Head of the Standing Committee of the Steering Committee pointed out the limitations and shortcomings in administrative reform, especially in implementing the coordination mechanism between departments and branches.
In the last 6 months of the year, according to the Chairman of the People's Committee of Nghe An province, the Provincial Steering Committee for Administrative Reform proposed to focus on leadership and direction to overcome the problems that have been identified; especially focusing on raising awareness, public ethics, and responsibilities of officials and civil servants; even needing to use measures to replace officials to create changes in administrative reform. Chairman of the Provincial People's Committee Nguyen Duc Trung also said: in the coming time, the Department, Sector and Local Competitiveness Index (DDCI) will be announced; continue to promote digital transformation.
STRENGTHEN SURPRISE INSPECTIONS TO PROPERLY ASSESS THE REAL SITUATION
Concluding the meeting, Secretary of the Provincial Party Committee Thai Thanh Quy - Head of the Steering Committee for Administrative Reform of Nghe An province assessed that since the establishment of the Provincial Steering Committee, administrative reform work has had fundamental changes. Members of the Provincial Steering Committee have developed a work program for 2023; 20/21 districts, cities and towns have established district-level administrative reform steering committees; at the same time, they have basically developed regulations and assigned tasks to each member.

Regarding the tasks for the remaining time of 2023, the Provincial Party Secretary emphasized that the members of the Provincial Steering Committee need to be consistent throughout: Limitations in administrative reform work are a bottleneck in the province's development, requiring focused direction; especially need to closely follow the work program of each member and assigned unit and locality to implement, monitor for inspection and urging.
At the same time, the Standing Agency of the Provincial Steering Committee for Administrative Reform, the Department of Home Affairs, needs to advise on strengthening inspection and examination work, especially surprise inspections, to properly assess the actual situation of administrative reform changes in each unit and locality.
The Head of the Steering Committee for Administrative Reform of Nghe An province requested members of the Provincial Steering Committee to direct assigned units and localities to continue researching the reduction and simplification of administrative procedures; effectively implement Project 06, promote the use of online public services, and focus on digital transformation; direct units to complete the establishment of district-level steering committees, along with the development of regulations and assignment of tasks to members.
Comrade Thai Thanh Quy also requested to continue to raise awareness and responsibility of cadres and civil servants, especially heads of agencies and units; in particular, members of the Steering Committee need to have channels to listen to feedback from cadres and civil servants at units and localities assigned to monitor, thereby grasping and promptly correcting if there is negative public opinion.
The Head of the Provincial Steering Committee agreed with the proposal to strengthen the Provincial Steering Committee by adding members who are Vice Chairmen of the Provincial People's Council and People's Committee to strengthen leadership and direction, associated with readjusting the units and localities assigned to be in charge; at the same time, he agreed to increase information exchange between members of the Provincial Steering Committee and with relevant agencies such as the Provincial Party Committee of the Provincial Agencies, the Provincial Party Committee's Inspection Committee, the Provincial Police, etc.
The Provincial Party Secretary also requested departments and branches to improve coordination efficiency in handling work to most effectively advise the Standing Committee, the Provincial Party Standing Committee, the Provincial Party Executive Committee, and the leaders of the Provincial People's Committee in leadership and management.
