Nghe An Provincial Administrative Reform Steering Committee held its first meeting
(Baonghean.vn) - Secretary of Nghe An Provincial Party Committee Thai Thanh Quy - Head of the Provincial Steering Committee for Administrative Reform emphasized the viewpoint that the Steering Committee must take drastic and strong action; "not determination on paper" but through specific actions and work.
On the morning of April 11, the Steering Committee for Administrative Reform of Nghe An province held its first meeting to discuss the Working Regulations; assign tasks to members and agree on the work plan for 2023.

Attending the meeting were comrades in the Steering Committee: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Standing Deputy Head of the Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Deputy Head of the Committee; along with 21 members of the Steering Committee and Team Leaders, 3 Deputy Team Leaders and 13 members of the Support Team.
WHERE THERE IS STAGGERATION, CONSIDER ROTATION OF STAFF
The Steering Committee for Administrative Reform of Nghe An province is responsible for directing the development of mechanisms, policies and solutions to resolve difficulties and problems in administrative reform work in the province; monitoring, directing and urging relevant agencies, units and localities in implementing administrative reform tasks, ensuring progress and compliance with regulations.

The Steering Committee develops programs and implementation plans; at the same time, periodically and suddenly inspects and reports to the Provincial Party Committee and the Provincial Party Standing Committee on the situation of administrative reform in the province, ensuring the goals and targets set out in Resolution No. 05-NQ/TU dated December 14, 2021 of the Provincial Party Committee on promoting administrative reform in the province for the period 2021 - 2030; Resolution No. 09-NQ/TU dated August 5, 2022 of the Provincial Party Committee on digital transformation by 2025, with a vision to 2030.
The Steering Committee also decides on policies, tasks and measures to promote administrative reform in the province; researches and proposes important policies and solutions to promote administrative reform annually and in each period of the province.

According to the plan, in 2023, the Steering Committee will focus on leading and directing departments, branches and localities to implement a number of key and breakthrough tasks in the following areas: Administrative procedure reform; tightening discipline, improving the sense of responsibility, quality and efficiency of work of cadres, civil servants and public employees; continuing to perfect the organization and apparatus, promptly promulgating regulations on functions, tasks, powers and organizational structure of agencies and units according to regulations. At the same time, continue to promote the construction of e-government and digital government; inspection, supervision and propaganda of implementation.

Speaking at the discussion, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung - Deputy Head of the Standing Committee of the Steering Committee assessed that although administrative reform work in recent years has received attention and has changed, it is not really clear and strong.
Therefore, the decision of the Provincial Party Standing Committee to establish the Provincial Administrative Reform Steering Committee headed by the Provincial Party Secretary demonstrates the province's high political determination; thereby setting higher requirements and demands for administrative reform, and the entire political system must participate.
According to the Chairman of the Provincial People's Committee, the issuance of the Regulations, the assignment of tasks to each member and the plan are of a framework nature; therefore, in order to effectively implement the key tasks of the Steering Committee in 2023, it is necessary to assign detailed tasks and specify responsibilities for each sector and locality, especially at the district level, it is necessary to establish a steering committee headed by the Party Committee Secretary; and at the departments and branches, the heads of the departments and branches are also the heads of the committees to ensure consistency from top to bottom and attach responsibility to the heads.

The Chairman of the Provincial People's Committee also agreed with the opinions that each member of the Provincial Steering Committee needs to develop a plan to carry out assigned tasks; at the same time, it is recommended to select a few departments, branches and localities for the Steering Committee to directly monitor and direct the implementation of key contents identified in the 2023 plan.
Speaking at the meeting, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu - Deputy Head of the Steering Committee emphasized that it is necessary to develop a number of solutions to carry out the assigned tasks, including the requirement to raise the responsibility of leaders in administrative reform; if there is any stagnation, it is necessary to consider rotating cadres.

At the same time, according to Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu, along with strong sanctions, there should also be protective solutions to help officials improve their thinking and perform their jobs better in the context of overlapping and unclear laws.
ESTABLISHING ADMINISTRATIVE REFORM HOTLINE
Concluding the meeting, Secretary of the Provincial Party Committee Thai Thanh Quy - Head of the Steering Committee for Administrative Reform of Nghe An province proposed that the Department of Home Affairs be the standing agency to directly collect, adjust and supplement a number of contents to the Working Regulations such as: The issue of adjusting, supplementing and changing the personnel of the Steering Committee is under the authority of the Standing Committee of the Provincial Party Committee; demonstrating the coordination relationship between the members of the Steering Committee; requesting the members of the Steering Committee to develop an action plan so that at the end of the year, based on that, the implementation of the tasks of each member according to the assigned field of responsibility; advising the Steering Committee to develop a mechanism to direct arising cases of administrative reform;...
Basically agreeing with the 2023 Work Plan, the head of Nghe An Provincial Party Committee also proposed to add the task of coordinating with VCCI to organize the assessment of the District, Department, and Sector Competitiveness Index (DDCI) in the province.
In particular, it is agreed to establish a hotline directly managed and directed by the Chairman of the Provincial People's Committee; thereby, the Provincial Party Secretary requested the standing agency to advise on selecting cadres with high discipline, responsibility, and dedication to listen to the opinions of people and businesses to promptly reflect hourly and daily to the Chairman of the Provincial People's Committee; at the same time, research the mechanism to establish an independent working group with high expertise to verify and clarify feedback from the grassroots.
The Head of the Steering Committee for Administrative Reform of Nghe An province also requested that in the plan, the members of the Standing Committee of the Provincial Party Committee who are members of the Steering Committee must have comments on cadres, civil servants and the responsibilities of leaders at agencies, units and localities assigned to be in charge of administrative reform. When reflecting fully and with basis, if it reaches the point of rotation, it must be decisively rotated to create changes in administrative reform work in that locality or unit.
Provincial Party Secretary Thai Thanh Quy also requested that in the 2023 plan, it is necessary to review and summarize the system of machinery and equipment to serve administrative reform; pay attention to information and communication work; clearly state the establishment of a steering committee for administrative reform at the district level with the head of the district Party Committee as the head; at the provincial level, establish a working group on administrative reform with the head as the head.

In particular, the Provincial Party Secretary and Head of the Provincial Administrative Reform Steering Committee agreed that this year, the following departments will be selected to carry out leadership and direction of administrative reform: Construction, Natural Resources and Environment; Planning & Investment and the Provincial People's Committee Office. As for localities, there are 3 units: Vinh City and the districts of Nghi Loc and Dien Chau.

According to the Regulations, the Provincial Administrative Reform Steering Committee meets regularly twice a year (first 6 months and last 6 months of the year) and holds extraordinary meetings when necessary. Therefore, the Head of the Provincial Administrative Reform Steering Committee also requested the standing agency to study and propose the establishment of a Standing Steering Committee to handle regular work between meetings./.
