Discussing solutions to improve the operational efficiency of Nghe An Provincial Public Administration Service Center
(Baonghean.vn) - Standing Vice Chairman of the Provincial People's Committee - Comrade Le Hong Vinh suggested that departments and branches should proactively advise on solutions to reform administrative procedures; improve the operational efficiency of the Public Administration Service Center.
On the afternoon of March 21, under the chairmanship of comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, the Provincial People's Committee held a meeting to evaluate the performance of the Provincial Public Administration Service Center. Attending the meeting were representatives of leaders of departments, branches, sectors and localities in the province.
There are still many difficulties and problems
The total number of administrative procedures under the jurisdiction of provincial departments, branches and sectors received at the Provincial Administrative Service Center includes 1,445 procedures; of which, there are 219 Level 3 online public services; 829 Level 4 online public services. The total number of records received in 2022: 210,267 records, an increase of 63,131 records, an increase of 42.9% over the same period in 2021; records before the deadline and on time accounted for 97.43%.

According to the assessment of the Provincial People's Committee, the Center's activities have significantly contributed to improving the effectiveness and efficiency of administrative procedure settlement of State agencies in the province; contributing to building a government that accompanies and serves, aiming at the satisfaction of people and businesses, contributing to attracting investment, improving the business environment, promoting the socio-economic development of the province.
In addition to the achieved results, there are still some shortcomings and limitations such as the records and results of administrative procedure settlement at the units have not been fully handed over to the Center to return the results according to regulations. The rate of overdue records is still high (accounting for 2.57%); the number of records requested to be withdrawn or returned during the settlement process at some departments and branches is still large.

The connection, sharing, communication and synchronization of data between the provincial administrative procedure settlement information system and the systems of ministries and branches have not been completed, leading to many difficulties in the work of settling, monitoring, managing, supervising, evaluating the quality of administrative procedure settlement, statistics and reporting...
Receiving and processing administrative procedure dossiers through the Public Postal Service still takes a lot of time, prolonging the appointment time for returning results.
Discussing at the meeting, representatives of the leaders of departments and branches shared the difficulties and obstacles in implementing administrative procedures at the Provincial Public Administration Service Center. At the same time, they proposed recommendations to the Provincial People's Committee to remove difficulties and obstacles, especially upgrading the software connecting the Administrative Service Center with ministries and branches.

Consulting solutions to reform administrative procedures
Speaking at the meeting, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee highly appreciated the performance of the Public Administration Service Center.
Analyzing the shortcomings and limitations in the unit's operations, the Standing Vice Chairman of the Provincial People's Committee assigned the Public Administration Service Center to preside over and coordinate with relevant departments and branches to continue advising the Provincial People's Committee to implement the mechanism of assigning enterprises to provide public postal services, undertake a number of tasks in the process of guiding, receiving, digitizing records, and returning results of administrative procedure settlement for administrative procedures with high frequency of occurrence.

For departments, branches, sectors and related units, it is necessary to proactively advise the Provincial People's Committee and the leaders of the Provincial People's Committee on solutions to reform administrative procedures. Strictly implement the reception and settlement of administrative procedures on the Provincial Administrative Procedures Information System; strictly digitize records, papers, and results of administrative procedure settlement to ensure that 100% of records are received and settled; promptly detect and rectify the reception and settlement of administrative procedures that are not in accordance with regulations.
The Standing Vice Chairman of the Provincial People's Committee requested the Electronic Information Portal to urgently coordinate with agencies and units to upgrade and complete the Administrative Procedure Information System; complete the connection, sharing, communication, integration and synchronization of data between the Administrative Procedure Information System and national database systems, databases of ministries and branches.

At the same time, coordinate with relevant agencies and units to publicly announce the results of the assessment of the Index of services for people and businesses on the Provincial Administrative Procedure Information System and the Electronic Information Portal in accordance with regulations.
