Handing over the duties of Commander of Nghe An Provincial Military Command

Comrades: Lieutenant General Tran Vo Dung - Political Commissar of Military Region 4; Nguyen Duc Trung - Secretary of the Provincial Party Committee, Secretary of the Provincial Military Party Committee chaired the conference.

Attending the conference were comrades: Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Colonel Phan Dai Nghia - Deputy Commander and Chief of Staff of Military Region 5, former Commander of the Provincial Military Command.

On the side of Military Region 4 and the Provincial Military Command, there were comrades: Colonel Pham Van Dong - Chief of Politics of Military Region 4; Colonel Nguyen Ky Hong - Political Commissar of the Provincial Military Command; Colonel Dinh Bat Van - Deputy Commander and Chief of Staff of the Provincial Military Command; and leaders of departments, branches and offices of Military Region 4 and the Provincial Military Command.

On April 24, 2025, Prime Minister Pham Minh Chinh signed Decision No. 818/QD-TTg to transfer and appoint Colonel Phan Dai Nghia - Commander of the Military Command of Nghe An province, Military Region 4 to hold the position of Deputy Commander and Chief of Staff of Military Region 5.

The conference approved the minutes of handover of the task of Commander of the Provincial Military Command to Colonel Dinh Bat Van - Deputy Commander and Chief of Staff of the Provincial Military Command.

The handover contents include the situation of the area, functions, tasks and powers of the Provincial Military Command; organization, staff; party organization, party members; quality of the contingent of cadres, employees, national defense workers and employees; mass organizations.

Weapons, technical equipment, facilities; budget, capital fund, party finance, petrol; national defense land; results of military and defense tasks in the first 4 months of 2025 and key tasks for the remaining time of 2025.

Speaking as the handover person, Colonel Phan Dai Nghia - Deputy Commander and Chief of Staff of Military Region 5 respectfully thanked the attention, support and assistance of the Standing Committee of the Party Committee, the Command of Military Region 4, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the leaders of the People's Council, the People's Committee, the Provincial Fatherland Front and the Party Committees, authorities at all levels, agencies and units of Nghe An province and the Standing Committee of the Party Committee, the Provincial Military Command in the past time.

Expressing his honor at being appointed to the new position, Colonel Phan Dai Nghia promised to continue to make efforts, try hard, promote spirit and responsibility to best complete the new task; at the same time, he hopes to continue to receive attention, monitoring and encouragement from the leaders of Military Region 4, Nghe An province to complete his task.

Speaking at the handover ceremony, Colonel Dinh Bat Van - Deputy Commander and Chief of Staff of the Provincial Military Command thanked the attention and trust of the Standing Committee of the Party Committee and the Military Region 4 Command; the trust and facilitation of the leaders of the Provincial Party Committee, People's Council and People's Committee; and the coordination and facilitation of comrades in the Standing Committee of the Party Committee and the Provincial Military Command.

Colonel Dinh Bat Van promised to try, strive, promote spirit and responsibility, and unite with comrades in the Standing Committee of the Party Committee and the Provincial Military Command to complete the assigned tasks well; at the same time, he continued to hope to receive attention, monitoring and encouragement to complete his tasks.

Speaking at the Conference, Provincial Party Secretary Nguyen Duc Trung congratulated Colonel Phan Dai Nghia on his appointment as Deputy Commander and Chief of Staff of Military Region 5 and emphasized that this was not only an honor and pride for him personally and for the armed forces of the province, but also for the Party Committee, Government and People of Nghe An province.

In recent years, as a member of the Provincial Party Standing Committee and Commander of the Provincial Military Command, Colonel Phan Dai Nghia has demonstrated a high sense of responsibility in all aspects of work, achieving many positive results, contributing to ensuring and maintaining security and national defense, creating stability for the province to carry out socio-economic development tasks.

With the contributions of comrade Phan Dai Nghia, for many consecutive years, the Provincial Military Command has been awarded the Emulation Flag by the Government and the Ministry of National Defense, and in 2024, the provincial armed forces were awarded the title of Hero of the People's Armed Forces for the second time by the President.

In his new position, Provincial Party Secretary Nguyen Duc Trung hopes and believes that Colonel Phan Dai Nghia will inherit the achieved results and promote his capacity, strengths, and work experience to carry out and excellently complete the new task.

At the same time, I hope Colonel Phan Dai Nghia will continue to pay attention and share with Military Region 4 and the Provincial Military Command in military and defense work in general, and in building the provincial armed forces in particular, ensuring conditions for Nghe An province to achieve socio-economic development goals in the coming period.

Highly appreciating the capacity and responsibility of Colonel Dinh Bat Van, Provincial Party Secretary Nguyen Duc Trung said that in the current context, the military and defense situation has many advantages but is also posing many new challenges.

Therefore, Provincial Party Secretary Nguyen Duc Trung requested Colonel Dinh Bat Van, together with the Party Committee and leaders of the Provincial Military Command, to continue promoting the achievements of the provincial armed forces in the past time to lead and direct the Provincial Military Command to successfully and excellently complete military and defense tasks in the coming time.

Continue to build a spirit of solidarity and unity; build a strong cadre team, improve combat readiness, and perform well in combat training and exercises. Closely coordinate with other departments, agencies, sectors, and forces to perform well military and defense tasks, especially tasks assigned by Military Region 4.

Implement the Project to reorganize local military organizations tightly, effectively, safely, without interrupting missions, without leaving areas vacant, and without being passive.

Focus on directing the successful organization of Party Congresses at all levels for the 2025-2030 term, including the Provincial Military Command Party Congress. The provincial leadership will always pay attention and create the most favorable conditions for the provincial armed forces to successfully complete their assigned tasks.

On behalf of the provincial leaders, Secretary of the Provincial Party Committee Nguyen Duc Trung sincerely thanked the Standing Committee of the Party Committee, the Military Region 4 Command; and the Military Region agencies for the provincial armed forces in particular and Nghe An province in general in the past time and hoped to continue to receive the attention, help and support of the Military Region 4 Command in the coming time.

Speaking at the conference, Lieutenant General Tran Vo Dung - Political Commissar of Military Region 4 highly appreciated the capacity, responsibility, efforts and attempts and congratulated Colonel Phan Dai Nghia on being assigned and appointed by the Prime Minister to hold the position of Deputy Commander and Chief of Staff of Military Region 5.

Lieutenant General Tran Vo Dung believes that in his new position, comrade Phan Dai Nghia will quickly grasp the situation and mission requirements; build high solidarity and unity, propose many important policies and solutions, and together with the Party Committee and the Military Region 5 Command, lead and direct the armed forces of the Military Region to become increasingly stronger, and excellently complete all assigned tasks.

The Political Commissar of Military Region 4 also requested Colonel Dinh Bat Van and comrades in the Party Committee and the Provincial Military Command to unite and continue to promote the tradition of the past 80 years in general and the last term in particular, overcome difficulties, and strive to excellently complete the tasks.
