The Provincial Party Standing Committee approved the Congress of Delegates of the Tuong Duong District Party Committee for the 2020 - 2025 term.

RURAL MOUNTAIN AREAS HAVE MANY IMPROVES

In the 2015 - 2020 term, Tuong Duong district achieved quite comprehensive achievements in all fields. The economy grew at an average rate of 9.4% in the 2015 - 2020 period. Budget revenue reached the highest level ever, with the total revenue in the area reaching 35 billion VND.

Many agricultural economic models have been effective and brought high incomes. The new rural construction movement has achieved important results, and the appearance of mountainous rural areas has improved. Up to now, the whole district has 5 communes and 10 villages reaching the new rural standard, with no communes meeting less than 5 criteria.

The important thing is that through new rural construction, people's thinking and awareness have been strongly changed, production and business methods have been transformed, and the will to escape poverty has been built.

Average income per capita reached 30.5 million VND/year, an increase of 56.4% compared to 2015. The poverty rate during the term decreased by 6.12%/year on average, from 49.84% to 19.78%.

From the above results, one of the general goals of Tuong Duong is determined to escape from poverty within the next 5 years.

At the meeting, recognizing the efforts and results that Tuong Duong achieved during the term, the delegates also discussed, suggested, and contributed ideas to a number of issues with Tuong Duong district.

Comrade Nguyen Thi Thu Huong - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department, asked Tuong Duong to evaluate the advantages and difficulties in implementing Resolution 30a; regarding border security protection, it is necessary to more clearly evaluate the coordination between forces; foreign affairs activities with localities and forces of the Lao PDR.

Along with that, the district needs to evaluate the effectiveness of the policy of border guards becoming party secretaries and deputy secretaries of communes; and implement regulations on setting an example for cadres and party members, especially leading party members.

Deputy Secretary of the Provincial Party Committee Nguyen Van Thong acknowledged the methods and effectiveness in building new rural areas, reducing poverty, as well as ensuring national defense and security, especially border security; and fighting against crimes such as disguised human trafficking and drugs.

In addition, in practice, during the term, there were officials who committed violations that were discovered and handled. Deputy Secretary of the Provincial Party Committee Nguyen Van Thong suggested that Tuong Duong district should consider this as a profound experience and resolutely overcome it. Accordingly, the district needs to promote the work of managing officials in conjunction with inspection, examination and supervision activities.

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council shared: Tuong Duong has assessed the 2015 - 2020 term frankly, objectively, responsibly, without evasion; at the same time, he also expressed his joy when the district set high political determination in the new term.

The Standing Deputy Secretary of the Provincial Party Committee also discussed a number of issues related to the goal of escaping poverty in the district; the target of trained labor; and the development of rice-growing land at the highest level.

The opinions also suggested that Tuong Duong evaluate the work of preserving and promoting cultural values ​​in the area; promote the role of village elders, village chiefs, and prestigious people in the community; develop household economy associated with building models; develop tourism associated with the potential and advantages of the district... In conjunction with the above assessments, the district needs to have solutions for a new term; clarify the forest coverage rate.

EFFICIENT USE OF STATE RESOURCES

Concluding the document's content, the Provincial Party Secretary shared with Tuong Duong that although it has a large area, due to the complex mountainous terrain, there is very little agricultural land.

In the difficult context, the district has promoted the achievements of previous terms, along with efforts in the 2015 - 2020 term, it has well performed its tasks, notably the movement to build a new rural area that is practical, reaching the hearts of the people, promoting the strength of the people; the basic indicators of growth, budget revenue, and people's income have increased quite well.

Basically agreeing with the targets and goals for the 2020 - 2025 term of the Tuong Duong District Party Committee, the Provincial Party Secretary proposed paying more attention to a number of tasks and solutions.

First of all, in comparison with the 30a districts in the province, the way, steps, and actions of Tuong Duong are different, creating new values ​​and initially forming a development direction, so according to the Provincial Party Secretary, there needs to be a guiding direction. In which, the core issue is that Tuong Duong must study the issue of regional and sectoral planning to create an environment and long-term strategy for the development process.

The planning must be associated with Resolution No. 88/2019/QH14 dated November 18, 2019 of the National Assembly approving the Master Plan for socio-economic development of ethnic minority and mountainous areas for the period 2021 - 2030; national target programs, policies of the Party, State, and province for area 30a.

In addition, the district needs to effectively and economically implement the programs it enjoys, without having to pay the price in terms of staff and people's trust. "The most important thing here is the huge resources that the Party, State and Province have allocated to the disadvantaged areas. The spirit of comrades must represent the Party and State here to do well" - the Provincial Party Secretary emphasized.

Closely linked to Con Cuong district, Tuong Duong is interested in developing trade and services, especially tourism based on potential and advantages; highly determined to continue building new rural areas in communes, in which it is necessary to promote the shift of crop structure associated with building economic models.

To do so, the district needs to clearly identify key plants and animals for each region. At the same time, the district also needs to call for investment in trade, services, tourism, agriculture and forestry.

On the other hand, security - defense and border security are among the issues that need special attention to keep the border and area peaceful and maintain close relations with localities and forces of Laos on the border.

The district needs to evaluate, review and have solutions to effectively implement planning, training, fostering, and training, associated with staff management. Arrange and use staff according to their capacity and strengths, maximize their potential; associated with inspection, examination, and supervision to detect problems early.

The Provincial Party Standing Committee agreed on the time to organize the Party Congress of Tuong Duong district for the 2020-2025 term on July 16 and 17, 2020.
