The Standing Committee of Nghe An Provincial Party Committee gave opinions on developing Vinh City according to the Prime Minister's Decision.

On the morning of December 29, the Standing Committee of Nghe An Provincial Party Committee listened to and gave opinions on one year of implementing the plan to implement Decision No. 827/QD-TTg dated June 12, 2020 of the Prime Minister approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region by 2023 in the spirit of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting. Also attending were Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of leaders of a number of Central Party Committees, members of the Provincial Party Standing Committee and leaders of a number of relevant sectors and localities.

SOME INDUSTRIES AND FIELDS HAVE FORMED REGIONAL CENTER ELEMENTS

Pursuant to the tasks assigned by the Prime Minister in Decision 827/QD-TTg, the People's Committee of Nghe An province issued Plan No. 634/KH-UBND with 12 key tasks in various sectors and fields (construction work to implement the planning; development of transport infrastructure; development of 10 fields into the center of the North Central region) including 23 contents assigned to departments, sectors, units and the City People's Committee.

Of which, 15 contents are chaired by departments and branches, 8 tasks are chaired by the City People's Committee. Up to now, in general, the tasks have been seriously implemented and achieved certain results. Some sectors and fields such as: Construction planning, urban development, education - training, health have formed regional center factors.

In 2021, the average growth rate of the City is estimated at 6.36% (in 2020 it reached 3.82%)/the target for the 2020-2023 period is 10-11%; total added value (at current prices) accounts for about 25% of the province's GRDP/target for the period 25-30%; average added value per capita is estimated at 107.8 million VND (in 2020 it reached 101.2 million VND)/target by 2023 is 141.7 million VND. The poverty rate is 0.13%/target below 0.25% and sustainable poverty reduction for near-poor households.

The Prime Minister has approved the Project Proposal: "Priority infrastructure and urban development adapting to climate change in Vinh city, Nghe An province" with a loan from the World Bank, and is currently submitting the investment policy to the Prime Minister for approval.

The Provincial People's Council has passed a Resolution stipulating a number of specific financial and budgetary mechanisms and policies to support the socio-economic development of Vinh city in the 2021-2025 period.

Along with that, speed up the construction progress and put into use many key projects such as: Opening Vinh - Cua Lo Boulevard; opening Cua Hoi Bridge connecting Nghe An - Ha Tinh; Building key inner-city traffic routes, infrastructure serving the Walking Street; upgrading and renovating the drainage system, preventing flooding in the city; organizing the opening and putting into operation the Vinh City Smart Urban Operation Center (ICO);...

However, according to the assessment, Vinh city has not yet met the requirements and progress set out; economic growth rate and per capita income are still low compared to the target; most sectors have not yet made outstanding progress; urban infrastructure system is still lacking in synchronization, flooding, traffic congestion, environmental issues have not been thoroughly handled; investment attraction is still limited; support from the Central Government has not been taken advantage of, especially in terms of resources... Vinh city also lacks some factors and conditions to be worthy of its leading role in the economic and cultural fields of the North Central region.

At the meeting, leaders of Vinh city and related departments and branches reported on the implementation of assigned tasks according to the plan of the Provincial People's Committee.

Speaking at the meeting, regarding the adjustment to expand Vinh City, Chairman of the Provincial People's Committee Nguyen Duc Trung said that after the Provincial Party Standing Committee established the Steering Committee, the Provincial People's Committee will establish a drafting committee for the Project to expand the administrative boundaries of Vinh City.

The Chairman of the Provincial People's Committee also discussed issues related to the arrangement and use of capital for projects using public investment resources; at the same time, for the list of projects attracting investment from non-budgetary capital, the sectors together with Vinh city need to review to select projects with truly favorable conditions, calling for investment attraction because this capital source depends on investors.

Assessing the results achieved in the one-year implementation of Decision No. 827, comrade Nguyen Duc Trung affirmed: The Provincial People's Committee and the sectors must focus on directing so that in the remaining two years of implementing Decision No. 827, the best results can be achieved.

DECENTRALIZATION AND DELEGATION OF POWERS TO VINH CITY

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy highly appreciated the preparation process, as well as the approach and implementation of Decision No. 827 of Vinh city.

Regarding the recommendations and proposals of Vinh City for directing the review and assessment of the progress of assigned tasks and solutions in Plan No. 634 of the Provincial People's Committee, the Provincial Party Secretary requested the Party Committee of the Provincial People's Committee to direct the assigned sectors to preside over the review and re-prepare to report to the Provincial Party Committee Standing Committee.

Emphasizing that Plan No. 634 has clearly stated 15 contents related to departments and branches, the Provincial Party Secretary noted that this must be considered an important task, with specific steps in departments and branches with a viewpoint and approach to create conditions for the city to develop worthy of its leading role, because this is one of the core tasks in Resolution No. 26 of the Politburo and in the Prime Minister's Decisions.

In particular, departments and branches need to be bold and confident in decentralizing and delegating power to the city within the scope that the city can handle in order to proactively and flexibly manage.

However, to implement this content, Vinh city needs to preside over and study documents, laws, and regulations to propose to the Provincial Party Standing Committee and the Provincial People's Committee Party Committee to assign departments and branches to decentralize and delegate power to the City; at the same time, it is necessary to prepare human resources and conditions to be able to undertake this task.

Emphasizing the importance of Decision No. 827, the head of the Provincial Party Committee requested relevant agencies and Vinh City to assign tasks and participate with a spirit of perseverance and determination to pursue the implementation of the proposed contents until results are achieved.
