The Standing Committee of Nghe An Provincial Party Committee approved the project to build Do Luong district into a town before 2030.

On the morning of December 29, the Standing Committee of Nghe An Provincial Party Committee listened to and gave opinions on the draft Project to build Do Luong town into a commercial, service and tourism town.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting. Also attending were Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of leaders of a number of Central Party Committees, members of the Provincial Party Standing Committee and leaders of a number of relevant sectors and localities.

GRADUALLY CONVERGING ALL CONDITIONS

Do Luong district currently has 32 communes and 1 town, the general planning scope of Do Luong urban construction is within the administrative boundaries of 13 communes and 1 town. It is expected that Do Luong urban area will become a town and will be divided into 12 wards, the remaining 19 communes (areas outside Do Luong urban area) are expected to be divided into 12 communes.

The total number of administrative units at ward and commune level when Do Luong district becomes a town is 24 administrative units, reducing 9 administrative units at commune level.

The research area for the Project is consistent with the General Urban Construction Plan of Do Luong with a scope within the boundaries of 14 commune-level administrative units, with a total natural area of ​​about 7,930 hectares.

Through reviewing, analyzing, evaluating, and synthesizing the current status of Do Luong urban area and comparing it with the type IV urban standards stipulated in the Resolution of the National Assembly, the district has 53/59 standards met.

Regarding the criteria for towns, Do Luong district has 3 achieved standards including: Population size; Natural area; Structure and level of socio-economic development; 1 unmet standard is the Urban type standard (not yet recognized as a type IV urban area); 1 unassessed standard is the standard for affiliated administrative units. This standard, after being recognized as a type IV urban area, when establishing the Town Project, will simultaneously arrange commune-level administrative units to establish wards and communes.

Regarding the development roadmap of Do Luong urban area, the draft project states that Do Luong urban area will be built to reach the status of a type IV urban area before 2025 and the development orientation of Do Luong district will become a town in the direction of trade and services before 2030.

At the meeting, the opinions of the comrades in the Provincial Party Standing Committee emphasized the potential of Do Luong and highly agreed with the necessity of issuing the Project; at the same time, they added some related contents.

Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee agreed with the policy of building a town in Do Luong district; however, he requested to clarify the breakthrough method to accelerate the urbanization of the remaining 19 communes.

Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee commented that Do Luong is gradually converging the conditions and in the draft Project that was carefully considered by the Provincial People's Committee, the roadmap and steps were determined relatively clearly.

However, the Ministry of Construction is currently submitting a new set of criteria, including criteria for towns and type IV urban areas. Therefore, the implementation of the Project needs to approach new content appropriately.

The Chairman of the Provincial People's Committee also emphasized that it is necessary to consider implementing in two phases, first aiming to ensure the criteria according to the type IV urban area, then moving up to the town. However, the content of the town development in which direction will be determined specifically at that stage, because not only trade and services as oriented in the draft project, but Do Luong also has the potential to develop industry.

The head of the Provincial People's Committee also emphasized that the implementation of the Project to build Do Luong into a town is the responsibility not only of the district but also of the province.

Commenting on the draft Project, comrade Nguyen Truong Giang - Member of the Provincial Party Committee, Director of the Department of Construction emphasized the roadmap to build the urban center of Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town by 2030. Thus, from now until 2025, the core area of ​​the district will be built to meet the criteria of a type IV urban area, then the entire Do Luong district will be planned to become a town.

HIGH POLITICAL DETERMINATION IS REQUIRED

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy highly appreciated the preparation of Do Luong district and the direction of the Provincial People's Committee in developing the draft Project, aiming to concretize the Action Program to implement the Resolution of the 19th Provincial Party Congress, term 2020 - 2025.

Based on the discussion, the Standing Committee of Nghe An Provincial Party Committee agreed in principle to approve the draft Project jointly submitted by the Party Committee of the Provincial People's Committee and the Standing Committee of Do Luong District Party Committee.

In addition, comrade Thai Thanh Quy suggested that the submitting units need to absorb professional opinions to adjust the title appropriately, and at the same time, must determine the actual situation closely to divide the zones appropriately; as well as clarify the stages and progress to build Do Luong into a type IV urban area, then become a town; associated with that is the allocation of resources, focusing on directing the implementation.

However, to achieve the set goals, the head of the Provincial Party Committee noted that there must be high political determination not only from Do Luong district but also from the province, especially the Party Committee of the Provincial People's Committee.

At the provincial level, political determination is needed to have mechanisms and policies; focus on leadership and direction of implementation; monitor, urge, inspect; allocate investment resources. At the same time, Do Luong district needs to create consensus, unity, and high concentration within the political system to the people to effectively implement the Project.

The Provincial Party Secretary especially noted that planning work must come first, with the view that it must have vision, quality and planning needs to be protected and implemented.

On the other hand, focus on preparing urban infrastructure, transportation, culture, education, healthcare, domestic water supply and wastewater treatment, waste collection and treatment...

To have more resources to implement the Project, at the meeting, the Standing Committee of the Provincial Party Committee agreed in principle to assign the Party Committee of the Provincial People's Committee to lead and direct the Provincial People's Committee to study and issue a draft mechanism and policy strong enough for Do Luong to develop into a town, then report to the Standing Committee of the Provincial Party Committee for comments before submitting to the Provincial People's Council for consideration according to its authority.

The province and Do Luong district also need to be proactive and responsible in calling for additional resources to build Do Luong into a town. On the other hand, the Project must also clearly assign responsibilities and attach responsibility during the implementation process, especially to the presiding unit.

The Standing Committee of Nghe An Provincial Party Committee gives opinions on developing Vinh City according to the Prime Minister's Decision.
